Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP Is a lead agency for addressing the dimensions of HIV and AIDS relating to human rights, gender and sexual diversity and is a cosponsor of UNAIDS. In addition, UNDP contributes to public health and development partnerships through collaborations with the Global Fund to Fight AIDS, Tuberculosis and Malaria (the ‘Global Fund’), Roll Back Malaria, Stop TB Partnerships, and special programmes on human reproduction and infectious diseases that disproportionately affect poor populations.

As part of its wider engagement with the United Nations, the Global Fund has partnered with UNDP since 2003 to ensure that grants are implemented and services are delivered in countries facing complex challenges. The partnership focuses on three closely linked areas of work: implementation support as interim Principal Recipient (PR), capacity development, and policy engagement. UNDP was nominated as the PR by the Country Coordinating Mechanism in December 2014 for the multi-country Pacific grants (TB and HIV; and Malaria (Vanuatu)) (the ‘Multi-country Programmes’).

For the implementation of the Multi-country Programmes, the UNDP Pacific Centre is establishing a Programme Management Unit (PMU) to coordinate and oversee the implementation and to ensure compliance of the terms and conditions of the grant agreements with the Global Fund and UNDP rules, policies and procedures. The PMU will ensure coordination with the PIRMCCM, Government and CSOs, regional partners, the Global Fund and other key stakeholders in the health and development sector (bi-laterals, private sector) and technical assistance providers in both Western Pacific and Cook Islands, Niue, and Samoa which are covered by the UNDP Multi-Country Office located in Samoa.

Under the guidance and direct supervision of the Programme Manager (P4) the Project Coordinator in Samoa is responsible for the management of UNDP Global Fund HIV and TB programme components within the PMU. He/she is responsible for monitoring the implementation of the activities of the HIV and TB programmes. Moreover, he/she will support the PR strategy to strengthen the technical and management capacity of the national institutions.

The Programme Analyst works in close collaboration with the programme PMU in the Pacific, Pacific Centre, Joint Operational Centre, UNDP Sub-Recipients (SRs) and other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to ensure successful implementation of the global fund HIV and TB programme.

The PMU in the Pacific Centre will work in partnership with the outposted personnel and the MCO in Samoa on intended work plans to be implemented in the participating countries.  The out-posted personnel in the MCO will be located in the Governance and Poverty Reduction Unit, under the general oversight of the Assistant Resident Representative (ARR) and co-reporting to the ARR and the Programme Manager based in the Pacific Centre

Duties and Responsibilities

Ensures implementation of HIV and TB programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
  • Coordinate the implementation of Global Fund HIV and TB programme components;
  • Review the planned actions of Sub-Recipients (SRs) involved in the implementation of HIV and TB components to ensure compliance and execution in line with the national response strategies and the Global Fund.

Ensures effective management of the Global Fund HIV and TB programmes, achieving the following results:

  • To assume the operational management of the HIV and TB programme – plan, initiate and manage project activities - in accordance with UNDP rules and procedures;
  • Coordination of the implementation of the HIV and TB programme with Sub-recipients and other regional/technical partners;
  • Financial and substantive monitoring and evaluation of the programme, identification of operational and financial problems, development of solutions;
  • Monitor the HIV and TB programme and activity results against those planned, together with the cost of achieving those results;
  • Support the implementation of M&E action plan as agreed with the Global Fund;
  • Ensure that the programme management module in ATLAS is updated on a quarterly basis;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • Perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
  • Participation in coordination of audits and follow up on audit recommendations. All exceptions are timely reported.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Maintain close co-ordination between the GF programme with other initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of programmatic activities;
  • Participate and promote the organization of events, forums etc. on HIV and TB prevention, treatment and advocacy in order to fortify the different national structures;

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Provide guidance and capacity building to SRs and national entities;
  • Develop training plan/curriculum for the SR financial and conducts trainings on GF performance based funding and financial reporting requirements management system;
  • Synthesis of lessons learned and best practices in successful achievement of HIV and TB programme targets. Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Bachelors or Master’s Degree, or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 2 years (for holders of Master’s degree) or 4 years (for holders of Bachelor’s Degree) of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Previous UNDP work experience would be an added advantage;
  • Previous Global Fund work experience would be an added advantage.
