Background

UN Women has implemented the first phase of the Project “Women for Equality, Peace and Development in Georgia” (WEPD phase I) in 2010-2012 with the generous support of the Royal Government of Norway. The aim of the project was to support the efforts and strengthen the capacities of IDP and conflict-affected women’s groups, other partners from civil society and government to advance gender equality and women’s human rights in Georgia.

In the frameworks of the second phase of “Women for Equality, Peace, and Development in Georgia” Project (WEPD phase II) that started in January 2013 and is scheduled to end in December 2015, UN Women has taken stock of the results achieved in the first phase and expanded technical and financial assistance to relevant national partners in the government and civil society. The overarching goal of the intervention is to support the realization of gender equality and the reduction of feminized poverty through addressing women’ social, economic, and political needs, with particular focus on internally displaced (IDPs), conflict-affected, and ethnic minority women’s groups.

Towards this end, the project works at the three interdependent and mutually reinforcing levels:

  • At national policy level, to ensure strategies, policies, plans and budgets are in line with CEDAW and UN SC Resolutions on Women, Peace and Security (1325, et. al);
  • At the level of national institutions, towards strengthening capacities to deliver better information and services for IDPs, conflict-affected and ethnic minority women; and
  • At the grassroots level, by supporting IDPs, conflict affected and ethnic minority women’s groups and communities to organize and participate actively and effectively in influencing policies and decisions that affect their lives

WEPD project II phase works with IDP, conflict affected and ethnic minority women’s groups (rights-holders) to increase their awareness of their human rights, and strengthen capacities and abilities to reach decision-makers (duty-bearers). As a result of the project, excluded groups of internally displaced, conflict-affected, and ethnic minority women are gaining adequate access to justice, social and economic services, and increased opportunities for participation in confidence-building initiatives and women, peace and security discussions.The project is implemented in the following five target locations: Qvemo Qartli, Shida Qartli, Imereti and Samegrelo regions of Georgia where there is a high number of IDPs and ethnic minorities as well as conflict affected individuals.

The scope and depth of work of the WEPD Project Manager requires experience and in-depth understanding of gender and development issues, as well as of challenges affiliated with conflict and displacement in Georgia, along with programme and management experience to lead the implementation of WEPD as well as UN Women Georgia broader programming in the area of women, peace, and security together with UN Women Georgia country team.

The WEPD Project Manager will work under the direct supervision of UN Women Programme Specialist and overall guidance and supervision of UN Women Country Representative in Georgia. Duties and Responsibilities

The WEPD Project Manager will:

  • Ensure that progress is made in achieving WEPD goal and objectives in line with the project document and UN Women’ s country strategic plan;
  • Contribute to safeguard, monitor and facilitate quality assurance of all the WEPD project activities as spelled out in the project document;
  • Ensure successful implementation of the WEPD 2015 work-plan based on the outputs and activities as spelled out in the project document also as needed revise and update it;
  • Elaborate / revise WEPD’s detailed monitoring plan and undertake continuous monitoring of progress of project’s activities;
  • Support functioning of the WEPD Steering Committee;
  • Identify capacity development needs and develop adequate solutions to ensure effective implementation of the project, in particular with regards to  further capacity development of  local partners;
  • Contribute to the development of tools commissioned under the project, with emphasis on ensuring result based management and evidence-based approaches for the project implementation;
  • Effective application of Result Based Management (RBM) tools looking at mechanisms to track progress in project implementation and reporting;
  • Follow up on performance indicators/success criteria, targets and milestones, preparation of reports related to women, peace and security and covered by the WEPD project as well as by UN Women Georgia Country Strategy;
  • Be responsible for preparation of all materials needed for implementation of the project subcontracted activities, including TORs, agreements, etc. as per UN Women rules and regulations;
  • Select of international and national consultants/companies and prepare procurements and contracting packages in line with project plan and UN Women rules and guidelines;
  • Lead elaboration and support timely implementation of the WEPD communication strategy;
  • Organize, co-ordinate, provide technical support, and conduct project activities;
  • Develop, implement and monitor project and financial plans on a monthly and quarterly basis;
  • Prepare relevant progress reports and/or other project-related materials for UN Women’s internal use as well as for the donor;
  • Manage project’s financial resources in accordance with UN Women rules and regulations;
  • Organize and support technical assistance, monitoring and evaluation missions;
  • Provide managerial support and guidance to the WEPD Project Team.

Ensure facilitation of knowledge building and sharing focusing   on achievement of the following results:

  • Synthesis of lessons learnt and best practices under the project;
  • Sound contributions to knowledge networks and communities of practice;
  • Assist in maintenance of a calendar of the most relevant regional/national fora related to the portfolio activities and assist to facilitate access to that information by partners and relevant UN Women staff;
  • Support UN Women Georgia country office’s work on women, peace and security issues also beyond the WEPD scope;
  • Implement and monitor outcomes, outputs, and activities related to women, peace and security spelled out in Georgia Country Strategy as per UN Women Global Strategic Plan (DRF 4);
  • Identify entry points and support fundraising for further development of UN Women work in the field of women, peace and security;
  • Formulate quality proposals for UN Women interventions in the area of women, peace and security;
  • Liaise with UN Women thematic team on women, peace and security on HQ and Regional levels as needed;
  • Perform other relevant duties as required.

  • Excellent writing skills with demonstrated ability to carry out mapping, situation analysis, contribute to the formulation of procedures and guidelines;

Required Skills and Experience

Education:

  • Master’s Degree in Public Policy and Administration, Law, Development, Social Sciences or related fields.

Experience:

  • At least five years of relevant experience at the national or international organizations in design, implementation, management and monitoring of development projects, preferably in the area of human rights, gender equality and women, peace and security;
  • At least three years of experience in the field of gender equality/women’s empowerment;
  • Experience in project management, coordination, and implementation;
  • Experience in project monitoring including data collection, compilation and reporting;
  • Proficient in IT skills;
  • Demonstrated experience in policy analysis, policy advice and strategic leadership;
  • Familiarity with results based management and human rights-based programming.

Language:

  • Fluency in Georgian, English and Russian languages.
