Applicants must be prepared to be stationed in one or several  of the project areas which will include, but are not limited to, Tacloban City, Ormoc City, and Eastern Samar Municipalities.

In the early morning of 08 November 2013, Typhoon Haiyan, locally known as Yolanda, made its first landfall over Guiuan, Eastern Samar, following a north western trajectory. Passing over several provinces in Visayas and nearby Luzon and making landfall at least six times, the typhoon brought maximum sustained winds of 215 kph near the center and gustiness of up to 250 kph, leaving a trail of totally damaged houses, roads and important infrastructure. Winds brought by the typhoon were extremely powerful causing the massive destruction of structures lying in its path. The typhoon likewise occasioned a storm surge in coastal areas that reached up to as high as 20 feet, causing deaths and bringing about enormous quantities of debris. Over 10 million people have been affected by the disaster, with at least 3,982 deaths based on data from the National Disaster Risk Reduction and Management Council (NDRRMC) as of 19 November 2013.

Now that the Yolanda Typhoon response effort has moved towards the recovery and rehabilitation stage, UNDP is implementing various infrastructure projects such as community evacuation centers, core shelters, coastal infrastructure and the like in the typhoon-affected communities in partnership with donors such as EU and KOICA, among others.

Duties and Responsibilities

Under the overall guidance of the Project Manager and the direct supervision of the Project Officer for Infrastructure, the Infrastructure Assistant will carry out the following tasks:

  • Interpret the plans and drawings of permanent shelters, evacuation centers, and other UNDP infrastructure outputs;
  • Prepare site inspection documentation for the UNDP infrastructure outputs which will lead to monitoring reports development for project evaluation;
  • Identify and include build back better methods during the construction along with gender and disability access requirements;
  • Prepare shop drawings and work plans to a standard that can be used by a common or skilled worker to start work on a pilot permanent row houses;
  • Implement  the  current shelter and evacuation center designs;
  • Ensure compliance to any existing construction regulations in relation to labor practices, environmental impacts and safety considerations of the workers and the general public;
  • Ensure mainstreaming of cross-cutting UN/UNDP priorities into the construction process, in particular environment, gender  and disaster risk reduction/climate change adaptation;
  • Perform other tasks as may be assigned by the UNDP Infrastructure Project Officer.

Required Skills and Experience

Education:

  • University degree in Civil Engineering, Architecture or related fields would be desirable.

Experience:

  • A minimum of 2 years of progressively responsible experience in building and construction;
  • Experience in construction management and documentation during construction;
  • Knowledge and understanding of the Philippines building code and standards;
  • Ability to understand building detailed design on ACAD which will lead to quality evaluation of the project to give additional inputs and recommend modification that suits actual field conditions.

Language:

  • Tagalog and Visayan local dialect an advantage with an ability to converse in English
