Background

In the context of its ongoing programmes for the long-term recovery of areas affected by Typhoon Yolanda, UNDP currently supports the National Economic and Development Authority (NEDA), particularly in the operations of the Yolanda Project Monitoring Office (PMO).

Memorandum Order 79, issued on 22 April 2015, tasks the NEDA Director-General, as NDRRMC Vice-Chair for Rehabilitation and Recovery, to undertake the “coordination, monitoring and evaluation of all disaster-related programs, projects and activities (PPAs) previously under the Presidential Assistant for Rehabilitation and Recovery (PARR)”.  Furthermore, as provided for under the said Memorandum Order, NEDA created the Yolanda PMO that will coordinate and facilitate all activities on the monitoring of Yolanda programs and projects.

Duties and Responsibilities

The Overall Coordinator will oversee all Yolanda monitoring-related activities to facilitate coordination with agencies and timely submission of agency reports.  In particular, the Overall Coordinator will:

  • Lead the PMO support staff in the implementation of PMO activities;
  • Liaise with agency central offices, in coordination with PMO cluster coordinators, on monitoring and reporting the progress of implementation of their respective programs and projects for Yolanda affected areas and in taking facilitative actions;
  • Assist PMO Secretariat in the review of consolidated monitoring reports prepared by the PMO cluster coordinators and take the lead in the drafting of the reports for the President;
  • Supervise PMO IT personnel and administrative staff;
  • Recommend policy measures and facilitative actions to fast-track implementation progress of agencies’ PPAs;
  • Perform other functions to be assigned by NEDA/UNDP.

The Overall Coordinator will be under the overall guidance of the UNDP Team Leader for Resilience and Peace Building and the direct supervision of NEDA/Yolanda PMO Head.

Competencies

Functional Competencies:

  • Excellent coordination skills;
  • Ability to lead a team and deal effectively with government partners;
  • Proficient in Microsoft Office applications (MS Word, Excel, etc.).

Required Skills and Experience

Education:

  • Bachelor’s degree in public administration, social science, engineering, management or other related fields.

Experience:     

  • At least 10 years of experience in coordination, particularly with National Government Agencies and its Officials;
  • Knowledgeable of the policies and procedures of government agencies implementing Yolanda rehabilitation programs and projects;
  • Experience in post-disaster rehabilitation and recovery programs and processes, particular involvement  in Yolanda related activities an advantage;
  • Experience in monitoring and evaluation;
  • Excellent communication skills (verbal and written);

Language:

  • English and Filipino;
  • Knowledge of regional languages in the Visayas an advantage.
