Background

UNDP Myanmar has developed a new programme for 2013-2017 with the aim to promote local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars where Pillar I focuses on strengthening local governance, Pillar II on Environmental Governance and Disaster Resilience and Pillar III on strengthening responsive and inclusive governance.

Pillar II focuses on strengthening capacities at local, regional and national levels to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risks of natural disasters. One of the components of the pillar II is “capacities to adapt to climate change and reduce disaster risk at the local, regional and national level”. In this regard, UNDP formulated Disaster Risk Reduction Programme in consultation with the Ministry of Social Welfare, Relief and Resettlement and Ministry of Environmental Conservation and Forestry.

Under the guidance of the Team Leader of Pillar II, and direct supervision of the Programme Specialist (Disaster Risk Reduction and Climate Change Adaptation), the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within the Disaster Risk Reduction and Climate Change Adaptation Output Area of UNDP. The Programme Analyst supervises on all aspects of the DRR and CCA portfolio comprising UNDP’s technical support for strengthening the institutional capacities on DRR and CCA and other projects funded by bilateral donors and the global funding mechanisms. The Programme Analyst participates and provides technical assistance in strategic planning and identifies new programme areas while ensuring consistency with Country Programme Document priorities and creative responses to emerging challenges and opportunities.

The Programme Analyst works in close collaboration with Asia Pacific Regional Center-Bangkok, UNDP HQs (Regional Bureau for Asia and the Pacific) and Chief Technical Advisors, Consultants, the CO Operations Team, other UN Agencies, Government Officials, multi-lateral and bi-lateral donors, and civil society to successfully implement the UNDP programme.

Duties and Responsibilities

Summary of key functions:

  • Implementation of programme strategies;
  • Management of the CO programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality advisory services to the Government and  facilitation of knowledge building and management.  

Ensures implementation of  programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNDP Country Programme Document (CPD), Country Programme Action Plan (CPAP) and other documents;
  • Analysis and synthesis of proposals on the areas for support and interventions within DRR and CCA Output Area.

Participates in effective management of the CO programme within the DRR and CCA Coutput Area focusing on quality control from formulation to implementation of the country programme achieving the  following results:

  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Initiation of a project, presentation of the project to PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by Senior Management), participates in recruitment processes for projects;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Preparation of inputs for reporting, including donor reporting.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Provides top quality advisory services to the Government and  ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Disaster Risk Reduction, Environment, Climate Change, social sciences, public administration, management, international relations, or other relevant development fields.

Experience:

  • Relevant experience in the related filed of work, the hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in policy advocacy, capacity building of national and local organizations;
  • Experience of engagement in inter-agency coordination and networking;
  • Proven ability to lead a team and to plan and organize work productively with the team;
  • Experience in the use of computers and office software packages and handling of web based management systems.

Language:

  • Fluency in the UN and national language of the duty station.
