Background

Under direct supervision of the Programme Specialist Sub-National Parliament and in close coordination with the Programme Analyst Parliament, the incumbent is responsible for supporting the implementation of activities at the region and state level under the parliamentary strengthening output of the UNDP Country Programme. The incumbent will also be responsible for further developing relations with and providing regular information on the work of region and state Huttaws and other relevant stakeholders, including civil society organizations in their area of responsibility. The incumbent will identify resources, including implementing partners, for the implementation of activities at the region and state level under the parliamentary strengthening output.
Furthermore the incumbent will be responsible for providing input to the parliamentary strengthening output of the Country Programme based on knowledge of and experience with the development of the democratic institutions of Myanmar, especially the region and state Hluttaws. The incumbent will also contribute to promoting coordination and close collaboration at the sub-national level with other outputs of Pillar 3 (Rule of Law, Public Administration, Development Effectiveness), and the social inclusion and the civil society strengthening outputs of Pillar 1 of the UNDP Country Programme.

Duties and Responsibilities

Summary of key functions:

  • Supports developing programme strategies under the sub-national parliamentary output;
  • Manages sub-national parliamentary activities at the region and state levels;
  • Supports coordination across the UNDP programme at the region, state and local levels;
  • Develops and foster relations with local stakeholders at the region, state and local levels;
  • Collects information and provides analysis on economic and political events at the region, state and local levels relevant to the UNDP’s parliamentary strengthening output.

Under the direct supervision of the Programme Specialist, Sub-national Parliament, and acting in close coordination with the Programme Analyst Parliament, the incumbent supports coordination and implementation in the programme area of region and state-level parliamentary strengthening:

Develop and implement programme strategies

  • Contributes to the design, monitoring and evaluation of region and state Hluttaw strengthening activities;
  • Develops, in close consultation with counterparts, activities that ensure smooth implementation of strategic plans by region and state Hluttaws;
  • Supports the development and implementation of induction activities for new Members by region and state Hluttaws;
  • Supports building of relations of region and state Hluttaws with CSOs and media that could facilitate public information and civic education activities;
  • Supports developing a functioning network among region and state Hluttaws for sharing of good practices and experiences;
  • Collects information and provides analysis on economic and political events at the region and state level in support of development and implementation of UNDP’s parliamentary strengthening output;
  • Supports the assessment of the effectiveness of UNDP’s parliamentary strengthening  activities at the region and state level;
  • Prepares communication products in order to inform a wide audience of UNDP’s support to parliamentary strengthening at the region and state level;
  • Provides inputs to developing the Annual Work Plan and budgets of UNDP’s parliamentary strengthening output;
  • Identifies resources at the region, state and local levels who can be engaged in implementation of activities.

Manage and implement region and state level governance activities under the parliamentary strengthening output:

  • Prepares and organizes activities to be implemented under the Annual Work Plan of UNDP’s parliamentary strengthening output;
  • Implements capacity building activities for region and state Hluttaws, and other counterparts at the region and state level as requested;
  • Supports building the capacity of region and state level governance stakeholders for inclusive and participatory coordination, planning and policy making;
  • Provides effective support and advice to national/international specialists working on specific activity results related to region and state level governance under the parliamentary strengthening output;
  • Ensures effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results;
  • Conducts financial and substantive monitoring and evaluation of project activities;
  • Identifies operational and financial problems in the delivery of activities and develops solutions;
  • Prepares regular narrative and financial reports on activities and outputs;
  • Contributes to the design and formulation of the UNDP country office programme regarding strengthening of region and state-level governance, translating UNDP’s priorities into local interventions.

Support coordination across the UNDP programme at the region, state and local levels:

  • Coordinates with other outputs of UNDPs country programme, particularly the Local Governance Programme, for maximizing the effect of activities under the programme intervention;
  • Coordinates closely with the UNDP Area Office Coordinators and staff in the State/Regional office supporting operations;
  • Supports greater engagement between region and state Hluttaws and other local stakeholders such as township administrations, township committees, civil society and media.

Develop and foster relations with stakeholders at the region, state and local levels:

  • Develops and maintains relations with counterparts at the region state and local level;
  • Develops partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP and country needs;
  • Contribute to the development of effective partnerships and competitive selection of partners for implementation of UNDP projects;
  • Any other tasks as assigned by the Programme Specialist Sub-national Parliament and Programme Analyst Parliament for the Parliamentary Strengthening Output.

Required Skills and Experience

Education:

  • A Bachelor or Master in Political Science, Development Studies, Economics, Human Rights and/or Law or a related discipline.

Experience:

  • Candidates with Bachelor degree require 4 years of experience while candidates with Master degree require 2 years of relevant working experience in fields such as design, monitoring and evaluation of development projects,  providing capacity development and training;
  • Proven project cycle management experience with sound knowledge and experience in all aspects of project cycle (design, implementation, monitoring & evaluation);
  • Experience in report-writing;
  • Ability to work well in multi-disciplinary and multi-cultural teams;
  • Experience in the usage of computers and office software packages, and handling of web based management systems.

Language: 

  • Fluency in English (both writing and speaking) and Myanmar.
