Background

The Results Management Support Section (RMSS) collaborates primarily with all units in the Volunteer Programme Management Group (VPMG), to guide strategic programme planning, quality assurance of programme activities and resource management, and UNV’s volunteer management practices. Within this team, the Programme Specialist (Volunteer Management) supports the volunteer management pillar, and ensures internal and external coordination and collaboration to align volunteer management resources within UNV’s corporate frameworks.

Reporting to the Deputy Chief and Programme Specialist, Results Managemnet Support Section and working closely with a working group for the revision of national UN Volunteer Conditions of Service (COS), the Programme Specialist supports substantively and with respect to processes, the revision of the Conditions of Service for national UN Volunteers.

Duties and Responsibilities

Plan and lead a substantive consultation process for the preparation of the revised Conditions of Service for national UN Volunteers:

  • Analyse and group issues which have been recorded to date in an issues log and lead the COS revision working group in reviewing and finalizing the log;
  • Lead COS revision and re-alignment working group in the development of proposals to address issues identified;
  • Publish the finalized issues log for comments to Field Units, Headquarters and the UNDP Legal Support Office (LSO);
  • Analyse and report to working group on comments and suggestions received;
  • Lead the COS working group’s further work on inputs received;
  • Present the working group’s conclusions to the UNV Operations and Performance Group, Headquarters and Field personnel as required, ensuring these conclusions are taken into account in subsequent stages of the COS revision process.

Lead the drafting of the Conditions of Sservice:

  • Re-draft sections of the COS as agreed within a drafting team;
  • Lead the COS revision working group in developing proposals for specific provisions of the COS;
  • Facilitates COS working group review of successive drafts;
  • Review and comment on successive COS revision drafts.

Ensure validation of the revised Conditions of Service:

  • Conduct and facilitate a validation process involving main stakeholders, such as UNV Field Unit and Headquarters personnel, as well as partner agencies, LSO, Cigna, in addition to UNV management;
  • Conduct, as appropriate, and in collaboration with RMSS and Partnerships Sections, exchanges with other volunteer involving organisations engaging in national volunteer service;
  • Analyse and report on feedback received and ensures that related decisions are taken as appropriate;
  • Support the legal review process of the draft revised COS in close coordination with LSO.

Prepare and drive the roll-out and launch of the revised Conditions of Service:

  • Prepare the roll-out implementation plan for the revised COS and drive its implementation;
  • Manage, in close consultation with the Administration Section and with the involvement of the Communications Section as required, the procurement process to ensure finalized COS are printed as required;
  • Liaise with and guides the Information and Communication Technology Section, UNDP Global Payroll  Service (GPS), UNV Portal team and others to ensure relevant volunteer management support systems are updated as required following the finalization of the revised COS.

Provide support and technical assistance to Portfolio Teams, Field Units and stakeholders on the application of the new Conditions of Service and Standard Operating Procedures for national UN Volunteers:

  • Provide technical assistance to UNV personnel and stakeholders in the Volunteer Management Cycle (VMC) processes and issues, focusing on the application of the new national UN Volunteer COS;
  • Incorporate UNV policies and Standard Operating Procedures for national and international UN Volunteers in the UNDP Programme and Operations Policies and Procedures platform on the UNDP intranet;
  • Advise on specific UN Volunteer cases / requests for technical assistance and problem-solving;
  • Provide helpdesk support, such as tracking requests, compiling and sharing knowledge products;
  • Take necessary follow-up actions and follow up with other concerned parties to ensure necessary follow-up is taken.

Required Skills and Experience

Education:

  • Master’s degree in law, public or business administration, or related fields.

Experience:

  • At least 5 years of relevant professional experience and proven track record in policy development and/or legal support;
  • 2-3 years of  those, experience should be in an international organization, preferably UNDP/UNV;
  • Field experience is highly desirable;
  • Experience in developing policies, operational guidelines and rules, and entitlements interpretation;
  • Experience in managing volunteer programmes and/or in a development context involving volunteers is highly desirable.

Language:

  • Fluency in English; proficiency in an additional UN language is desirable.
