Background

The Programme Coordination Section (PCS) is leading UNV in focused and opportunity-driven programme development and partnership building. PCS is developing and implementing global and fully-funded programmes of UNV with a focus on partner engagement and response to partner needs. PCS’ work encompasses four key areas:

  • Programme development, coordination and quality assurance for priority pipeline, partnerships and resource mobilization opportunities;
  • Management of UNV regional offices;
  • Management of the Full Funding (FF) programme, strongly aligned with the global programme and broader Strategic Framework results and service lines; and
  • Coordination of UNV partnerships with UN entities for joint programming and volunteer mobilization with the use of appropriate volunteer modalities.

In 2014, contributions to the FF programme were USD 10.6 million, representing 57 percent of total voluntary contributions to UNV. Over the last two years, a total of 17 governments, two foundations, and one private sector company supported the FF programme.  The implementation of the FF programme is coordinated by the FF team within PCS.

Under the overall guidance and supervision of the Programme Manager (UNV Full Funding) the Programme Specialist provides programmatic support to increase the contributions and delivery of the Full Funding programme.

Duties and Responsibilities

Business Management and Analysis of the Full Funding programme:

  • Support the implementation of the FF policy linked to the volunteer mobilization strategy;
  • Review and improve existing FF business and workflow processes;
  • Develop Special Operating Procedures (SOPs) in areas related to partners’ role in identification and recruitment processes of FF UN Volunteers, partners’ reporting expectations beyond the legal requirements, development of new generation of quality DoAs based on UNV’s five global programmes, recruitment of UN Youth Volunteers (including university volunteers), streamlining the recruitment of FF UN Volunteers.

Programme Development of Full Funding:

  • Develop, in consultation with the Manager of the Global Youth Programme, a global university volunteer programme, including youth and university volunteer products matching UNV programme priorities and the FF donors sneeds;
  • Work with the Peace and Development Programming Sections to ensure that the programmatic approach to FF is linked to UNV’s volunteer mobilization strategy, providing the necessary advice on donor priorities and those of UNV;
  • Provide support to the Volunteer Learning Team in preparating and conducting the UN Youth Assignment Preparation Training;
  • Develop a plan on South-South and triangular cooperation on FF;
  • Support the FF Programme Manager in the identification and analysis of lessons learned in the implementation of the FF programme.

FF Programme Reporting and Marketing:

  • In close coordination with Results Management Support Section (RMSS) develop specific FF DOA templates and systems to enhance monitoring of the FF UN Volunteer assignments and the relevant reporting requirements directly linked to UNV SF and global programme results;
  • Propose modifications to the Volunteer Management Cycle and the Results Based Management systems to systematically capture the results on FF;
  • Analyze and compile results and success stories, and prepare statistics, briefings, and update to webpages as required;
  • Provide support to FF reporting requirements, particularly for planning and producing the FF report and other reports as required by partners;
  • Contribute to the development of a FF marketing plan;
  • Provide content on marketing products and presentations on FF programme.

Required Skills and Experience

Education:

  • Master’s degree in Economics, Social Sciences, International Relations, Political Sciences, Public Administration or other related fields.

Experience:

  • 5 years of relevant experience in programme and/or project development, management, and monitoring at the national or international level;
  • Previous experience in the UN System is highly desirable;
  • Experience in managing volunteer programmes and/or in a development context involving volunteers is desirable;
  • Previous experience in negotiating and liaising with different entities (donors, UN agencies, civil society representatives, etc.) is an advantage.

Language:

  • Fluency in English is required;
  • Fluency in French and/or Spanish would be an advantage.
