Duties and Responsibilities

Under the matrix supervision of the Assistant Resident Representative (Programme) and the Assistant Resident Representative (Operations), the Portfolio Administrator is responsible for ensuring efficiency of implementation and operational consistency of project clusters within a portfolio. S/he ensures that project delivery strategies, operational plans and budgets are formulated and implementation processes carried out according to UNDP´s rules and policies and CO procedures. The Portfolio Administrator is in charge of the financial management of project with clusters ensuring that budget are correctly and financial reports are timely prepared and that project inputs are administered in an economic and implemented in a timely manner.

 

The Portfolio Administrator works in a close collaboration with the staff of the Project Services Centre (PSC) to expedite project implementation and with the Operations staff to seek guidance and solve implementation bottlenecks. 

The SC is expected to assume the following tasks:

1. Project delivery strategies, plans and budgets developed

·       In close cooperation with cluster leads, develops project delivery strategies and translates these strategies into actionable procurement, HR plans and detailed project implementation plans. Monitors plans and updates plans periodically.

·       Contributes to development and formulation of AWPs. Formulates a portfolio-level AWP to facilitate monitoring of the Portfolio by the Portfolio Manager

·       Monitors projects’ delivery against the agreed AWPs ensuring full consistency between plans and implementation, takes corrective action as required and updates AWPs and other plans in a timely manner in accordance with UNDP rules and CO procedures.

·       Develops project budgets and budget revisions in a timely manner and inputs projects into ATLAS.

·      Enters projects into ATLAS. Keeps project management module in the ATLAS updated and accurate.

2. Projects implemented promptly and efficiently according to AWP

·       Works in close cooperation with the cluster leads and project associates to produce terms of references, solicitation documents and vacancy announcements, and ensures quality of the solicitation documents, ensures quality outputs by finalizing solicitation documents.

·       Ensures that cluster leads’ substantive and quality expectations from project activities are accurately reflected in solicitation documents, vacancy announcements etc. securing at the same time best value for money.

·       Organises and coordinates evaluation of bids, attends clarification requests from bidders.

·       Implements asset management, ensures proper recording and transfer of assets in a timely manner,

·       Implements contract management of due times of contracts, ensuring timely completion of the contracts, timely amendments (when needed) etc.

·       Prepares financial reports to donors according to cost-sharing agreements.

·       Finalises project documents.

·       Implements CO direct cost recovery policies in close coordination with the Operations

3. Projects implemented in line with UNDP´s rules and regulations and CO policies and procedures

·       Performs full compliance with UNDP rules, regulations and operational policies.  Implements CO’s SOPs. Keeps updated on POPP and ensures application of POPP to projects,

·       Contributes to further development of CO operative policies and procedures.

·       Takes corrective action as requires. Identifies exceptions to the standard operating procedures within projects administrative processes, and secures full compliance in close cooperation with the Operations,

·       Disseminates the guidance of the Operations to the projects under the portfolio ensuring consistent implementation of UNDP rules and regulations.

·       Where applicable facilitates implementation of UN or CO-wide policies on safety and security.

  • Acts as coordinator for NIM and DIM audit processes within projects assigned.

·       Performs functions as related to the UNDP CO Internal Control Framework

Competencies

The Portfolio Administrator reports to Portfolio Manager and Operations Manager.

 

Performance Indicators for Evaluation of Results

 

  1. Effective project delivery strategies developed, procurement and HR plans finalized and implemented according to AWP and UNDP´s SOP; budgets formulated and revised correctly to reflect changes in implementation.
  2. Procurement processes implemented in a timely manner; qualitative solicitation documents prepared according to correct formats; project assets managed according to UNDP´s rules and regulations; contracts managed according to due dates.
  3. UNDP SOP followed in project implementation; ATLAS role performed promptly and correctly.
  4. % of projects with unqualified audit opinion; % of Direct Cost Recovery target.

Skills and Competencies

  • Minimum of 5 years of project cycle management experience of complex projects in the private or public sector or international organisations.
  • Experience in financial planning and management of project budgets.
  • Experience in management of procurement processes.

Language requirements:

Fluent written and spoken English and Turkish

Computer skills:
