Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Joint Programme for Gender Equality in Zimbabwe aims to create an enabling environment for gender equality and women’s empowerment by supporting the Government of Zimbabwe to fulfil its obligations in the national constitution, and by building the capacity of women to claim their rights. UN Women Zimbabwe is a participating UN organization in the Joint Programme for Gender Equality, as well as the Administrative Agent of the programme.

Under the overall guidance and direction of the supervisor, the Programme Manager provides programme management support to the effective management of UN Women’s share of the JPGE. S/he supports the delivery of UN Women results by supporting appropriate application of systems and procedures and by analyzing results achieved during implementation.  S/he works in close collaboration with the programme and operations teams, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation of the JPGE.

Duties and Responsibilities

Ensures strategic programme planning, coordination and implementation, focusing on achievement of the following results:

  •  Provides guidance and manages the overall JPGE implementation including planning, budgeting, implementation and monitoring focusing on achieving highest quality results, leading the development of work plans, procurement plans, engagement of consultants, recruitments, logistics and disbursements by programme officers;
  • Leads the timely fulfilment of UN Women’s reporting responsibilities within the JPGE, including submissions of annual, bi-annual, and quarterly narrative and financial reports, as well as material for communication purposes;
  • Facilitates the collaborative relationships with other UN agencies, experts, government counterparts ensuring timely and efficient delivery of inputs related to assigned portfolio;
  • Supports the effective application of RBM tools and monitoring achievement of results.

Responsible for effective Office management focusing on achievement of the following results:

  • Ensures full responsibility for the appropriate use and management of resources attributed to the JPGE by tracking use of financial resources, ensuring the integrity of financial systems and consistent application of the Internal Control Framework and/or rules and regulations. Continually finds ways to systematically identify and integrate efficiency gains and cost reductions in all operations of the JPGE;
  • Approves contracts and ATLAS transactions under written delegated authority from the Country Representative. Has Atlas manager rights as delegated;
  • Participates in the design and formulation of programme initiatives in the assigned focus area translating UN Women’s priorities into local interventions and ensuring substantive rigor in the design and application of proven successful approaches.

Fosters partnership building focusing on achievement of the following results:

  • Ensure good partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc. to ensure national ownership in implementation of JPGE interventions and in achievement of results.

Promotes communication flow in the office focusing on achievement of the following results:

  • Maximizes communication between UN Women’s various portfolios and programmes;
  •  Ensures internal communication and coordination at CO level and effective and proactive communication between relevant CO units (both programme and operations units);
  • Ensures that UN Women development results are effectively communicated in collaboration with the JPGE Coordination Unit.

Required Skills and Experience

Education:  

  • Advanced university degree in International Development, Gender and Human Rights related disciplines, Economics, Business Administration, Public Administration, Political Sciences, Social Sciences or related field.

Experience:    

  • 5 years of relevant experience at the national or international level in providing management services, hands-on experience in design, monitoring and evaluation of development projects;
  • Knowledge of gender and human rights issues desirable;
  • Experience in the usage of computers and office software packages;
  • Experience in handling of web based management systems.

Language:

  • Proficiency in written and spoken English and familiarity of local language.
