Background

Tunis, Tunisia, until security conditions in Libya improve sufficiently to allow working in Libya. At which point the location of the post will become Tripoli, Libya.

The United Nations Support Mission in Libya (UNSMIL) is tasked with assisting the Libyan authorities in restoring public security and the rule of law, promoting inclusive political dialogue and national reconciliation. UNSMIL and UNDP consultations with Libya’s transitional authorities and civil society have emphasized the enormous challenge of developing Libya’s first constitution and democratically elected government in over 50 years. In particular they have pointed to the urgent need to develop a civic education and civic engagement strategy across Libya, particularly targeting women, youth and other traditionally marginalized sections of society to build this consensus and promote meaningful participation in the political transition process.

To address these needs UNDP, in consultation with a range of national and international actors, developed two critical projects for the Libyan Transition; The Assistance to Building a Constitution (ABC) project and Support to Civic Engagement in Libya’s Transition (SCELT) in 2012 which are currently being implemented.  The projects support the engagement of Libyan people in the democratic transition processes, provide them with knowledge and understanding of the broad concepts underpinning a democratic society such respect and support for human rights, the role and responsibility of citizens, government, political and special interests, the mass media, the private sector and non-profit sectors, as well as the significance of periodic and competitive elections.

The SCELT strategy aims to assist the Libyan authorities’ efforts, to develop an informed electorate which is empowered through knowledge and understanding to exercise their democratic rights and responsibilities fully, and to participate fully in the democratic transition and to peacefully resolve differences of opinion and build consensus and support for democratic governance of the resources, systems and structures of the future state. The SCELT project follows a multi-pronged strategy in order to assist with the emergence of a new citizenship in Libya, a paramount ingredient to a peaceful and successful transition to democracy. The SCELT project is built around the following outcome and 3 outputs:

Outcome: Libyan Citizens, in particular women and youth, build social cohesion and help create an environment for sustainable democracy.

Output 1: Civil Society Institutional and Capacity Development supports recovery and the democratic transition

Output 2: Increased Skills, Knowledge & Understanding of Democratic Governance and engagement by Libyan Women & Youth

Output 3:  Capacities for inclusive grass-roots dialogue are developed in order to support mediation and dialogue at key community interfaces around key transition and reconciliation challenges.

The Assistance to Building a Constitution project has been designed to promote citizen’s participation in the constitution making process through well-coordinated initiatives that support Libyan civil society organizations, non-governmental organizations, active citizens including women and youth, political decision-makers, parliamentarians and the Constitution Drafting Assembly. The project supports the United Nations Support Mission to Libya (UNSMIL) mandate.

under Security Council Resolution 2009 Security Council through Resolution 2009 until the most recent one issued on 27 March 2015 (S/RES/2213).

Through the project, UNDP [with UNSMIL] provides direct support to the CDA and facilitates and promotes public dialogue and debate on all aspects of the constitution making process and throughout the referendum. ABC specifically focuses on providing technical and operational support to the CDA, facilitation of public participation in the constitution-making process through supporting civic education, media, communication and dialogue. Emphases are being put on working with women, youth, minorities through direct engagement with civil society and academia.

The overall objective of ABC is to support Libya in its efforts to develop a constitution that meets the needs of the nation and its people, being appropriate, coherent and technically of good quality, recognized by the Libyan people as a constitution made in Libya adopted with a sense of pride and ownership. UN/UNDP’s strategy is based on the fundamental belief that the process and the outcome of the constitutional work must be Libyan owned and managed.

The project overall strategy is centered around the three outputs:

Output 1: Support to the Constitution Drafting Assembly (CDA)

Output 2: General population empowered to provide meaningful input make informed decisions on national constitution.

Output 3: Support to civil society engagement in constitution-making

Due to the clear complementarity of both the ABC and SCELT projects, the projects have collaborated closely since in their beginning 2012, and cooperated in the delivery of coordinated or joint activities. Joint work has included the design and implementation of the Civil Education Grant Fund, in building networks of dialogue facilitators and in providing support for advocacy on gender issues for example.

In order to further enhance synergies of the both projects and to ensure greater project impact, UNDP wishes to recruit a Chief Technical Advisor (CTA) who will lead both projects, ensuring that they are implemented in an integrated manner as two mutually reinforcing and complementary components of UNDP’s overall strategy of support to the democratic transition in Libya.

Under the direct supervision of the UNDP Libya Country Director, the CTA will provide overall management and technical leadership of both the Assistance to Building a Constitution and Support to Civic Engagement in Libya’s Transition projects, with a strong emphasis on developing the capacity of the project team to implement ABC and SCELT, as well as supporting monitoring and evaluation and reporting to donors on the 2015, 2016 ABC and SCELT Annual Work Plans. The CTA will also support the ABC and SCELT projects and the UNDP Country Office in adjusting the project modality and work plan as conditions change on the ground, including projects and projects teams restructuring to ensure that they can be implemented in an integrated manner within one portfolio.

Furthermore, the CTA, while working with the CO Director, will provide an ongoing technical support to the Country Office programme within her/his specific area of expertise.

Projects’ partners will include: The Constitution Drafting Assembly, Universities, CSOs, other UN agencies and INGOs as well as contractors. Subject to the results of the current political dialogue in Libya, project partners will also include ministries within the Government of National Accord and House of Representatives.

Duties and Responsibilities

Project Management:

  • Day-to-day management of the project including design, development and implementation of the projects in an efficient and effective manner;
  • Provide overall guidance and management support to UNDP senior management; constitutional team and project implementation sub-groups;
  • Manage the ABC and SCELT integrated project teams [in Libya and Tunisia] and the project budgets and provide accurate and timely reports to project the Executive Board,
  • Have overall responsibility for the Annual Work Plans and Budgets and supporting communication with the Project Board, Donors and other project stakeholders; support the design, implementation and monitoring of programme activities, and advising on the delivery of the main project outputs, ensuring quality control and timely delivery of outputs under both projects;
  • Ensure adherence to UNDP rules and regulations in the management of the project resources;
  • Help mobilize resources by working with UNDP senior management and UNSMIL as well as UNCT colleagues;
  • Ensure that adequate and skilled staff are recruited to the project in a timely and expeditious manner;
  • Work closely with other UNDP Libya projects to establish and maintain synergies;
  • Provide backstopping support to media/communications; public outreach; and the CDA teams;
  • Organize project communication mechanisms to ensure coherence and team work among the UN family, including UNDP, UNSMIL, UNCT and others.
  • Provide final budget and programme evaluation reports to UNDP;
  • Ensure that the project team uphold the highest service delivery standards and ensure that procurement and project contracting are conducted in an ethical manner;
  • Manage the project procurement and contract management in an ethical manner and ensure that UNDP’s procurement policies and standards are adhered to and are implemented;

Technical Leadership:

  • Provide overall technical leadership support to both ABC and SCELT projects;
  • Provide technical advice and guidance to refocus and where necessary revise the project strategies and implementation plans as the operating context evolves on the ground;
  • Provide significant input to ABC and SCELT project reporting – both internal and external –and capacitate the project team and consultants in producing annual reports which follow donor reporting requirements and are in accordance with project board requirements and donor agreements;
  • Advise on a wide range of democratic transition issues, monitoring progress and important developments in the transition process and supporting the adjustment of UNDPs strategy where necessary;
  • Work directly and through national and international partners on identifying opportunities to support Libya CSOs on civic education, engagement, constitution, dialogue, conflict resolution, including opportunities for expanding UNDPs small grants fund where possible;
  • Support the identification and development of new opportunities to help CSOs throughout the country to participate in the constitutional making process and engage in other political and Peacebuilding processes;
  • Help with the preparation of any processes to commission civic education and public outreach activities through Libyan CSOs and/or international partners;
  • Develop learning and outreach programmes on specific topics: citizen’s participation, human rights, women’s rights, youth rights etc. and support the production of educational materials by working with subject-matter experts;
  • Assist national CSOs to develop concepts for public debate and discussion on social-economic and development issues that can inform the constitution-making process;
  • Develop and run media information campaigns as required:
  • Devise and support the development of thematic research programmes with the participation of Libyan academics, legal    scholars, and international organizations and academic institutions;
  • Compile and analyze information on UNDP support to Libya’s transition activities and prepare reports as required.

Partnerships and Resource Mobilization:

  • Liaise with project partners, UNDP country office, donors and all other partners on all matters concerning the implementation of the projects;
  • Lead on relationship building with key government counterparts to ensure full partnership on the project;
  • Lead on the relationship with donors to ensure ongoing resources for the project.
  • Lead external and internal analysis for assessing opportunities for resource mobilization;
  • Liaise with government, international community and donors regarding resource mobilization for the projects
  • under the Democratic Transition portfolio;
  • Conceptualize and develop new projects related to the Democratic Transition based on the current situation in Libya, and lead related resource mobilization efforts;
  • Provide inputs to documents and process of overall office resource mobilization.

Programme Support:

  • Provide specific support to ABC and SCELT’s cooperation and integration with other UNDP projects in a common programme-based approach;
  • Provide technical inputs in the area of democratic transition to the CO programming exercises;
  • Advise on the democratic transition as per the needs and provide support to the programme units, the Operations Division, and other programme staff in UNDP, UNSMIL and other UN agencies.

Required Skills and Experience

Education

  • Master’s degree in Political Science, Communications, the Social Sciences, or Development Studies, or a related field.

Experience:

  • Minimum 10 years specialized experience in international development with at least five years’ experience managing complex governance, communication, civic awareness, or electoral education projects;
  • Strong technical knowledge of the field of democratic governance in transition countries with experience in constitution-making, , civic engagement, civic education, civil society development and a general knowledge of cross-cutting democratic governance issues;
  • Experience in leading programme teams and working in multi-lateral environments;
  • Experience in providing technical assistance to senior officials in politically-sensitive and post-conflict environments;
  • A good understanding of the regional dynamics and the political, social and cultural history of Libya. Direct experience of working in Libya strongly preferred;
  • Experience in working with transitional, conflict-affected contexts or emerging democracies.

Language:

  • Fluency in written and spoken English is required;
  • Arabic proficiency is an advantage.
