Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Within the overall context of UN Women’s Strategic Plan for India and Bhutan, UN WOMEN MCO in New Delhi under the Governance Programme is implementing three year project, “Gender-responsive governance leading to better outcomes for women based on improved access to their rights and entitlements”, the programme will support central governments of India and Bhutan and at the state level in India. The project is aimed to strengthen the capacities of governance institutions to better leverage opportunities created for Gender Equality and Women’s Empowerment through legislation, policies and programmes.  The project will advance this objective by supporting civil society participation as well as government transparency and accountability for gender responsive governance.

The focus of the programme is to:

  • Develop a body of evidence to inform and enhance the capacity of governance institutions to leverage opportunities created through legislation, policies and programmes;
  • Pilot test gender responsive implementation of flagship schemes to inform policy change on mainstreaming gender issues;
  • Strengthen the capacity of national and state level government institutions to deliver on international and national commitments on women’s rights and gender equality.

The outcomes for the three year project (2015 – 2018) are:

Outcome 1: Enhanced accountability and transparency of governance institutions to ensure gender responsive design and  implementation of legislation, policies and programmes;

Outcome 2: Strengthened implementation of Normative Frameworks  for gender equality at the international, national and sub-national levels thereby enhancing government accountability.

Under the guidance and direct supervision of the National Coordinator – Governance Programme, the Programme Analyst (Ending Violence Against Women & Women’s Economic Empowerment) is responsible for supporting the select thematic/sectoral areas assigned with in the UN WOMEN Governance Programme. The Programme Analyst (EVAW & WEE) will support formulation, management and evaluation of programme activities within his/her portfolio and provide policy advice services on the two sectoral themes.

The Programme Analyst (EVAW & WEE) will  coordinate activities on the two sector with relevant team members and will   work in close collaboration with the operations team, programme staff in other UN Agencies, UN WOMEN staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of specific components of the governance programme relating to ending violence against women and women’s economic empowerment.

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of programme strategies under the Governance Programme (EVAW & WEE);
  • Management of the Governance Programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management;
  • Any other duties assigned by the supervisor.

Ensures implementation of  programme strategies of the EVAW and WEE components of the Governance Programme focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Strategic Plan, Annual Work Plan and other documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • Identification and synthesis of best practices and lessons learnt on EVAW and WEE components of the Governance program;
  • Ensures implementation of EVAW and WEE components of the program contribute to and align with the Annual Work Plan.

Support effective management of the MCO Governance Programme within the thematic/sectoral areas assigned  focusing on quality control from formulation to implementation of the country programme achieving the  following results:

  • Support effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Support design and formulation of MCO programme within the area of responsibility, translating UN WOMEN’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas ( in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of the projects;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes;
  • Manage grantees and Identify capacity-building and technical support needed from grantee(s) working on issues of Prevention of Sexual Harassment of Women at Workplace ,Sex Selection and Safe Public spaces;
  • Provide support in drafting annual and quarterly reports for the EVAW and WEE components of the Governance program;
  • Support the annual Results reporting process in ATLAS;
  • Preparation of donor reports.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

  • Support development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas of EVAW and WEE based on strategic goals of UN WOMEN, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization, particularly for the EVAW and WEE areas;
  • Facilitate documentation and advocacy processes in relation to EVAW and WEE which help to set up institutional and policy mechanisms to arrest or reduce violence against women and women’s economic empowerment.

Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues under EVAW and WEE. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address EVAW and WEE issues in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice on EVAW and WEE;
  • Documentation of successful initiatives on Prevention of Sexual Harassment of Women at Workplace, Sex Selection and Women safety in public spaces;
  • Organization of trainings for the operations/ projects staff on programme issues;
  • Communication/documentation of WEE & EVAW work for internal and external reports, website etc.

Any other duties assigned by the Supervisor.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Gender Studies, Economics, Political Sciences, or related field;
  •  Prince2 training and certification, RMG.

Experience :

  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Fluency in English and working knowledge of the national language of the duty station.
