Background

Under the present UN Reform efforts, the Resident Coordinator’s Office is expected to provide more substantive leadership and facilitation of the UN’s development assistance to Tunisia, and will be held more accountable for these results by the  United Nations Country Team. It is in this regard that new roles and functions have been identified within the Resident Coordinator’s office with the aim to support the UN Agencies in planning and implementing a more coherent, coordinated effective and efficient UN development programme as well as ensuring better communication of results achieved.

Under the guidance and direct supervision of the Coordination specialist, the planning Monitoring and Evaluation and Communications Analyst will assist the  United Nations Country Team in elaborating United Nations Development Assistance Framework results framework and in developing and implementing a comprehensive mechanism for its monitoring, evaluation and communication.

He/she provides inputs to the design, management and implementation of the Resident Coordinator Office communications and publication strategies, which are geared to influence the development agenda, promote public and media outreach for the Resident Coordinator office.

The Planning Monitoring and Evaluation and Communication Analyst ensures that objective evaluations are designed and implemented to assess the United Nations Development Assistance Framework relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of United Nations Development Assistance Framework priorities and results.

Duties and Responsibilities

Summary of Key Functions:

  • Assists the  United Nations Country Team in planning and designing United Nations Development Assistance Framework results framework;
  • Facilitates the  United Nations Country Team in the development and implementation of United Nations Development Assistance Framework Monitoring & Evaluation framework;
  • Contributes substantively to United Nations Development Assistance Framework reviews and coordinates evaluation process;
  • Assists the  United Nations Country Team  in better communicating United Nations Development Assistance Framework results and implementing strategies for communications and outreach;
  • Facilitation of knowledge building and knowledge sharing on monitoring and evaluation.

Ensures planning and designing United Nations Development Assistance Framework results framework focusing on achievement of the following results:

  • Contribute substantively to designing United Nations Development Assistance Framework road map;
  • Assists  United Nations Country Team  in collecting and analyzing specific data and conducting country analysis;
  • Contribute substantively to strategic planning: results framework design;
  • Development of technically sound and clearly defined SMART indicators for United Nations Development Assistance Framework outcome and accurate baseline.

Ensures the development and implementation of United Nations Development Assistance Framework Monitoring &Evaluations framework focusing on achievement of the following results:

  • Development of more detailed and rigourous overall Monitoring & Evaluation framework which will form an integral part of United Nations Development Assistance Framework document;
  • Analysis of the specific data requirements of individual United Nations Development Assistance Framework indicator and baselines;
  • Analysis of the quality and reliability of available data sources.

Ensures United Nations Development Assistance Framework reviews and coordinates evaluation process focusing on achievement of the following results:

  • Compilation and analysis of periodic progress reviews of the United Nations Development Assistance Framework results matrix through TWG’s;
  • Prepare annual United Nations Development Assistance Framework report, and provide technical assistance to UN agencies in formulating results reporting to ensure consistent reporting across agencies;
  • Designing and supporting periodic evaluations with the help of agencies vis a vis the stated United Nations Development Assistance Framework outcomes and corresponding indicators.

Ensures better communication on United Nations Development Assistance Framework results and assists implementing strategies for communications and outreach focusing on achievement of the following results:

  • Contributes to the implementation of the Resident Coordinator/ United Nations Country Team publications strategy and plan, based on the corporate publications policy;
  • Drafting/production of regular summary sheet about United Nations Development Assistance Framework achievements and ensure publications dissemination.

Ensures facilitation of knowledge building and sharing focusing on achievement of the following results:

  • A network of UN staff, partners and resource persons is established and met regularly to share knowledge and organize training on monitoring and Evaluation (linking up withTurin center and other agency specific resources);
  • Sound contributions to knowledge networks and interagency forumfor coordinating Monitoring & Evaluations, strengthening capacities in Monitoring and Evaluations.

The impact of the above results will be a significant improvement in the capacity of the  United Nations Country Team to strategically plan, monitor its programmes and better communicate on UNDAF results and achievements in Tunisia. Effective implementation of evaluation policies and strategies, as well as efficient organization and coordination of the evaluation process, enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Required Skills and Experience

Education

  • Master's degree or equivalent in economics, social sciences or related field.

Experience

  • At least 2 years of professional development related work experience at national or international level;
  • Experience must primarily relate to senior levels of programme management or the management of complex national level Monitoring & Evaluations framework and/or strategic plans.

Language

  • Fluency in Arabic and French;
  • Good knowledge of English is essential.
