Background

The UNDP Oslo Governance Centre (OGC) is one of UNDP’s 6 Global Policy Centres (GPCs) established in 2002 and working since May 2015 with a renewed mandate. Since its establishment more than a decade ago, the OGC has played a vital role in assisting partner countries to develop more democratic and effective forms of governance and sharing knowledge about lessons learnt and best practices. It is part of the Governance and Peacebuilding (GP) Cluster in the Bureau for Policy and Programme Support.

In its renewed form, the Centre has a specific mandate to work on the governance and peacebuilding pillar of UNDP’s work by focusing on the distillation of existing global knowledge, expertise and perspectives, to develop innovative policy solutions that promote effective and accountable governance and to contribute to conflict prevention and peacebuilding.

The newly revamped OGC aims to become a global Centre for policy development and applied research with an overarching focus on democratic governance and peacebuilding in crisis, conflict and transitional contexts. It will act primarily as a knowledge and convening hub bringing together like-minded Norwegian, Nordic and other partners from the South in undertaking applied research and developing policy options and tools for governance support in post-crisis and post-conflict environments, in order to find practical solutions on the ground which address the following thematic areas:

  • Governance and democratic challenges in countries that are transitioning out of crisis and conflict towards more inclusive institutions and more peaceful, prosperous equal and resilient societies;
  • Governance of extractive industries in post-crisis and post-conflict settings and its impact on sustainable development pathways and progress towards more inclusive institutions;
  • Governance of inclusion, and in particular how societies evolving from crisis and conflict address gender equality and the political and economic empowerment of women in a conflict sensitive manner;
  • Measuring governance for development results to inform and influence the contributions of UNDP and partners in the discussions on the post-2015 agenda and the measuring and implementation of the Sustainable Development Goals (SDG).

Duties and Responsibilities

Scope of Work:

The IC will provide support to OGC’s Policy Specialist (Knowledge Management) in the area of knowledge, communications and information management and its related dimensions. As a full time consultant the incumbent is expected to familiar with the latest thinking and best practice in the area of knowledge management as it is central to what the OGC does as a GPC. Broadly, the IC is expected to provide support in three main areas of work:

  • Research, documentation and collation of relevant information in Governance and Peacebuilding;
  • Systematization and curation of Governance and Peacebuilding related knowledge and information on the different online knowledge platforms;
  • Support to the OGC for the upcoming convening and knowledge related events.

Specific duties and responsibilities:

  • Directly support the development and dissemination of the Governance and Peacebuilding related advocacy / communications products such as OGC news updates / newsletters;
  • Support content management activities for the GP cluster and OGC online knowledge platforms;
  • Assist in research related activities supporting the development of Consolidated Replies to Queries / eDiscussions / eConsultations (for the forthcoming GP knowledge network);
  • Mapping of information / resources / lessons learned from various sources;
  • Support to the regular M&E/reporting activities for OGC / GP cluster knowledge activities and products;
  • Provide support to design and organization of OGC knowledge convening events like Policy Dialogues / brown bags /webinars / workshops;
  • Support the GP Federation of Rosters.

Expected Outputs and Deliverables:

  • Research and draft inputs as required into the development of the ongoing quarterly GP cluster news update and the planned monthly OGC newsletter;
  • Liaise with New York communications and other offices as required to update the OGC web pages for the revision and timely update of the online content and information;
  • Research and input into the development of online queries / eDiscussion / eConsultations and the consolidated replies;
  • Liaise with colleagues (when required) to encourage participation in GP network activities;
  • Assist technical teams on Yammer (new peer to peer knowledge platform of UNDP);
  • Clean up and continued migration of the GP knowledge resources from the former knowledge platform (Teamworks) to Yammer
  • Lead the preparation of a comprehensive mapping of Governance and Peacebuilding knowledge resources available on different platforms;
  • Assist the Policy Specialist to keep the online pipeline of knowledge products up to date;
  • Act as the overall coordinator of the GP Federation of Rosters.

Required Skills and Experience

Education:

  • A Master’s Degree in management, economics, sociology, development studies or other relevant field.

Experience:

  • Experience and knowledge of the UN system / UNDP will be considered an asset;
  • Strong knowledge of social media and web 2.0 tools;
  • Proven experience in the field of Knowledge Management
  • Computer literate in standard software applications;
  • Strong content management and IT skills.

Language:

  • Fluent in English;
  • Knowledge of an additional UNDP Working Language is an asset.

Special Considerations:

Schedule of Payments:

The consultant will be paid on a monthly basis on the successful completion and certification of deliverables

A daily fee option will be used, and for this purpose it must be noted that the:

  • The daily fee must be “all-inclusive”
  • An IC Time Sheet will be submitted by the Consultant, duly approved by the Individual Consultant’s supervisor, which shall serve as the basis for the payment of fees

Criteria for Selecting the Best Offer:

The Individual Consultants are expected to submit their CVs, which will be evaluated initially based on a Technical Criteria (70%). Once the proposals are received a thorough desk review will be conducted to assess and select the best suited candidate.

Criteria Weight:   

Technical Competence (based on CV and interview (if required)) = 70%     

  • 3-5 years’ of relevant experience: 30%
  • Experience of undertaking knowledge / communications / information management related work: 20%
  • Ability  to  carry  out  research,  to  contribute  to  the formulation  of  policies,  processes  and  guidelines  for  development and governance systems: 20%.

Only applicants meeting all minimum requirements and obtaining a minimum of 70% (or 70 points) on technical evaluation will be considered for the Financial Evaluation and requested to submit a daily rate.

Financial evaluation criteria = 30%.
