Background

The Government of India recognizes climate change as a real and imminent developmental challenge and is taking significant steps to address it. All the State governments have prepared or are in the process of finalizing their State Action Plans for Climate Change (SAPCCs). Most SAPCCs have identified the key vulnerable sectors and enumerated strategies to respond to the threats. The SAPCCs are official plans that document, at the sub-national level, the risks and opportunities posed by climate change and elaborate on the possible strategies that could be undertaken to address the challenges posed by climate change.

MoEF&CC is the nodal ministry providing support to the state government in preparation and implementation of the state action plan. UNDP in partnership with MoEF&CC has supported 9 states in the process of preparing the State Action Plan on climate change. UNDP in partnership with MoEF&CC, now intends to assist state government in fast-tracking implementation of the key strategies of the state action plans. For implementation of the key SAPCC mitigation strategies, MoEF&CC has invited proposals from the state government.

Duties and Responsibilities

Main objectives of this requirement are to undertake activities that support the preparation of the detailed project proposals to be submitted to funding sources like Green Climate Fund, National Cleon Energy Fund, and National Adaptation Fund etc.

The preparatory activities would involve desk review and consultations with stakeholders particularly in the state. Consultations with the relevant central Ministries, state government departments, research organizations, civil society, experts and other stakeholders will have to be undertaken in this regard as per the agreed Work Plan at the beginning of the assignment.

  • Assume the main responsibility for finalizing the project proposal in consultations with key partners;
  • Coordinate with Environment and Forest Department- State Government in identifying key thematic areas for preparation of the Detail project proposals;
  • Organize consultative meetings with stakeholders in consultation with the state. Undertake detail discussion with the Forest and Environment Department and stakeholders for their inputs;
  • Prepare at least four project proposal (two on adaptation and two on mitigation) to be submitted to funding sources like Green Climate Fund, National Cleon Energy Fund, and National Adaptation Fund etc.;
  • The project proposal should include the context and should articulate the objectives, outputs and activities that will result in the realization of the outcomes of the project along with budget details.

The project proposal should also include:

  • Objectives, outputs and activities that will result in the realization of the outcomes of the project;
  • A detailed activity based budget and work plan with clear milestones and timeline for the achievement of the objectives;
  • Risk matrix with mitigation actions for anticipated risks that might prevent the successful implementation of the project and achieving the project objectives;
  • Institutional arrangement for the project including project organization, management and steering with the composition of each body elaborated;
  • An Engagement strategy for other key government partners that the project might partner with and seek co-financing;
  • A Monitoring and Evaluation Plan: a set of impact indicators to track the project’s progress and effectiveness, baseline and target values of indicators;
  • A proposed sustainability plan for the project.

Institutional Arrangement:

  • The consultant will work under the supervision of Principal Secretary (Environment and Forest) and Climate Change Advisor, UNDP, New Delhi.

Deliverables and timeframe:

  • Detailed work plan for the assignment with timelines;
  • Draft project proposals;
  • Final project proposals.

Required Skills and Experience

Education:

  • Post Graduate in Social Science/ Rural development/ Environment.

Experience:

  • Minimum 8 years of experience in the environment field and handling research, documentation work related to environmental issues;
  • Prior experience on preparing project proposals for state government on environmental issues;
  • Prior experience on preparing project proposals for UNDP on environmental issues;
  • Good understanding of climate change and development issues.

Language:

  • An excellent command of English is required.

Payment Terms:

  • 20% on submission of the work plan approved by the state government and UNDP;
  • 40% on submission of draft project proposals approved by the state government and UNDP;
  • 40% on submission of final project proposals approved by the state government and UNDP.

Evaluation Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%; Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation:

  • Qualification- 20 %;
  • Relevant work experience - 50%.

Financial Proposal:

  • Consultant shall specify lump sum consultancy rate;
  • Any travel with prior UNDP approval will be handled separately as per rules.

CV:

  • Consultant should submit his/her updated CV with three references.

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
