Background

Indira Awaas Yojana (IAY), a flagship scheme of the Ministry of Rural Development, has since inception been providing assistance to BPL families who are either houseless or have inadequate housing facilities for constructing a safe and durable shelter.  IAY is being implemented as part of the enabling approach to shelter for all, taking cognizance of the fact that rural housing is one of the major anti-poverty measures for the marginalized. IAY provides an opportunity for reinventing people as builders and promoting a kind of reverse participation, with the government participating in the indigenous process of the people to house themselves.

UNDP in a collaborative engagement with the Ministry of Rural Development has initiated a project “Governance and Accelerated Livelihood Support (GOALS)” which involves policy advice and technical assistance to the Ministry and State governments. Indira Awaas Yojana (IAY) is one of the schemes that has been selected for this project. The major focus of this project has been on strengthening the delivery mechanism of IAY and improving the quality of houses being built under the scheme by promoting the use of locally appropriate materials and technology.

As part of its support to IAY, UNDP is looking for a technically sound software analyst who can assess software requirements and design solutions for the future development of the existing Management Information System (MIS) i.e. Awaassoft. The analyst will be required to contribute to capacity building by imparting extensive training to field level functionaries on the use of AwaasSoft.

The selected candidate will be placed within the Ministry of Rural Development, New Delhi and will have to undertake extensive travel for conducting training workshops in States.

Summary of Key Functions

The Project Executive will work under the guidance and supervision of the Joint Secretary, RH and Programme Analyst, UNDP.  The incumbent will be primarily responsible for design and development of software modules in AwaasSoft and imparting training to ensure wider usage of the MIS.

Duties and Responsibilities

The Project Executive will be responsible for the following functions:

  • Requirement gathering, design and development, testing, implementation of software modules for electronic fund management system (e-FMS) in AwaasSoft;
  • Developing reports for monitoring progress and identifying implementation gaps in the scheme;
  • Redesigning existing modules to ensure optimization and enhance user friendliness;
  • Co-ordination with counterparts in the states for better utilization and absorption of existing e-governance solution;
  • Onsite and offsite training and capacity building;
  • Perform any other related tasks consistent with the level of the post and/ or assigned by the Joint Secretary, RH and Programme Analyst, UNDP.

Knowledge and Skills: 

  • Proficiency in C#, .Net, SQL, HTML5, JavaScript, XML;
  • Familiarity with MS SQL SERVER, WCF, RESTful Web Service, Encryption and Digital signing of XML document at client side;
  • Strong communication skills (written and oral). 

Required Skills and Experience

Education: 

  • Bachelor’s degree in Computer Science/ Information Technology. 

Experience: 

  • At least 2 years’ experience in software development;
  • Experience in website and portal management.   

Language: 

  • Fluency in English and Hindi is essential;
  • Knowledge of regional language(s) would be an asset.   

Remuneration package is Rs.60,006/- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
