Background

Since early 2000, UN Women (previously as UNIFEM) has been supporting and developing innovative and catalytic initiatives promoting women’s economic, political and social rights in Central Asia. Its programmes and projects in the sub-region focus on several key themes, including securing women’s economic rights, ensuring women’s political participation in times of peace and conflict and promoting violence-free society. To-date in each of these areas UN Women’s support and work in the sub-region has led to significant results.

In support to current development/review work in the sub-region, UN Women Multi-country office Kazakhstan is looking for the short-term National Consultant who will provide programme support to Programme Specialist in line with the implementation of the UN Women Strategic Note/Annual Workplan 2014-2015 for Central Asia to ensure high-level support to countries and to increase the standing and awareness of UN Women with UN, governmental and non-governmental partners, the media and the public. The National Consultant works in close collaboration with the operations, programme and project teams in the field and UN Women HQs staff.

Duties and Responsibilities

Under guidance and direct supervision of MCO Programme Specialist and in line with the UN Women Strategic Note/Annual Workplan 2014-2015 for Central Asia, National Consultant will ensures efficient and timely programme support along the following areas:

  • Provide programme and logistical support to a series of UN Women events;
  • Provide programme and administrative support in handling procurement actions under UN Women MCO Kazakhstan SN/AWP 2015;
  • Provide programme and administrative support in commencing new projects under UN Women MCO Kazakhstan SN/AWP 2015;
  • Ensure relevant programme and administrative assistance in recruitment and management of contracts for consultants: prepare paper work as instructed and guided by direct supervisor;
  • Provide programme administrative support on travel requests preparation;
  • Provide other programme support services as required and identified by direct supervisor.

The work shall be performed within the timeframe of September 1 – October 31, 2015.

Required Skills and Experience

Education:

  • Advanced degree in social science, human rights, gender equality or related field.

Experience:

  • Minimum 5 years of progressively responsible combination of administrative and programme/project management experience, preferably in the area of human rights/development;
  • Minimum 3 years of past experience in working on women’s human rights and gender equality issues;
  • Mininmum 3 years of previous experience of work with UN organizations (including at least one year with UN Women).

Languages:

  • Proficiency in English and Russian.

Evaluation process:

The candidates will must possess the minimum qualification criteria to be eligible for further technical evaluation. The second stage of the evaluation will be conducted for the short-listed candidates and will be comprised of the submission and cumulative evaluation of the technical proposal and a financial proposal.  Only candidates who meet all the mandatory requirements and were short-listed will qualify to the second stage of the selection process.

Criteria maximum points:

  • Advanced degree in social science, human rights, gender equality or related field (20);
  • Minimum 5 years of progressively responsible combination of administrative and programme/project management experience, preferably in the area of human rights/development (80);
  • Minimum 3 years of past experience in working on women’s human rights and gender equality issues (50);
  • Mininmum 3 years of previous experience of work with UN organizations (including at least one year with UN Women) (50);
  • Integrity: Demonstrating consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct (10);
  • Ability to organize and complete multiple tasks by establishing priorities (10);
  • Ability to perform variety of programme support tasks related to finance, general administration, support, procurement, logistic; collecting preparation of documentation and data input (10);
  • Knowledge of office software applications relating to word processing, data management, and presentation (10);
  • Proficiency in English and Russian (30).

Maximum total technical scoring: 270

At the second stage of evaluation up to 270 points will be scored to each candidate. Only candidates, who will accumulate at least 190 points of the maximum 270 points during the second stage of the selection process, will qualify to the third stage.

At the last (third) stage of evaluation, the financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:

  • P = Fmin / Fc  117;
  • P - points attributable to the given candidate;
  • Fmin - lowest financial offer of all candidates qualified into the second stage;
  • Fc – financial offer of the given candidate.    

Financial offer should include all costs related to completion of the task under the current Terms of Reference. It can include the following costs: honorarium expectations per working day for up to 100 working days.

The winning candidates will be the candidates, who have accumulated the highest aggregated score (technical + financial scoring).

Kindly note that the system will only allow one attachment. Applications without the completed UN Women P-11 form will be treated as incomplete and will not be considered for further assessment.

Only those candidates who will undergo the technical evaluation, will be requested to submit their financial proposals for the final stage of evaluation.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
