Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Multi-Country Office (MCO) is based in Almaty, Kazakhstan and covers 4 countries in Central Asia (Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan). MCO programming in Tajikistan includes support to Government and civil society organizations in the development and implementation of innovative approaches aimed at achieving gender equality and women’s empowerment, specifically targeting increasing women’s political participation and leadership, securing women’s economic rights, strengthening women's involvement in peace building, ending violence against women and making government budgets and policies more responsive to women's needs.

In the area of strengthening women's involvement into implementation of national WPS related priorities, UN Women aims to support  the Government to implement the National Strategy on the Empowerment of Women for 2014/23, including the National Action Plan on implementation of the UN SR  1325 and UN SR  2122 and National Action Plan on implementation of CEDAW recommendations for the period of 2014/17. UN Women will build on the experience and lessons learned from the cross-regional project “Women Connect Across Conflict: Building Accountability for Implementation of UN Security Council Resolutions 1325, 1820, 1888, 1889” that has been implemented by the UN Women during the period of 2010 - 2013. In 2015 UN Women intends to support to enhance capacities of gender equality advocates to meaningfully participate in conflict prevention and resolution dialogues at cross-border areas, including the joint activities with UN agencies.

With a purpose to support implementation of WPS related  activities, UN Women plans to hire a Project Coordinator, who will be based in Khujand. The Project Coordinator will bear full responsibility for overall implementation of the activities aimed to enhance capacity of core group of women activists to conduct gender responsive mediation and ensure contribution to local gender responsive conflict prevention processes.

Duties and Responsibilities

The Project Coordinator will work under direct supervision of UN Women Programme Specialist in Tajikistan and in close relations with UN Women Multi-Country Office team for anticipating and contributing to successful implementation of the planned  WPS related activities.

More specifically, s/he will ensure implementation of the objectives of the Multi-country Office/Central Asia Strategic Note, particularly Development Result 4: Peace and security and humanitarian action are shaped by women leadership and participation, UNDAF Priority: Cross-border and regional issues are better managed through increased capacity on conflict prevention and improved cooperation with national and international partners. The incumbent is expected to exercise full compliance with UN Women programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

More specifically, the Project Coordinator will perform the following tasks:

Project management and coordination:

  • Ensure smooth management of WPS related activities at the cross-border area, with the particular focus on women activists’ meaningful participation in mediation  and conflict prevention processes;
  • Coordinate and ensure the timely and efficient delivery of the planned  activities by all  implementing partners, including local NGOs and women’s groups according to the agreed work plans, and in accordance to prevailing UN Women rules, regulations and procedures;
  •  Establish and maintain a good partnership and cooperation with the involved stakeholders, including  UN agencies, international organizations, the local authorities, and involved local NGOs and CBOs;
  • Coordinate the efficient use of financial resources,  including budgeting and budget revisions, as well as expenditure tracking and reporting;
  • Continuously record and maintain relevant activities, issues, risks, etc. as per existing rules and procedures;
  • Lead, coordinate and contribute to regular meetings, consultations, training and related activities relevant to the overall implementation of the WPS related activities.

Monitoring and reporting: 

  • Monitor activities’ implementation versus set targets and indicators;
  • Monitor the expenditure of funds by using internal systems and rules and regulations;
  • Ensure timely and quality delivery of baseline, monitoring, evaluation plans and reports  (quarterly, annual and final);
  • Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;
  • Develop and submit the work plans, periodic narrative progress reports, monitoring reports, and expenditures status reports to the UN Women Programme Specialist.

Developing partnerships and resource mobilization:

  • Strengthen partnership/co-operation/ consultation/ coordination with, where appropriate, local state actors, civil society actors, especially, women's organizations, women activist groups, UN, donors, academia, private sector and private foundations for more effective and coordinated project implementation;
  • Ensure effective partnership, networking and coordination between other ongoing UN Women programmes, projects and activities in the country for a more holistic and coherent approach to project implementation;
  • Follow up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Programme Specialist.

Knowledge management:

  • Ensure timely and proper documentation of the programme implementation process and products produced in accordance with the UN Women guides;
  • Document and analyze lessons learnt that might be useful to UN system at large and UN Women in particular;
  • Advise UN Women on strategies and approaches for promoting gender equality and women’s human rights based on the lessons learnt;
  • Contribute to the exchange of information and knowledge product within the programme and outside.

Required Skills and Experience

Education:

  • Advanced university degree in Political Science, Sociology, History or other development related field.

Experience:

  • At least 5 years of experience for programming geared to support women's empowerment and rights, with particular experience in complex and interdisciplinary  programmes;
  • A proven track record in implementation and monitoring results-based and rights-based national programming is required, including in-depth knowledge of results-based management approaches;
  • Experience in writing programmatic and analytical documents.

Language:

  • Fluency in English, Russian and Tajik is required;
  • Knowledge of Kyrgyz/Uzbek is an asset.

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
