Background

The United Nations Development Assistance Framework (UNDAF) for the Islamic Republic of Iran is the result of a consultative process between Government and the United Nations Country Team, analyzing how the United Nations can most effectively respond to the national priorities. The current UNDAF cycle (2012-2016) is in its penultimate year, therefore the formulation of the next cycle, 2017-2021, has begun.

The United Nations System in Iran is in the process of identifying the major challenges facing the country in the next decade, as well as identifying those areas where the United Nations agencies have a comparative advantage and can best assist the government in addressing these challenges. These will then be translated in to priority areas and outcomes for the next UNDAF cycle. It is important to ensure extraordinary quality of the UNDAF document, including its adherence to relevant corporate guidelines on content, format and size. The United Nations Country Team (UNCT) is therefore seeking the services of an independent consultant to assist in drafting of the UNDAF strategic document.

Duties and Responsibilities

The specific tasks of the consultant include:

  •  Review all available material including: UNDAF (United Nations Development Assistance Framework)  Desk Review, Minutes from UNDAF Task Force discussions, results from the strategic retreat with government, available national planning documents, Sustainable Development Goals, etc.;
  • Consult with United Nations Country Team (UNCT) members and other relevant stakeholders, as appropriate;
  • If appropriate, participate in UNCT-government prioritization retreat;
  • In line with document review and discussions draft an annotated outline for the UNDAF 2017-2021 document to be discussed with the UNDAF Core Group;
  • Upon approval of the Outline draft UNDAF document including outlining the priority areas, the UN comparative advantage in them and the Outcomes to be achieved. UNDAF Outcomes should be achievable and measurable; and
  • Once the UNDAF Outcomes have been approved prepare a Results Matrix for the UNDAF 2017-2021;
  • In drafting the UNDAF and its outcomes, the consultant will take into consideration not only the Sustainable Development Goals and their results framework, but also be guided by the UN guiding principles, such as the Human Rights Based Approach, gender equality and environmental sustainability.

Competencies

  • Demonstrates experience in having done similar work locally and/or internationally;
  • Good knowledge of Iran and its development policies;
  • Good knowledge of current policy developments and goals around the post-2015 agenda;
  • Excellent analytical and reporting skills on socio-economic issues;
  • Demonstrates sound judgement and analytical skills;
  • Establishes priorities, schedules and activities to ensure optimum use of time and resources;
  • Capacity to gather and synthesize comprehensive information;
  • Analyses information accurately;
  • Approaches work with a positive and constructive attitude.

Required Skills and Experience

Education:

  • At least a Master’s Degree or equivalent in political science, economics, strategic planning, development studies, or related fields.

Experience:

  • At least ten years of professional work experience in development studies at national or international level;
  • Experience must relate to analyzing documents, drafting, editing and finalization of situation analysis, strategic planning documents and reports;
  • Experience with the UN System would be an asset;
  • Excellent communication and writing skills.

Language:

  • Written and spoken fluency in English.

Note:

For international applicants will include some travel to Iran.
