Background

The Local Governance and Community Development Programme (LGCDP) is a national programme which is being implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners.  LGCDP’s Programme Document(PD) comprehensively describes LGCDP’s rationale and approach along with its vision, goals and purpose.  The individual programme components and management arrangements are also fully described in the PD as is the Programme log frame and the results and reporting framework. Under the overall supervision of the National Programme Director (NPD) and the day-to-day supervision of the National Programme Manager (NPM), the Programme Coordination Unit (PCU) is responsible for providing support for the implementation of agreed programme activities.

 

Duties and Responsibilities

WORK AND RESPONSIBILITIES

The terms of reference describe the scope of work and qualification/experience required for  Social Mobilisation and Livelihood (SML) Specialist.

The SML Specialist will be supporting the LGCDP II to achieve its  goal, purpose, outcomes and outputs
The Specialist will work under the guidance of concerned Outcome Coordinator and also under the supervision of National Programme Manager.S/he will be ultimately accountable to the National Programme Director.

The Specialist will work closely with all the Outcome Coordinators and the Output Manger. S/he will be expected to collaborate with all of the PCU’s Technical Specialists.
Specific tasks and responsibilities
With respect to general programmatic responsibilities, the SML Specialist will be expected to

  • Provide support to implement smoothly social mobilization component of LGCDP II
  • Assist to review LGCDP II progress with regard to social mobilization and livelihood improvement ;
  • Prepare narrative progress reports;
  • Organize bi-monthly output group meetings;
  • Identify and report risks and issues related to social mobilization and livelihood improvement;
  • Follow up on the implementation of Outcome 1 activities in the ASIP in coordination with the RCUs;
  • Carry out periodic monitoring visit to assess the progress and provide feed-back for social mobilization and livelihood support
  • Provide technical support to the National Service Provider (LDTA)

In terms of specific technical responsibilities, the SML Specialist will be expected to:

  • Provide policy and programmatic advice to MoFALD regarding SML issues ;
  • Develop social mobilization harmonization mechanism ;
  • Provide technical support to develop WCF categorization criteria and categorize WCFs;
  • Take lead to provide technical support and input for the implementation of SML activities.Provide backstopping support and technical guidance to the RCUs, DGEs and UGEs with respect to SML issues;
  • Prepareterms of reference for any LGCDP II activities and consultancies related to SML issues, particularly drafting ToR for LIP and social mobilization assessment;
  • Provide input on SML issues in preparing guidelines, manuals or other documents;
  • Explore the public-private partnership opportunities to promote local livelihood improvement ;
  • Provide technical backstopping support in relation with marketing and livelihoodimprovement of the communities.
  • Assist graduated Citizen Awareness Centres (CACs) to establishlinkage with financial institutions to upgrade the income generating activities.
  • Provide support to establish graduated CACs as cooperative.
  • Provide support to establish linkage with MEDEP to organize training for CAC members on livelihood improvement;
  • Provide technical support to engage WCFs in oversight activities
  • Provide support to design and implement local economic development activities

Required Skills and Experience

  • Master  degree in social sciences, rural development, or related field
  • 7 years’ experience in social mobilization and livelihood improvement  issues;
  • Good communication skills in Nepali and English;
  • Demonstrated track record of delivering high quality reports on time;
  • Experience of working in a national government-managed programme would be an advantage.
  • Fluent command of spoken and written Nepali and English;
