Background

The State of Kuwait and the United Nations Development Programme (UNDP) have a rich history of partnership and cooperation that dates back to 1966. The latest product of this partnership is the adaptation of a Country Programme Action Plan (CPAP) aimed at implementing the Country Programme Document (CPD) covering the period from 2015 to 2018.The CPD (2015-2018) responds to the national development goals outlined in the ‘Vision for 2035’ of the Amir of Kuwait, as well as the Kuwait National Mid-Range Development Plan. It prioritizes areas of support directly informed by the objectives and engagement principles of the UNDP Strategic Plan 2014-2017. The General Secretariat of the Supreme Council for Planning and Development (GSSCPD) is the national executing partner for the implementation of CPAP (2015-2018) in direct partnership and collaboration with UNDP. UNDP Kuwait’s Country Programme focuses on institutional and capacity development as well as incorporating cross-cutting development matters such as  gender equality, human rights and environmental sustainability to respond to the challenges facing  the State of Kuwait.

The United Nations Development Programme in Kuwait has been instrumental in providing outstanding technical assistance to civil society organizations specializing in the field of learning challenges and disabilities over the last decade. Two UNDP projects successfully offered technical assistance, knowledge transfer and capacity building to non-governmental organizations and government bodies. These projects have contributed substantially and at different levels towards the currently well-established status of persons with disabilities in Kuwait and highlighted the need to ensure their social integration and the fulfilment of their aspirations as active citizens with full rights of civic engagement and well-being.

The previous two UNDP projects have positioned Kuwait as a regional leader amongst Arab states in the field of disabilities resulting in a society that acknowledges the rights of persons with disabilities, the development and localization of appropriate resources that aid the process of identification and intervention of individuals with disabilities and the existence of various stakeholders that are pursuing various paths towards the inclusion of persons with disabilities in Kuwait.

Scope of Work

Given the progress and advancements in the field of addressing disabilities challenges in Kuwait, and the important role that UNDP Kuwait has played in this area of focus, there is an enormous opportunity to cement the successes and leadership achieved by the State of Kuwait in the field of disabilities so far.

Building on its successful Programme the Early Learning and Disability challenges (ELDC) during both CPAP (2004-2009) and CPAP (2010-2014), GSSCPD and UNDP are initiating a new programme of support in this field capitalizing on previous successes and scaling it up at the institutional and national level. Under this programme,  UNDP will be working with the Public Authority for Persons with Disabilities and the Kuwait civil society to address key institutional, capacity and social issues to ensure the social integration of the persons with disabilities and  the an overall social cohesion.

The ultimate aims of the project are to:

  •  Strengthen the capacity of the Public Authority for Persons with Disabilities in implementing its national strategy;
  •  Remove barriers to inclusion of individuals with disabilities in Kuwait;
  •  Empower individuals with disabilities in Kuwait to achieve their full potentials and to enable them to fully contribute to the society they live in;
  • Strengthen the disability evaluation criteria and development of national excellence centre for disability evaluation;
  • Support development of universal design and assistive and adaptive technology for persons with disability;
  • Strengthen collaboration and building capacity of civil society organizations.

Duties and Responsibilities

The services of senior consultant will be sought to undertake the specific following tasks:

  • Review existing assessments, reports, previous work done by UNDP. Part of these documents will be provided  by UNDP;
  • Conduct consultations meetings with all relevant stakeholders and counterparts (The General Secretariat of the Supreme Council for Planning and Development (GSSCPD), Public Authority for Persons with Disabilities (PAD) Civil Society Organizations working in the field of disabilities, etc.);
  • Prepare a draft Project Document Draft according to UNDP’s Project Document Template to UNDP’s Kuwait country office incorporating gender and Human Rights principles as cross cutting issues;
  • Update and finalize the draft based on feedback received from UNDP, PAD and GSSCPD;
  • Prepare a mission report and final standard presentation to GSSCPD, PAD and UNDP’s Kuwait Country Office.

Expected Outputs and Deliverables:

  • Project document drafted and finalized as required under the CPAP using the UNDP Project Document Template;
  • Prepare a standard Project document presentation to be delivered to GSSCPD, PAD and Kuwait UNDP office explaining all project document.The estimated duration to complete: Third week after 1st delivery- Payment schedule in percentage - 50%;
  • Submit Mission Report to Kuwait UNDP office-The estimated duration to complete: 6th week and after final delivery-Payment schedule in percentage - 50%.

Competencies

  • Analytical skills, communications abilities, teamwork;
  • Familiarity with UNDP approach and methodology in project development;
  • Good knowledge and experience of working with communities and civil society organizations.

Required Skills and Experience

Education:

  • At least Master’s Degree or advanced postgraduate studies in the field of social sciences, development studies, or all disability related fields including special needs studies, medical, psychological, engineering or  information assistive and adaptive technology.

Experience:

  • At least 10 years’ experience in Programme and Project Planning and Design, development Monitoring and Evaluation;
  • Substantive experience working with Government partners on the implementation of complex and socially sensitive programs, preferably with projects related to disabilities;
  • Preferably experience in disability project development within governmental and research organizations in Kuwait.

Language:

  • Solid knowledge of Arabic & English is required.

Institutional Arrangement:

  • The consultant will be based in Kuwait under the supervision of UNDP Deputy Resident Representative and Social Development Programme Analyst and will coordinate closely with the Public Authority for the Disabled.

Duration of the Work:

  • 6 weeks total duration with at least 2 weeks stay in Kuwait;
  • This would include the desk review, mission visits, documentation, review and presentation of Project document;
  • The Consultancy is expected to start at the beginning of September 2015.

Scope of Price Proposal and Schedule of Payments

Lump Sum Amount

Payments per deliverables:

  • Draft Project document Draft & Presentation 50%.
  • Final Project document and Mission Report 50%.

Evaluation

Cumulative analysis

The individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 70% would be considered for the Financial Evaluation

Documents to be included when submitting the proposals

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Attached)

Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services].

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
