The National Training Policy 2012 mentions that the objective of training will be to develop a professional, impartial and efficient civil service that is responsive to the needs of the citizens. In doing so, care will be taken to emphasize the development of proper ethics, commitment to work and empathy for the vulnerable sections such as differently abled, senior citizens, SCs, STs etc.. The competency framework will be used to ensure that civil servants have the requisite knowledge, skills and attitude to effectively perform the functions they are entrusted with. The success of training will lie in actual improvement in the performance of civil servants.

In line with the objective of training as stipulated in the National Training Policy 2012, the Department of Personnel and Training (DoPT) in collaboration with UNDP is implementing GoI-UNDP ‘Strengthening Human Resource Development for Civil Service’ (SHRM) Project.  The duration of this project is from 2013 to 2017. The project is working towards supporting a competency based human resource management system in the government; enhancing capacities of central and state government training institutes; and to promote research and adaptation of emerging tools and techniques in training.

The SHRM Project focuses on developing the capacities of civil servants and on strengthening their enabling environment in view of a more effective, efficient, transparent and accountable Public Administration at National and State level that takes to heart the GoI objective of inclusion through an enhanced delivery of services to the marginalised and vulnerable. A crucial component involves sensitizing civil servants on gender issues so that they bring to bear the appropriate perspective in planning, implementing and monitoring activities related to gender issues with a wider focus on good governance.

Duties and Responsibilities

DoPT is keen to take the work on capacity building on Gender to Central Training Institutes (CTIs) and Administrative Training Institutes (ATIs). The Objective is to develop a pool of trainers at regional level for Gender. This pool of trainers will then deliver the pre-designed modules as a component of existing training programs conducted at various CTIs/ATIs.

  • A consultant with expertise on gender is needed to undertake background work for the creation of the National Pool of Trainers on Gender. Work to be done by the Gender Expert includes Mapping of existing training modules and resources on Gender (not older than 3 years) across CTIs and ATIs;
  • Identification of resource material that can be used from the existing modules at CTIs and ATIs; and creation of a blueprint for the new gender module that needs to prepared;
  • Creation of a draft selection criteria for Inviting applications from Officers for being part of National Pool of Trainers on Gender along with the process;
  • Drafting terms of reference for Constitution of the Advisory group* (not more than 5 well know gender experts) to be set up by DoPT, to guide the preparation of the gender module;
  • Drafting Terms of Reference for hiring of Agency who will be responsible for the following; doing a Training Needs Assessment (TNA), Developing the training module on Gender based on the blueprint developed by the Individual expert and the TNA, Carrying out Training of Trainer (ToT), Roll out of training module and Certification of Officers for National Pool of Trainers on Gender;
  • Ensuring that a high quality Training Module on Gender (with approval from Advisory Group and DoPT) is developed and work on ToT and Certification is undertaken with success;
  • Liaising with the Agency throughout the process of preparation of module, TNA, ToT and Roll out and Certification;
  • Documenting the whole process, in the form of a Process Documentation report including step by step work done and lessons learnt.

All the above mentioned activities will be done in collaboration with DoPT and UNDP. The consultant will work under direct supervision of the National Project Director (NPD) and in close liaison and coordination with the Project Manager, SHRM Project.

Advisory group can be set up to:

  • Review the outline of the modules to ensure appropriateness and relevance;
  • Review modules for quality;
  • Guide expert agency on handholding support to the trainers.

Required Skills and Experience

Education:

  • Masters in Social Work/Sciences/Public Policy/Gender and Development or in relevant field.

Experience:

  • At least 10 years of experience in the area of  Gender and Development with Government and UN orgnisations;
  • Experience in developing training modules/manuals/Conducting TOTs  is desirable.

Language:

  • Written and oral proficiency in English is required.

Payment Schedule:

  • On acceptance and approval of a Report on Mapping of training modules and resources on Gender (not older than 3 years) across CTIs/ATIs, along with blueprint for the new gender module- 25%;
  • Acceptance and approval of Terms of Reference for the Advisory Group and Selection of Agency for Development of Gender module-25%;
  • Acceptance and approval of Gender module by DoPT-25%;
  • ToT, Roll out and Certification and acceptance and approval of Process Documentation report-25%.

Timeline:

  • The work is expected to start in August 2015 and to be completed by the end of January 2016;
  • A total of 50 days across six months. The Consultant is expected to submit a monthly timesheet detailing the number of days worked each month along with details of work done towards achievement of respective deliverables.

Documents to be submitted:

  • Curriculum Vitae including experience in similar projects, and Names/Contact Details of 3 referees;
  • A Financial proposal indicating all inclusive per day consultancy fee. All the assignment related travel, if any, would be undertaken by the consultant with the prior approval of NPD, SHRM Project as per UNDP rules;
  • Proposed work plan including timeline for completion of work.

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive.

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Technical proposal:

  • Academic Qualification of the Expert: (15%);
  • Relevant work experience on Gender (preferably with national Ministries/ Departments and International Development Agencies): (20%);
  • Experience related to development of Training modules/ToT: (20%);
  • Work plan including timeline for completion of work: (15%).

Financial proposal: 30%
