Background

UNDP’s Youth Strategy 2014-2017 recognizes the involvement of young men and women in participatory decision-making and development processes as vital to achieving sustainable human development. Identifying development challenges and issues facing youth today, the strategy offers recommendations for strategic entry points and engagement of a broad range of partners in addressing youth empowerment.

UNDP is implementing its UNDP Youth Strategy (2014-2017) – youth in governance, youth economic empowerment and youth in resilience-th a particular focus in 2015 on youth and peacebuilding.

The work of the consultant will be critical to substantively support the preparation of a global mapping on youth and peacebuilding and the development of high-quality guidance in that area, and the preparatory work for the co-convening of and follow-up to the Global Forum on Youth, Peace and Security in Amman, Jordan, on 21-22 August 2015. This work will also feed in the annual review of UNDP’s work on youth.

Duties and Responsibilities

Scope of Work

Under the direct supervision of the Policy Specialist for Peacebuilding and the Youth Policy Specialist of the BPPS Governance and Peacebuilding cluster, the consultant will support the development of a practice note on Youth & Peacebuilding, conduct research and develop a global mapping on UNDP’s engagement in this field and support the preparation of the global meeting on Youth & Peacebuilding in Amman in August 2015 and possible follow-up.

 Expected Outputs, Deliverables and Deadlines (specific dates may vary in accordance with internal processes, TBD):

  • Create a filterable global documentation of all of UNDP's activities related to Youth Empowerment (including programs run by the country offices, regional hubs and the headquarters), which incorporates targeted case studies and lessons learned. This requires active outreach to UNDP hubs and country offices, development of a mapping methodology, questionnaire as well as development and population of a tracking system;
  • Provide substantive input into the UNDP practice note on Youth & Peacebuilding, also by coordinating with teams inside the Governance & Peacebuilding cluster, especially to strengthen the Rule of Law chapter. Disseminate and communicate the finished practice note to UNDP stakeholders;
  • Support the communication campaign around the Amman Global Forum by coordinating input for the social media channels and providing a written documentation of the Forum's results;
  • Devise a concept for a global project on youth empowerment, which promotes youth in the context of good governance, peacebuilding as well as their economic empowerment;
  • Support the preparation of briefing notes, blogs, articles reports, as required.

 Institutional Arrangement:

  • The Consultant shall report to the Peacebuilding Policy Specialist and Youth Policy Specialist of the Governance and Peacebuilding Cluster.

Required Skills and Experience

Education:

  • Advanced university degree (Master's level or equivalent) in International Relations, Development Studies, Peace and Conflict Studies or related fields.

Experience:

  • Five years of international experience with specific experience in governance, conflict prevention, peacebuilding, youth issues;
  • Proven experience of providing policy advice (including report writing) at international level;
  • Demonstrated experience in communications and external relations;
  • Experience in working for/with UNDP or another international organization.

Languages:

  • Fluency in written and spoken English. Working knowledge of French and Spanish would be an asset.

Working arrangements:

  • UNDP will provide office space, access to internet and a printer during the assignment (the cost of these facilities should not be included in the financial proposals).

 Contracts will be based on daily fee in US dollars:

Payments are made to the Individual Consultant based on the number of days worked, and certification of payments by the Chief of Profession (Supervisor).

Selection procedure

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicant's qualifications and financial proposal as follows:

  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

 Criteria

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A - Education (maximum 5 points);
  • Criteria B - Experience (maximum 55 points, divided into maximum 20 points for the interview and maximum 35 points for competencies, whereby competencies is divided into maximum 15 points for international work experience, 10 points for experience in policy advice, 5 for experience in communication and external relations as well as 5 points for experience in working for/with UNDP or another international organization;
  • Criteria C - Language requirements (maximum 10 points).

Note: only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.

Financial Evaluation:

  • 30% of total evaluation (maximum 30 points).

Please submit an all-inclusive lump sum daily fee. Please indicate travelling costs to duty station (if applicable) separately.

 Financial proposals must be all inclusive and must be expressed on the basis of a daily fee. The term "all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the daily fee.

 In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Note:

UNDP will provide access to internet and a printer during the assignment (the cost of these facilities should not be included in the financial proposals). The cost of any official missions should not be factored in the financial proposal of the applicants either.

UNDP reserves the right to have an interview.

The Consultant will not be expected to travel in the context of this assignment.

Criteria for financial evaluation (30 points)

The following formula will be used to evaluate financial proposal:

  •  p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
