Background

Launched in 2005 and currently active in more than 20 countries, the UNDP ART Global Initiative (Articulation of Territorial Networks for Sustainable Human Development) is an entry point for all international cooperation actors interested in harmonizing their respective actions in support of national policies for sustainable and local human development. To this end, this UNDP-championed global initiative promotes a programmatic, operational and administrative framework for coordination and institution building. ART's objective is to enhance the capacities of national and local institutions and actors working in a complementary way at the local level, thereby achieving the Millennium Development Goals and attaining inclusive, resilient and sustainable development.

ART offers an operational, administrative, and programming framework that facilitates the coordination and strengthened linkages (articulation) between different cooperation stakeholders in support of the countries' human development processes. Such platforms, the ART Framework Programmes, seek to achieve local programme ownership, coherent local and national actions and the collaboration between partners.

ART's programming framework offers a platform to COs and local stakeholders for i) defining common goals between decentralized cooperation partners and local stakeholders towards the achievement of the MDGs; ii) linking local level development initiatives with national policies and national development plans; and iii) promoting development innovations, capacity development, best practices and knowledge sharing through horizontal partnerships: south-south, south-north, north-south.

Duties and Responsibilities

The Consultant will work under the direct supervision and guidance of the ART Global Initiative International Coordinator and the Programme Specialist. He/she will provide support to the outreach and visibility strategy of UNDP ART Initiative’s platform for territorial partnerships, particularly trough strengthening partnerships with the European Union institutions and Brussels-based relevant actors. He/she will also provide support in the elaboration of a Toolkit for facilitating the localization of the future Sustainable Development Goals, as continuation of the “Dialogues on Localizing the Post-2015 Agenda” process.

Strengthen the UNDP ART - European Union relations:

Overall support to the project team to strengthen relations with the European Commission, the European Parliament and Committee of the Regions;
Follow the policy and programmatic developments of the European Commission in the field of development cooperation, mainly DG DEVCO;
Support the conceptual elaboration and drafting of relevant concept notes directed to EU institutions partners;
Support the UNDP ART Initiative in the organization of meetings, conferences and events with the EU Institutions;
Organize and facilitate UNDP ART Initiative partners’ missions to Brussels and to the EU Institutions.

Deliverables:

UNDP ART Team updated on sustainable development related EU policy evolutions;
Specific communication materials for the EU institutions produced;
In line with the demand, support to delegations missions and events organization in Brussels provided.

Strengthen the UNDP ART – Decentralized Cooperation Partners:

Overall support to the UNDP ART Initiative on strengthening relations with relevant Brussels-based DC partners, particularly with European Regions;
Support the UNDP ART Initiative in organizing meetings, conferences and events with relevant DC Brussels-based partners;
Strengthen communication with Decentralized Cooperation partners on UNDP Local Governance and Local Development Strategy and Programmes;
Support the elaboration and drafting of relevant concept notes directed to UNDP ART DC Brussels-based partners.

Deliverables:

Number of European DC partners collaborating with UNDP ART increased;
Specific communication and policy materials for European DC partners produced;
European Decentralized Cooperation partners' knowledge about UNDP LGLD Strategy and related opportunities improved.

Support the elaboration of a Toolkit for facilitating the localization of the future SDGs:

Overall support to the UNDP ART initiative in elaborating the Toolkit for facilitating the implementation of the future SDGs at the local level;
Facilitate the identification and engagement with Brussels-based actors and relevant partners in order to take part in the Toolkit elaboration process;
Support the identification of relevant events to facilitate the organization of Participatory Workshops at the country level thereof contributing to the definition of the roadmap for the Toolkit elaboration process;
Support the UNDP ART Initiative in elaborating specific communication material and in order to strengthen partnerships and engagement with relevant Brussels-based partners;
Support the organization of Participatory Workshops at the country level through the elaboration of appropriate policy tools.
Provide support in the drafting of relevant concept notes and Toolkit related policy material.

Deliverable:

Relevant concept notes drafted and circulated among Brussels-based partners;
Numbers of Brussels-based partners collaborating with UNDP ART in the elaboration of the Toolkit increased;
Number of events for the definition process of the Toolkit identified and increased.

Required Skills and Experience

Education:

Advance degree in relevant fields, such as Political Sciences, Development Studies or International Relations.

Experience:

At least 1 year of experience (employment, internship) preferably in the field of development or international relations (max 10 points);
Knowledge of online communication, networking and collaboration tools (max 10 points);
Experience in drafting talking points, presentations to support a variety of meetings and workshops (max 20 points);
Experience in data collection/analysis (max 20 points);
Experience in conducting research, summarizing material and literature review (max 10 points);
Any experience with UNDP or related organization is an advantage (max 10 points);
Computer literacy, presentation and charting of power point presentations (max 10 points).

Languages:

Fluency in English and French (max 10 points).

Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, on how they will approach and complete the assignment.

Step 2: Submission of Financial Proposal

The proposals should be sent via email with the following subject heading: “International Consultants-glocal programme policy and advocacy support" by the deadline for this vacancy. Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria – 70% of total evaluation – max 100 points.

Financial Criteria – 30% of total evaluation – max. 30 points.

Only candidates scoring 49 points (70%) or higher from the review of education, experience, languages will be considered for financial evaluation.

Financial score shall be computed as a ration of the proposal being evaluated and the lowest priced proposal of those technically qualified.
