Background

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 is the biggest employment programme in the World employing nearly 1 Billion workers every year assuring them wage employment on public works for atleast 100 days each year. The Act provided the rural poor wage employment as per demand, resulting therein assets which produce sustainable growth in rural areas. Non-provision of work entitles them to an unemployment allowance. The programme is expected to cover poor households on the principle of self-selection.

The Ministry of Rural Development (MoRD)-UNDP partnership on ‘Governance and Accelerated Livelihoods Support’ (GOALS) helps to strengthen the effectiveness of this flagship programme of the Ministry by providing (a) technical assistance in  proper implementation of the programme (b) improve sustainable livelihoods with linkages to community-based institutions (c) policy advice to the Ministry and the state governments to help improve the efficiency, accountability and inclusiveness of the Scheme and (d) policy advice and technical assistance to the Ministry and state governments to help “green” select schemes.

Under the Mahatma Gandhi National Rural Employment Guarantee Programme, UNDP provides technical support for efficient and accountable implementation through (a) a well-knit IT set up that guides all processes of implementation; mechanisms for regular feedback to the Ministry on operational bottlenecks in MGNREGP (b) analyzing operational procedures and recommending steps for rationalizing them; (c) establishing social audit directorates in Chhattisgarh, Jharkhand and Bihar; and (d) developing strategies for skill development of households employed under MGNREGP through NRLM.

In order to implement this massive employment programme being implemented in more than 2.5 lakh villages in the country, MoRD has, along with NIC, developed customized software named NREGASoft on SQL platform. The NREGASoft supports implementation processes that result in expenditure of more than Rs. 40,000 crores each year.

As part of its support to MGNREGA, UNDP is looking for dynamic individuals with adequate exposure to the MGNREG programme and IT systems to support the ministry in implementing the NREGASoft, the IT system of MGNREGS. The selected candidate will be placed within the Ministry of Rural Development, New Delhi.

Duties and Responsibilities

The Project Executive ICT will be responsible for the following functions:

  • Implement the NREGASoft – the IT system governing the implementation of MGNREGS;
  • Undertake programming and maintenance of the IT system of MGNREGS;
  • Liaise with NIC, the IT arm of Government of India, for implementation of NREGASoft;
  • Sychronise database hosted in different platforms with that of NREGASoft to ensure accurate representation of field level situation;
  • Implement the electronic Fund Management System (eFMS) of the Ministry allowing direct flow of funds from State Employment Guarantee Funds into the destination accounts;
  • Implement the Expenditure-based Fund Release System (eFRS) that would monitor the fund position at all levels of implementation to ensure that there is no shortage or surplus of funds at any level;
  • To help implement the Aadhaar Enabled Payment System (AEPS) by liaising with Unique Identification Authority of India (UIDAI), State Governments, Banks and the NPCI.

Functional Competencies:

  • Undertakes independent programming in SQL/Java/Oracle/other open source software;
  • Leads software team in implementing the IT system;
  • Works long hours as per the need of the field level implementation system.    

Knowledge and Skills:

  • Strong working skills in programming in SQL, Oracle and other RDBMS systems;
  • Ability to lead a team of around 20 technical personnel undertaking coding of the software;
  • Clear understanding of the processes of MGNREGS;
  • Ability to work in small teams, and flexible ways of working.

Required Skills and Experience

Education: 

  • Master’s Degree or equivalent in IT or related fields.

Experience: 

  • At least two years’ (post-masters) work experience in IT field;
  • Exposure to NREGASoft and other SQL based programming.

Language: 

  • Fluency in English and Hindi is essential. 

Remuneration package is Rs. 90,908/- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
