Background

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. UNV is inspired by the conviction that volunteerism can transform the pace and nature of development and by the idea that everyone can contribute their time and energy towards peace and development. With partners, UNV advocates for volunteerism, integrates volunteerism into development planning and mobilizes volunteers. The enormous potential of volunteerism is an inspiration to UNV and to volunteers around the world. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation.

UNV pursues global recognition of volunteers for peace and development, encourages the integration of volunteerism into development programmes, and promotes the mobilization of increasing numbers and greater diversity of volunteers contributing to peace and development. UNV helps countries to foster and develop volunteerism as a force for sustainable development. We provide strategic advice on the role and contribution of volunteerism and options for civic engagement in development programmes. We help countries to improve public inclusion and participation in social, economic and political development, and we support the growth of volunteerism within communities as a form of mutual self-help.

We partner with governments and with UN, non-profit and private sector organizations in order to support development programmes. UNV delivers a prompt, efficient and value-adding service to identify and engage professionals who can deliver services and fulfil a wide range of specialised tasks.

UNV directly mobilizes more than 6,500 UN Volunteers every year nationally and internationally, with 80 per cent coming from developing countries, and more than 30 per cent volunteering within their own countries. These volunteers are assigned within UN programmes, projects and initiatives at country level.

UNV’s Strategic Framework 2014 – 2017 requires a deeper understanding and documentation of the contribution that volunteers make to peace and development efforts across the world. Volunteers accompany the UN system-wide efforts towards sustainable development.

The consultant will report to the Deputy Chief, Results Management Support Section and will support UNV in strengthening its volunteer monitoring and reporting systems.

Duties and Responsibilities

In 2014 UNV conducted a “first of its kind” UN Volunteer Baseline Survey.  The findings of the 3,542 respondents out of the targeted 6,504 provided a rich repository of data from the field.  This consultancy is tasked with conducting a similar, annual, follow-on survey building on the successes of the Baseline Survey.

A web-based survey tool will be used to conduct the survey.  The questionnaire, consisting of ten questions is to be reviewed through consultation with a Reference group appointed by UNV.  The questionnaire development, design and dissemination of the survey will incorporate lessons learned from the 2014 survey as documented in the consultant report of December 2014.

The consultant will work on the following deliverables and deadlines:

  • Conduct UNV consultations and compile the survey / questionnaire that addresses current information gaps and researches broader questions, including for example gender mainstreaming. 5 working days – due by 11 September 2015;
  • Cross-match data gathered from UN Volunteers with gathered BIO data held by UNV in the corporate and financial management systems, ATLAS and SIAM. 10 working days – due by 27 October 2015;
  • Generate reports on the qualitative and quantitative data (using Excel and/or PowerPivot) that can feed into the corporate results based management (RBM) and reporting framework and present the survey findings to UNV stakeholders. 16 working days – due by 13 November 2015;
  • Develop guidelines and policies to ensure a consistent and methodological approach to data collection documenting best practices and lessons learned from 2014 and 2015. 10 working days – due by 14 December 2015.

Please note that the consultant will be based in Bonn/Germany (30%) and home based (70 %).

30% or 12 days of the consultancy period is expected to constitute two missions to UNV HQ in Bonn.  The first mission of approximately one working week would be at the beginning of the consultancy and the second mission of approximately one working week is expected to be at the end of the consultancy.  This time spent on mission is expected to be used for familiarisation, focus group discussions and presentations and dissemination of final data.

Competencies

  • Expert knowledge of RBM, monitoring, reporting and evaluation, technical cooperation assistance and demonstrated ability to provide effective advice on RBM concepts and approaches relevant to programme and project monitoring and reporting;
  • Knowledge and understanding of concepts and approaches relevant to development;
  • Excellent communication (spoken and written) skills in English, including the ability to draft/edit reports and communications to various clients and to articulate ideas in a clear and concise manner;
  • Strong facilitation and presentation skills;
  • Excellent business and data analysis skills, knowledge of PowerPivot is an asset;
  • Familiarity with volunteer management is an asset;
  • Good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender;
  • Actively seeks to improve projects or services;
  • Offer new and different options to solve problems or meet programme and client needs;
  • Ability to promote and persuade others to consider new ideas.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent), or first degree with at least seven years relevant experience in economics, political science, business or public administration, development studies, evaluation, international relations or related field.

Experience:

  • Minimum of seven years of progressively responsible working experience in development or technical cooperation, in an international organization, or related field with a focus on effective programme monitoring and evaluation;
  • Experience in results-based management, monitoring and evaluation and experience at field level is highly desirable;
  • Experience in gathering, documenting and maintaining business requirements for complex monitoring and reporting systems;
  • Experience in the business design and evaluation of monitoring, reporting and information management solutions.

Language:

  • Fluency in written and spoken English;
  • Knowledge of French and/or Spanish is an asset.

Application procedure

Applicants must provide a technical and financial proposal.
The technical proposal shall describe the methodology and the approach how to fulfil the required deliverables as well as outline the major components of its implementation.

The financial proposal shall comprise an all-inclusive lump sum for the duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).
The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for selection of the best offer

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70% and combined with the price offer, which will be weighted 30%.

Key selection criteria are:

  • Approach and working experience in the field of Volunteer Monitoring and Reporting (30%);
  • Proven experience in conducting volunteer surveys including volunteer monitoring and reporting (20%);
  • Proven data analytical skills (15%);
  • Proven experience working in multicultural environments (5%).
