Background

The United Nations Interregional Crime and Justice Research Institute (UNICRI) Counter-Terrorism Programme assists Member States, at their request, to design, develop and implement rehabilitation and reintegration programmes for violent extremist in prison settings, in support of the United Nations Global Counter-Terrorism Strategy, particularly its fourth pillar on measures to ensure respect for human rights for all and the Rule of Law as the fundamental basis for the fight against terrorism.  The Programme promotes the implementation of the UN’s Standard Minimum Rules for Treatment of Prisoners and is guided by the Rome Memorandum on Good Practices for Rehabilitation and Reintegration of Violent Extremist.

In this framework, UNICRI has been working with Indonesian authorities to support the development and implementation of a rehabilitation and reintegration programme for violent extremist offenders. In particular, all stakeholders involved agreed that without an effective evidence based risk assessment protocol it is difficult to accurately assess the prisoner’s ideology, intention, capacity and motivation to commit future acts of ideological based violence irrespective if the ideology is based on culture, politics or religion. An effective evidence based risk assessment protocol will inform the classification, security and management decision making processes as well as appropriate rehabilitation/intervention strategies (i.e., including both risks and needs).

Under the overall guidance of the Programme Officer, the Project Officer will provide strategic direction as well as technical and daily management support to the project team to ensure high quality project development and implementation.

 

Duties and Responsibilities


1.   Ensures provision of high quality policy advice services to relevant national authorities focusing on achievement of the following results:

  • Provide technical oversight and serve as a lead technical resource for the provision of technical assistance and capacity building initiatives in the implementation of the project.
  • Identify and coordinate the provision of technical assistance to the project and partners in consultation with relevant stakeholders.
  • Identification of sources of information related to policy-driven issues.
  • Ensure strategic support for the capacity-building of national counterparts is managed effectively.
  • Develop and maintain the quality of technical assistance provided through the pool of experts and consultants as relevant to the needs of the implementing partners.
  • Introduction of performance indicators/success criteria, targets and milestones.
  • Development of policies and institutions that will address problems and needs in collaboration with the Government and other strategic partners.


2.    Participates in effective management of the project  focusing on quality control from formulation to implementation of the various stages of the project, achieving the  following results:

  • Daily management of the project, including: provide key guidance to project personnel and other relevant stakeholders; liaise with experts, government officials, and other relevant stakeholders; monitor and analyze project development and implementation; identify operational and financial problems and develop solutions.
  • Timely regular updates to UNICRI Programme Officer to review progress against deliverables.
  • Preparation of various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, donor reports, etc.
  • Develop and prepare annual work plan, including detail plans for procurement, recruitments and other country office support services.
  • Organize training and capacity building activities in close cooperation with consultants and experts.


3.    Facilitates the establishment of a high quality knowledge building and management information system focusing on achievement of the following results:

  • Ensure that required expertise and technical assistance is made available to government and relevant stakeholders.
  • Effective mechanisms and systems are in place and functioning to identify, document and synthesize lesson learned and best practices for sharing and learning throughout the region.
  • Maintain project briefs and activity information for bilateral donors, academia and other stakeholders as appropriate to support UNICRI’s public awareness activities including through preparation of statements and other communication materials.
  • Ensure development results are communicated to all relevant stakeholders.

Required Skills and Experience

Education:*    
Master degree in International Relations, Political Science, Law,  Criminology or other relevant fields of study

Experience:*    
Minimum 8 years of relevant professional experience for candidate with Master Degree or 10 years of relevant professional experience for candidate with Bachelor Degree, preferably in the field of security and counter-terrorism.
Working experience in project management is required. Experience with UN and knowledge of its mandate, procedures and rules is highly desirable

Language Requirements:    

  • Fluency in written and spoken English is required;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:    

  • Excellent interpersonal communication skills, writing ability and administrative skills
  • Ability to work in multidisciplinary teams
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
