Background

OCHA has scaled up its presence after having established a Country Office in October 2013. One of the objectives of the office is to strengthen situational awareness in a fluid context as well as the analysis of humanitarian needs, gaps and response; which will help advocate for improved protection and humanitarian access. OCHA maintains a presence in Beirut with frequent travel to field locations and will, in the course of 2015 establish antennas in the North and the Bekaa.

The Joint Analysis Unit (JAU) is established in 2015 as part of the Lebanon Crisis Response Plan (LCRP) which is led/coordinated by the Office of the Resident Coordinator/Humanitarian Coordinator and the Government of Lebanon. It provides analytical support to evidence-based programming and advocacy in-line with the needs and priorities of the Government of Lebanon, and the related requirements of development and humanitarian response actors. The JAU’s main role is to provide support to the LCRP response partners at central and field level, and NGOs by conducting analysis of key humanitarian and stabilization issues, in Lebanon, with a particular focus on trends, emerging needs/risks and critical gaps, and facilitating collaborative information provision and management while respecting the leadership vested in the mandates and specializations of UN and partner agencies.

Duties and Responsibilities

Summary of Key Responsibilties:

Under the supervision of the Coordinator of the Joint Analysis Unit, the consultant will be responsible of the following:

  • In consultation with the Coordinator of the JAU, assists in the design and preparation of studies on humanitarian, disaster, emergency relief and related issues and in various follow-up activities;
  • Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues;
  • Contribute to data collection for JAU publications by attending meetings and liaising with key stakeholders in Lebanon;
  • Collect; collate; structure and archive secondary data to feed into JAU publications;
  • Analyze collected information and draft sections of JAU publications as directed;
  • Work closely with NGOs and other humanitarian actors to promote information sharing and joint analysis;
  • Develop matrixes comparing results from major assessments and analyze the findings;
  • Contribute ideas to the development of an inter-agency vulnerability framework for Lebanon;
  • Support the development of a comprehensive Monitoring and Evaluation plan based on the sectorial results structures of LCRP, that provides timely and accurate information on the progress and impact of LCRP;
  • Participates in technical assistance, disaster assessment or other missions;
  • Participates in project/programme formulation and mobilization of relevant resources;
  • Travel within Lebanon upon request
  • Contributes to the preparation of various written documents as requested
  • Performs other duties as required.

Required Skills and Experience

Education:

  • An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of three years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related area. Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
  • Experience in the UN Common System is desirable.
  •  Experience in the region is desirable.

Languages:

  • French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is an asset.
