UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. The Low Emission Capacity Building (LECB) project supports the Government of Indonesia to accelerate progress toward its greenhouse gas reduction targets of 26 percent (using domestic resources) and 41 percent (with international support) by 2020 compare to the business as usual scenario. The project will use cross-sectoral green economy approaches as a nesting framework; these approaches based on resource efficiency, low carbon development, and resilient economic growth. With green economic approaches, the LECB Project aims to create coherence among the long-term objective stated in the National Action Plan to reduce GHG Emission (RAN-GRK), BAPPENAS Nationally Appropriate Mitigation Action (NAMA) work, the 2010-1014 National Medium-Term Development Plan (RPJMN 2010-2014), the 2005-2025 National Long-Term Development Plan (RPJP 2005-2025), and other relevant strategies.   

Under the supervision of the UNDP Programme Manager Sustainable Energy and working closely with climate change-relevant government partners and stakeholders, the Technical Officer supports the Programme Manager in the management and scaling-up of the UNDP LECB Project and other relevant climate change projects by providing project assurance and technical assistance to projects when required as well as conducting monitoring and other relevant operational functions.

The technical officer will supervise some relevant project teams and work in close collaboration with programme and operations units in the CO, technical advisors, experts, Government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

 

Duties and Responsibilities

Summary of Key Functions:

  • Support to the Programme Manager in providing strategic inputs for the design and implementation of projects
  • Support to the management of the project, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio
  • Support to the Programme Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects
  • Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization


1.    Support the Programme Manager in providing strategic inputs for the design and implementation of projects. In consultation with the Programme Manager, the technical analyst is expected to:

  • Provide inputs and strategic recommendations for the development of relevant project proposals in line with UNDP’s Country Programme and support to sustainable energy and climate change area.
  • Provide policy advice and technical support to the design and implementation of projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
  • Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project documents in line with UNDP’s procedures.
  • Assist in conducting analyses of the project portfolio to assess its effectiveness in contributing to the intended outcomes, and develop strategies to address identified weaknesses.
  • In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
  • Support the implementation of capacity development strategies to enhance the quality and impact of projects under his/her supervision.

2.    Support to the management of the project, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio

  • Provide support to the effective management of large and strategic national and regional programmes and projects.
  • Ensure effective application of RBM tools and project monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes technical support to the financial and substantive monitoring and evaluation of the projects using quarterly monitoring reports (QMRs) and Internal Project Assurance Reports (IPAR) as delegated by Programme Manager
  • In collaboration with the project management units, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
  • Support Programme Manager in monitoring LECB projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures.
  • Support Programme Manager in overseeing all stages of project management, including initiation of the project, presentation of the project to the Project Appraisal Committee, entering project data into UNDP’s Enterprise Resource Planning system (Atlas), finalization of donor contribution agreements, coordination of project and budget revisions, and closure of projects based on corporate procedures.
  • Ensure proper follow up on audit recommendations.
  • Assist in the preparation of project reports for donors.


3.    Assist the Programme Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects

  • Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
  • Provision of support in strengthening cooperation with key stakeholders Support the communication of the LECB projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
  • Facilitate information sharing and dialogue within the donor community

4.    Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:  

  • Support knowledge generation and knowledge sharing based on project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
  • Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by project staff and other relevant counterparts. Maintain knowledge and advocacy networks, which are linked to thematic issues or projects within the portfolio.
  • Prepare briefs, talking points, and other documents as required by UNDP Headquarters, UN agencies and other stakeholders.
  • Ensure that key project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the sustainable and climate change area.
  • Conduct training programme for project staff as necessary on UNDP operational/ project policies and procedures.


Impact of Results
The work of the Technical Officer will have a major impact on the quality of LECB and other relevant-climate change projects management and will contribute to the effective and efficient achievement of UNDP’s intended outcomes. The effective support to the development, execution of new projects, monitoring of the portfolio, preparation of high quality reports, maintenance of partnerships, and effective mobilization of resources will aid UNDP’s efforts to demonstrate its value add to the government and other major stakeholders. The incumbent will contribute to UNDP’s strategic positioning and interventions to address sustainable energy and climate change challenges in Indonesia as well as to integrating climate change projects in the broader UNDP Country Office Programme. Results are also expected to serve as important inputs to UNDP’s work on sustainable and climate change at the regional and global level.

Required Skills and Experience

Education:
Minimum Master or Bachelor’s Degree in environmental management, environment policy, forestry, agriculture, energy. Master degree is preferred.

Experience:
Minimum 6 years for Bachelor’s Degree or 2 years for Master Degree of relevant hands-on experience in climate change projects development and management.
 
Experience in analytical work and implementation in the areas of climate change.

Experience working with the private sector, CSO, universities and establishing inter-relationships among international organization and national governments.

Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be an advantage.

Knowledge of UN/UNDP’s rules and procedures would be desirable but not essential.

Language Requirements:
Fluency (both oral and written) in English.
Excellent writing skill.
A second UN language is an asset but is not a requirement.
