Background

Under the guidance and direct supervision of the OCHA Administrative and Finance Officer (AFO), the HR Associate ensures effective delivery of HR services in the OCHA Philippines Country Office. He/She interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Associate promotes a collaborative, client-oriented approach and contributes to professional development initiatives and the maintenance of high staff morale.

The HR Associate works in close collaboration with UNDP human resources and operations staff, OCHA headquarters HR counterparts, OCHA CO Administrative, Programme and Operations Units, ensuring successful CO performance in HR management.

Duties and Responsibilities

Provides support to the implementation of HR strategies and policies, focusing on achievement of the following results:

  • Full compliance of HR recording and reporting systems with UN rules and regulations, UNDP and UN Secretariat policies, procedures and strategies; effective implementation of the internal control framework, proper functioning of the HR management system;
  • CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management;
  • Analysis and elaboration and proposals on the strategic approach to recruitment in the CO, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and career development management.

Provides support and effective human resources management focusing on achievement of the following results:

  • Organization and administration of recruitment processes including development of job descriptions, preparation of vacancy announcements, initial screening of candidates, organization and participation in the interview panels in close collaboration with HR UNDP (local posts) and OCHA Headquarters (international posts);
  • Active participation in the preparation of submissions to the Compliance Review Panel (CRP) with HR UNDP when and if needed;
  • Contract administration outside of Atlas, monitoring and tracking of all transactions related to recruitment, HR data, benefits, attendance, earnings/deductions, retroactivity, recoveries, adjustments and separations;
  • Tracking and Monitoring of International and national staff entitlements and benefits,  time management and travel through Umoja and in full consultation with OCHA HR Geneva;
  • Management of internal rosters and staff records and preparations and requests for surge deployments when and if needed.

Provides support to proper staff performance management and career development focusing on achievement of the following results: 

  • Preparation of OCHA training plan, tracking and reporting on training taken and elaboration of protocol for performance appraisal process and facilitation of the process;
  • Active participation in the OCHA CO learning management group, provide secretariat function;
  • Elaboration of proposals on and implementation of strategic staffing plans in line with individual career development aspirations and OCHA CO requirements.

Ensures conduct of UN and UN-related surveys focusing on achievement of the following results:

  • Organization and coordination of comprehensive and interim local salary, hardship and place-to-place surveys in coordination with UNDP.

Ensures facilitation of knowledge building and knowledge sharing in the OCHA CO focusing on achievement of the following results:

  • Participation in the organization and conduct of training for staff on relevant HR issues;
  • Synthesis of lessons learnt and best practices in HR;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the overall CO efficiency in human resources management and success in introduction and implementation of HR strategies and policies. Accurate analysis, reporting, proposals on systems enhancement strengthen credibility of OCHA as an effective and efficient organization in the HR sector.

Required Skills and Experience

Education:

  • University Degree in Human Resources, Business or Public Administration would be desirable.

Experience:

  • 7 years of progressively responsible HR and/or administrative experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems, including Umoja.

Language:

  • Fluency in oral and written English;
  • Knowledge of another UN working language is an asset.
