Background

The National Programme Analyst (NPA), HIV Key Affected Populations (KAP) is located in the Zimbabwe Country Office (CO) and is under the overall guidance of the UNFPA Representative and the direct supervision of the Technical Specialist, HIV Prevention, Sexual and Reproductive Health.

The NPA/KAP supervises and leads programme support staff, coordinates activities of projects staff and consultants, and ensures oversight of the work of Implementing Partners (IP).  S/He works in close collaboration with operations staff, CO programme officers, and counterparts at the Regional Office and HQ as well as in other UN Organizations, technical staff in host government and civil society organizations to ensure successful implementation of UNFPA programmes.

As part of the HIV Team, the NPA/KAP contributes to the effective management of UNFPA programmes in the area of HIV Prevention and provision of integrated Sexual and Reproductive Health and Rights (SRHR) services to Key Affected Populations. S/He analyses relevant political, social and economic environment and trends,  provides substantive inputs for the formulation, management, monitoring and evaluation of programme interventions within his/her portfolio, contributes to CO’s efforts in advocacy, policy advice/dialogue and resource mobilization, provides technical support and contributes to building the capacity of national partners for the implementation of country programme activities.  S/He guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved against set targets.

Duties and Responsibilities

Implementation of programme strategies focusing on achievement of results in the area of HIV Prevention and provision of integrated SRHR to Key Affected Populations focusing on achievement of the following results:

  • Contribute to analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to United Nations programming processes (CCA [Country Country Assessment], UNDAF [United Nations Development Assistance Framework], CPD [Country Programme Document], CPAP [Country Programme Action Plan]) as they relate to Key Affected Populations in particular and to HIV Prevention in general;
  • Contribute to continuous scanning of the  aid environment  through collection and analysis of strategic information on development partners in terms of priority areas for development assistance, funding mechanisms/modalities, funding gaps and opportunities for resource mobilization in support of UNFPA assistance and interventions aimed at scaling up the national HIV Prevention response;
  • In collaboration with national and UN Technical Working Groups, identify and facilitate undertaking of priority empirical research, including programme-relevant Operations Research and ensure that research findings and lessons learned are fully utilized to improve programme design and delivery;
  • Carry out analysis and interpretation of programme data and contribute to the development innovative strategies and approaches in light of challenges hampering programme implementation.

Oversight and management of the assigned CO’s Programme portfolio focusing on achievement of the following results:

  • Contribute to the design and formulation of CO programme within the area of thematic responsibility, in line with UNFPA Strategic Plan and national HIV Prevention response priorities;
  • Provide oversight of the implementation of programme activities by Implementing Partners, under the stewardship of the National AIDS Council and the Ministry of Health’s AIDS and TB Unit;
  • In line with Results-Based Management principles, contribute to formulation of performance indicators and setting of programme milestones and targets to ensure effective monitoring of progress towards achievements of set programme results;
  • Support CO’s annual work-planning processes and ensure effective management of assigned AWP (Annual Work Plan) outputs/activities; Provide advice, document and report on achievements of programme and project results, proactively demonstrating substantive progress towards set targets;
  • Create, maintain and close project and project budget and perform any other functions in Atlas in accordance with UNFPA Internal Control Framework Guidelines;
  • Undertake periodic financial and support visits to monitor implementation of assigned programmes/projects, identification of programmatic, operational and financial problems, and of appropriate solutions;
  • Participate in NEX, DEX and/or Management audit processes and ensure that NEX, DEX and/or Management audit recommendations in relation to assigned programme areas of responsibility are implemented and closed;
  • Contribute substantive inputs to donor reports and UNFPA statutory as well as ad hoc reports;
  • Ensure and guide appropriate application of systems, procedures and contribute to developing enhancements as required;
  • Supervise and lead the work of programme support staff.

Strengthening of CO’s strategic partnerships and implementation of CO’s Resource Mobilization strategy focusing on achievement of the following results:

  • Participate and contribute technical/programme inputs in inter-agency as well as national coordination forums around HIV Prevention in general and emerging issues with Key Affected Populations programming in particular to maintain collaborative relationships with counterparts in government, civil society, bilateral as well as multi-lateral development partners, etc.;
  • Contribute to CO’s efforts in Resource Mobilization through collection and analysis of information on donors,  drafting of substantive briefs on possible areas of cooperation,  identification of funding gaps in programmes and opportunities for funding, etc.;
  • Coordinate and facilitate the work of consultants and IPs’ technical and programme staff.

Provision of quality policy advice and technical support to Government and Civil Society Partners and facilitation of Knowledge Building and Management, focusing on achievement of the following results:

  • Support development and implementation of policies and strategies addressing the country problems in the area of thematic/programme responsibility;
  • Contribute to the identification and documentation of best practices and lessons learned in the areas of thematic/programme responsibility;
  • Contribute actively to knowledge networks and communities of practice;
  • Support implementation of the national research agenda in the area of HIV Prevention and specifically in programming for key populations;
  • Support the organization of trainings for operations/projects staff on programme issues.

Perform any other duties as may be assigned by the management of the Country Office.

Required Skills and Experience

Education:  

  •  Advanced (Masters) University Degree or equivalent in public health, psychology, development studies or related social science;
  • Bachelor with 2 years of relevant work experience will be considered.

Experience:

  • At least 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Experience in handling of web-based management systems.

Languages:

  • Proficiency in written and spoken English and familiarity of local language.
