Background

Under the direct/ day-to-day supervision by UNDP Assistant Resident Representative and the overall guidance and supervision by the co-chairs of the JSC Joint Steering Committee (JSC), the National Project Manager is responsible for the day-to-day management and implementation of the Peacebuilding Fund Kyrgyzstan Secretariat Support Project designed to support the JSC and Recipient UN Organizations (RUNOs) in Kyrgyzstan to implement the Peacebuilding Priority Plan (PPP). The National Project Manager will be placed in the JSC Secretariat in Bishkek and will collaborate closely with the Office of the President, Office of the UN Resident Coordinator (RCO) and the UN Country Team (UNCT).

Duties and Responsibilities

  • Manage and coordinate project activities, from substantive, administrative and financial points of view, systematic coordination of activities of the project/ JSC Secretariat;
  • Manage day-to-day JSC Secretariat project activities to facilitate implementation of the PPP on behalf of the JSC;       
  • Direct planning and preparation of JSC meetings, trainings and consultations;
  • Provide inputs to meetings of the UN Country Team during which matters relating to the Peacebuilding Recovery facility will be discussed;
  • Communicate and ensuring follow-up of the JSC’s decisions, particularly ensuring timely submission of project documents and reports to JSC members, PBSO, and MPTFO  that administers PBF-funded projects;
  • Identify problems that may arise in relation to the implementation of the PPP and advise the JSC on appropriate action, with follow up and reporting back on progress or lack thereof;
  • Ensure that reports to be considered by the JSC and submitted to PBSO are drafted and reviewed (e.g. annual report by PPP outcomes);
  • Develop briefing notes, progress updates and support in preparing other documents to facilitate the work of the JSC;
  • Ensure quality of meetings organized by the JSC Secretariat (e.g. draft minutes, JSC draft decisions, etc.);
  • Prepare minutes of JSC meetings to ensure that decisions taken and recommendations made are recorded and follow-up is ensured;
  • Provide support to JSC, enabling them to steer the implementation of the PPP;
  • Organize the review and analysis of project proposals and ensure a transparent and impartial process of developing recommendations to the JSC in case new proposals are being considered by the JSC;
  • Ensure that periodic progress reviews of PPP implementation are carried out involving RUNOs and the JSC;
  • Supervise all Secretariat M&E activities and ensure that they are carried out in accordance with PPP M&E plan;
  • Ensure that ‘lessons learnt’ are documented and periodically shared with the JSC, RUNOs and PBSO;
  • Ensure the role of the Secretariat to act as a local repository of knowledge regarding the rules and regulations of the PBF and related management arrangements;
  • Guide the project team to support inter-project coordination to enhance cooperation, collaboration and synergies between RUNOs (and other stakeholders);
  • Ensure that the JSC Secretariat will share PRF-related information and results (including through bulletins/ newsletters and press releases) with relevant stakeholders and the public;
  • Ensure effective communication with the UNDP Country Office on project management and operational issues;
  • Guide and orient efforts and contributions of consultants, personnel and government counterparts towards achievement of project objectives. Procure goods and services to initiate activities, including drafting TORs, specifications;
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Ensure efficient HR management of subordinated personnel and conduct their performance appraisal;
  • Establish and maintain relationships and act as the key focal point with UNDP CO to ensure that all programmatic and operational matters related to the project are transparently, expediently and effectively managed, in line with established UNDP Rules and Regulations;
  • Report all incidents related to security and issues of general concern to UNDP CO;
  • Control the transfer of programme deliverables, documents, files, equipment and materials as per the standards UNDP procedures;
  • Control establishment and maintenance of proper electronic and paper filing systems;
  • Perform other duties as and when required by UNDP ARR and/ or JSC co-chairs;

In partnership with the international PBF Coordinator (supervised by the National Project Manager):

  • Promote awareness raising and provide training to strengthen the oversight capacity of the JSC;
  • Support the Office of the President and the RCO, that host the role of JSC co-chairs, to ensure transparent information flow among members of the JSC and between these members and RUNOs;
  • Facilitate relationships between JSC members and relevant stakeholders to enhance national ownership and participation during the implementation of the PPP;
  • Maintain close contact with relevant staff/ peacebuilding focal points and heads of agencies to foster inter-project coordination and ensure that project efforts are directed in a way that PBF-funded projects complement each other and contribute to achieving PPP outcomes by meeting project-level outcomes and outputs;
  • Closely collaborate with PBSO, MPTFO, RUNOs, the Resident’s Coordinator’s Office (RCO) and other UN agencies to timely share relevant information and reports related to the PRF implementation process;
  • Lead communications and coordination with PBSO and the PeaceNexus Foundation that supports the implementation of the PPP;
  • Liaise with governmental and non-governmental organizations, and donors active in the field of conflict prevention, reconciliation, and peace-building, and identify opportunities for partnership building and resource mobilization.

Required Skills and Experience

Education:

  • Master degree or equivalent in international development, social sciences, public administration or other relevant field.

Experience:

  • 3 years of experience in providing management advisory services, hands-on experience in design, monitoring & evaluation of development projects;
  • 1 year of experience in managing teams;
  • Proven ability to draft, edit and produce results-focussed reports;
  • Proven experience working with Government, civil society, international organizations and donors;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Knowledge in the respective area of peacebuilding an asset;

Language:

  • Fluency in English and Russian;
  • Knowledge of Kyrgyz language at working level would be an asset.
