Background

The Ministry of Urban Development and Construction and the Federal Micro and Small Enterprises Development Agency (FeMSEDA), in partnership with the United Nations Development Programme (UNDP) Ethiopia, launched the Entrepreneurship Development Programme (EDP) in February 2013. The programme’s aim is to foster the emergence of a robust and competitive private sector through micro and small scale business sectors.

To oversee effective and successful implementa­tion of the EDP, the Entrepreneurship Development Centre (EDC) was established in Addis Ababa in May 2013. EDC is a semi-autonomous organization which spearheads the implementation of innovative entrepreneurship skills training and provision of customized business development services to new and existing MSEs and entrepreneurs in the country. EDC has regional offices in Amhara, Tigray, Oromia and SNNPRS.

Duties and Responsibilities

EDC is seeking the services of qualified personnel to assume the following:

The incumbent will work with key programme staff to administer the design and implementation of a database system that will capture national data used to monitor and evaluate programmes under the EDC framework.  The Monitoring and Evaluation manager will collaborate with the programme staff and technical experts and contribute to the development of work plans and performance reports and present the findings to EDC staff and stakeholders.

Duties and responsibilities:  The M&E Manager, together with key programme staff, will assist in the establishment and implementation of a monitoring and evaluation system for EDC HQ and EDC regional offices.

She/he is expected to carry out the following activities in all EDC offices:

  • Establish an M&E System for EDC;
  • Support users by conducting training, providing information and resolving problems. Develop training schedules to ensure regular refresher sessions for EDC staff;
  • Ensures full understanding and implementation of M&E guidelines by the EDC staff and its partners
  • Develop and regularly review the tools for monitoring and evaluation and make adjustments to facilitate objective measurement of indicators;
  • Liaise with project management to collect and analyze data and to determine progress achieved;
  • Create and update a data bank on EDC activities, EDC clients and EDC services including updates on progress of EDC, as well as operational issues;
  • Monitor utilization of programme resources including equipment with the view to determining cost effectiveness;
  • In liaison with project managers, provide technical input and build capacity in data collection at all levels, as well as monitor the process of data collection;
  • Initiates/Coordinate operational research activities for purposes of improving programme delivery;
  • Analyse data needs and recommend and coordinate operational research;
  • Regularly document lessons learnt on various interventions by EDC and government sectors;
  • Produce timely and high quality M&E reports (quarterly and annually), and contribute to the development of regular programme progress reports;
  • Develop project-wide mechanisms to measure and document progress on indicators and achievement of targets, as well as lessons learned and best practices;
  • Coordinate monitoring and evaluation activities and perform other emerging M&E functions as require.

Reporting:

  • The M&E manager will directly report to the CEO of EDC.

Required Skills and Experience

Education:

  • Masters’ Degree in Statistics, Economics, Business, International Development, Demography, or related Social Science fields;
  • Postgraduate training in monitoring and evaluation will be an added advantage.

Experience:                                                                                                                                                            

  • At least 5 years’ experience in a related field with focus on the following areas;
  • Experience in implementing and managing database systems;
  • Hands-on experience with monitoring and evaluation methods;
  • Quantitative methods coursework.

Language:

  • Excellent written and spoken English and Amharic languages.
