Background

The Global Programme for Electoral Cycle Support (GPECS), UNDP’s most important vehicle contributing to the formulation and implementation of electoral policy, consists of country, regional, global and gender components that sustainably support policy development, knowledge management and programme support and that use a process-driven approach rather than an event-driven one. The overall goal to which GPECS contributes is towards deepening democracy and accelerating human development. In the Arab region, GPECS provides global and regional technical assistance to work closely with electoral authorities, civil society organizations, media groups, regional institutions, and international organizations supporting democracy initiatives. This support enhances regional cooperation on broader issues of electoral democracy, increase regional knowledge and know-how on electoral issues, enhance capacities of regional stakeholders around issues of civic engagement and political participation, and promote policies and strategies for a greater and more effective role by women and youth in the transformational process.

The GPECS Arab regional component, supported through a US$7 million contribution agreement with SIDA, works towards building coherence in electoral support in the region through dialogue, partnership and initiatives that strengthen regional knowledge and capacity on elections, and reinforce the participation of youth and women in political and civic life. A key initiative under this support is to strengthen regional cooperation and towards this end, the Regional Project is supporting the Preparatory Committee on the formation of an Arab organization of EMBs; the Preparatory Committee was formed in June 2014 with the mandate to propose to members states a charter, structure and functions for a Regional Organization of Arab EMBs.  The Organization was launched in Beirut in May 2015. The Preparatory Committee has developed and endorsed the charter and required administrative and financial rules of procedures. The IEC of Jordon serves represented by the appointed secretary general as the current convener of the Preparatory Committee.

Against this background, the Regional Electoral Support Project for MENA region is seeking a consultant to support Secretary General of the Arab EMBs in developing and proposing to member states the human resources management and development (HRM/D), procurement policies and procedures of the secretariat, setting Arab EMB's Calendar for the year 2015/2016, and other deliverables for the Organization of Arab EMBs.

Duties and Responsibilities

Objective:

  • The overall objective of this assignment is to support the Secretary General of the Arab EMBs in carrying out its mandate during the lifespan of the assignment.

Detailed Objectives:

  • Improve the Organization's practices and the performance taking into consideration good governance principles and NGOs best international practices in this field;
  • Contribute in establishing the principles of good governance within the Organization through developing internal managerial and human resources management and development policies;
  • Ensure the proper and smooth establishment of the secretariat in Jordan;
  • Clarify the road map of the Organization by setting its annual calendar.

Scope of work:

The selected Consultant, contracted under an IC Contract, will work to achieve the following:

  • Develop a comprehensive understanding of the Organization. This would include, but not limited to, reviewing Organization's charter, structure, secretariat's duties and responsibilities, and Organization's internal rules of procedures as well as any relevant studies and documents that the Organization may wishes to share with the consultant.

Develop the Organization's human resources management and development (HRM/D) manual, including the following:

  • Personnel instructions (leaves, dismissal, disciplinary actions, travel and transportation policy, termination/ end of service, new employee orientation program, records keeping, employee grievances);
  • Selection and recruitment instruction as well as selection and recruitment standard operating procedures (SOP);
  • An effective individual performance management scheme (PMS) for the secretariat that will enable the Organization to regularly assess individuals’ performance against set objective. It will allow assessing the skills and competences of the staff and identify areas of improvement. The scheme will include a PMS guiding manual;
  • Training and Development Policy (T&D). This includes developing T&D standard operating procedures and methodology to identify training needs and set a training plan);
  • Payroll and compensation instructions.

Volunteers’ policy:

  • Draft the Organization's Procurement policies and procedures including a purchasing regulations;
  • Draft the Organization's Calendar for the year 2015/2016;
  • Provide advice and support pertaining drafting the correspondence and undertaking procedures needed to establish the general secretariat in the Hashemite Kingdom of Jordan including the procedures needed with the government to legally establish the location of the secretariat, renting the offices;
  • Develop a documentation mechanism including general secretariat's file coding system.

Required Skills and Experience

Education:

  • University degree in business administration, public administration, organizational behaviour or relevant field.

Experience:

  • More than 15 years of experience working with public service/civil service organization context;
  • Demonstrated expertise in organizational structure, function and work processes;
  • Familiarity with HR policies and procedures including in developing terms of references for public sector organizations.

Language:

  • Fluency in English and Arabic (Written and oral)
