Background

Partners for Prevention (P4P) is a UN regional joint programme for the prevention of violence against women and girls (VAWG) in Asia and the Pacific. P4P Phase 1 was implemented from September 2008 to December 2013. Achievements of the first phase include the UN Multi-country Study on Men and Violence in Asia and the Pacific (MCS on Men and Violence), which provides seminal data on men’s perpetration of different forms of violence against women, and identifies key entry points and changes needed to prevent this violence.  Other achievements include the results of two sub regional NGO learning consortia focused on transforming masculinities.  These learning consortia consolidated the knowledge, tools and skills needed to undertake more transformative work on gender norms and masculinities associated with violence and inequality; and on the solidarity and cooperation among various stakeholders that is needed to realize such transformations. The communications advocacy and strategy of Phase I ensured the learning generated was strategically communicated to selected target groups, for example through social media-based campaigns engaging young people in prevention.  P4P Phase 1 also consolidated learning on harnessing volunteerism for prevention.

 P4P Phase 2 will carry forward the successes and learning of Phase 1 by implementing, rigorously monitoring and evaluating, and documenting learning from selected sites where P4P research has been undertaken and strong partnerships established. The interventions, to be implemented in Bangladesh, Cambodia, China, Indonesia, PNG and Viet Nam, will be carefully designed based on the site specific recommendations of the UN MSC on Men and Violence combined with local knowledge and global evidence of what is working to prevent violence against women and girls.

 The implementation of the selected interventions will be integrated from the start with strategies for institutional capacity development, policy advocacy and knowledge dissemination at the national and regional levels.  The programme will enhance the capacity of regional and local partners to implement well-designed, multi-component and evidence-based prevention interventions in the future.  P4P 2 will support rigorous monitoring, evaluation and lessons learned documentation of the interventions to ensure that new knowledge – on what is working and what challenges remain – is consolidated and used for policy and priority enhancements.   The new knowledge and evidence from the programme will be used for advocacy at the national, regional and global levels through a knowledge uptake and advocacy strategy that will be refined and implemented with the partners from the selected sites including government, civil society and UN counterparts.  The advocacy goal is to influence local, national and regional decision-makers to prioritize evidence-based prevention along with response as part of enhanced policy frameworks for addressing VAWG.   For more information, please see:

Duties and Responsibilities

Context

As a regional Programme, P4P works with various countries among which the Papua New Guinea is one. The Autonomous Region of Bougainville (ARB) is an autonomous region within the country of Papua New Guinea (PNG), with its own Government as well as with representatives at the National Parliament. Women and women’s groups played integral roles in initiatives to end violence and promote sustainable solutions to conflict. The Bougainville Peace and Development Analysis (PDA) found that post-Bougainville Peace Agreement (BPA) women in Bougainville have lost the prominence they had before and during, the crisis, and in the subsequent peacemaking processes.

The Planim Save, Kamap Strongpela (Plant Knowledge, Grow Strong) intervention in Bougainville specifically focuses on gender based violence and transforming negative gender norms through community level peacebuilding activities. Planim Save, Kamap Strongpela is a pilot process in South Bougainville using locally established curriculum. Its strategy is designed to increase the level of awareness, information and conversation on EVAWG, trauma & healing and positive relationship skills.

Partners for Prevention (P4P) is planning to support the implementation  of a  questionnaire that will consist of a baseline or pre-intervention, 6 months later (post-intervention), and 12 months later (follow up) to ensure that the impact of Planim Save Kamap Strongpela can be effectively measured, especially in the areas of transforming gender norms and reducing gender based violence. The collection of baseline data will be completed by the local people trained to complete an adapted version of The Family, Health and Safety questionnaire (Jewkes, Fulu, Sikweyiya, 2013 and 2015). The questionnaire used has been previously used and validated in Bougainville and is available in English and Pidgin. The questionnaire will be self-administered using audio-enhanced, multi-lingual applications on iPod Touch devices; that is, participants will be taught by project staff to use the device and then will be able to hear individual items read aloud to them and also read it on the screen in either English or Pidgin. This user-friendly technology has been successfully used in multiple GBV research studies and in multiple settings with different population groups including the sexual violence questions in the The Family Health and Safety Study (Jewkes, Fulu, Sikweyiya, 2013 and 2015) conducted in Bougainville. Given the success of using these devices and audio-enhanced, multilingual applications with a very similar population in Bougainville, this methodology ensures a high level of confidentiality and anonymity essential to such sensitive research while also accommodating participants with very low levels of literacy. Further, these devices offer a secure way to store and upload data to researchers.

The survey will incorporate a mix of both process and outcome, quantitative and qualitative indicators to capture the prevention and response components.  The collection of monitoring data will be undertaken jointly by the Nazareth Centre for Rehabilitation (NCFR), community facilitators at the Village Assembly level, and UN Women.

Objective

Within the above context, the general purpose of consultancy is to build the Planim Save Kamap Strongpela survey application; install licenses and other required software; programme the final survey for the IPod Touches both in English and Pidgin languages; review & address errors in programming; provide technical support and provide quality control of data uploaded.

Scope of Work

The specific objectives of this consultancy are to:

  • Build the audio-enhanced survey application for a 200 item survey for men in English and Pidgin and for a 200 item survey for women in English and Pidgin;
  • Programme the final surveys in Pidgin and English in audio and written format for the IPods and test to ensure the survey is functioning in both languages and audio and written versions at three time points (baseline, 6month and 12 month);
  • Review data and address errors in programming in all versions of the survey;
  • Download, review and covert data uploaded weekly and email data in excel format to project team during each data collection period;
  • Provide remote technical support on use of application and devices (including uploading data) to P4P Programme Design and M&E consultant, UN Women, Planim Save Kamap Strongpela staff, and P4P;
  • Prepare a report on progress achieved.

Expected Outputs and Deliverables

Institutional Arrangement

The selected consultant will work under the direct supervision of the P4P Manager and in close cooperation with the Nazareth Center for Rehabilitation staff, Principal Investigators and Co-Investigators. P4P Programme and UN Women PNG will provide technical and logistic support to the consultant.

 Review time required:

 Review/approval time prior to authorizing payments will be one week.

Contract Duration: : 10 August 2015- 31 August 2016 (up to 20 working days)

Required Skills and Experience

Education:

  • Bachelor’s degree in Computer Science, Information Technology or  other relevant studies.

Experience:

  • 5 years of relevant experience on developing audio-enhanced survey applications onto data devices, uploading data into computer systems for analyzing;
  • Proven experience working on surveys on gender equality and/or the prevention of violence against women and girls;
  • Experience with the UN is a plus.

Language:

  • Excellent written, verbal, presentation and communications skills in English with the ability to explain complex analysis and data in a clear and simple manner to non-native English speakers.

Price Proposal and Schedule of Payments

The contract will be based on daily fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on Cumulative analysis

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial criteria (30%) specific to the solicitation.

 Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation

Technical Criteria for Evaluation (Maximum 500 points):

  • Criteria 1 - Education - Max 125 points;
  • Criteria 2 - Experience - Max 375 points.
