Background

The Crisis Prevention and Recovery Programme supports the Government of Lebanon in strengthening Lebanon’s resilience to threats posed by conflicts and disasters. The Programme works in several thematic areas, including policy support on disaster risk management, mine action, improving living condition for Palestinian Refugees in Palestinian Gatherings, “peace building”, and is currently conducting a wide sector assessment on community security and access to justice. 

Support is provided mainly through donor funding in addition to very minor financing from the government itself. Support is also being provided to host-communities through the implementation of “social cohesion promoting” initiatives such as peace building interventions and physical basic urban services and shelter rehabilitation interventions in Palestinian Refugee host gatherings across the country. Moreover, the Programme supports the Government centrally through strengthening its capacity in responding adequately and effectively to natural and manmade disasters and crisis.  The main counterparts include the Prime Minister’s Office (PMO), the Ministry of Defense, the Ministry of Education, the Lebanese Palestinian Dialogue Committee, local communities, and authorities.

The programme outputs fall within the parameters of the bilateral agreement between the UN System and the Government of Lebanon, reflected in the UNDAF, and are aligned with the new UNDP Strategic Plan for 2014 to 2017.

The key thematic areas covered are as follows:

  • Disaster Risk Management to address Lebanon’s exposure and vulnerability to disasters, the UNDP provides technical support to the PMO to strengthen the institutional framework and system for disaster and crisis preparedness, response, and recovery. This also includes supporting national institutions in responding to the Syrian crises in terms of effectively addressing security threats posed by the recent car bombings;
  • Lebanese Palestinian Dialogue to strengthen the responsiveness of the Government of Lebanon to address the living conditions of Palestinian refugees, and to improve the delivery of services. Most recently, UNDP has scaled up its work in response to the influx of Palestinian Refugees coming to Lebanon from Syria;
  • Mine Action to support the national authorities in implementing the articles of the Convention on Cluster Munitions (CCM) as well as support the Lebanon Mine Action Center to coordinate the work of mine clearance organizations across the country in accordance to internationally agreed standards therefore contributing to the economic revival of vast geographical areas of Lebanon;
  • Peace Building and Social Cohesion Promotion to address the underlying causes of conflict and tensions in Lebanon for the purpose of reducing sectarian and communal divides and the risks of conflict relapse.  Youth, NGOs, municipal officials, teachers, and the media are engaged to collectively devise and implement community-driven mechanisms that can mitigate conflict at the local level. In response to the Syrian crisis, the UNDP has taken lead in coordinating the efforts of all actors working in the social cohesion sector therefore ensuring that interventions conducted by the various counterparts are more effective and efficient. 
  • Strengthening Community Security and Access to Justice to support the national authorities in adequately responding to the increased demand on security and justice services as a direct result of the increased population and influx of refugees.

Duties and Responsibilities

In order to effectively communicate publications’ messages and creatively tailor their designs to targeted audiences, the services of an experienced and creative graphic designer and illustrator are needed. These publications shall be developed during the course of the projects serving reporting and information sharing needs as well as awareness campaigns’ objectives.

Under the supervision of the Project Manager and the Communication Officer (if applicable), the consultant (Graphic Designer and Illustrator) will undertake the following tasks and activities:

  • Task 1: Meet with the UNDP’s project team to discuss context, target audience and purpose of developed publications;
  • Task 2: Develop creative designs and illustrations for different publications including but not limited to (1) newsletters summarizing project’s achievements and results, (2) promotional materials for events organized or supported by the project (such as banners, brochures, invitations, etc), (3) awareness-raising tools for service providers and different groups of targeted communities, especially children, and (4) other publications such as reports, presentations or reference guides;
  • Task 3: Closely liaise with the project manager/communication officer(if applicable) to ensure designs and illustrations reflect content and project identity during the review process;
  • Task 4: Present final version of designs based on the UNDP team feedback.

Required Skills and Experience

Education:

  • Degree in graphic design, illustration, or any other field.

Experience:

  • Minimum of 7 years of relevant experience.

Languages:

  • Fluency in Arabic and English.
