Background

UNDP Mozambique is seeking for a Project Manager, who under the overall guidance and supervision of the Head of Governance Unit and in close collaboration with the Ministry of Justice, Constitutional and Religious Affairs, will be responsible for Project management and implementation, and will ensure timely and effective implementation of the annual work plan of the Project “Strengthening Access to Justice, Rule of Law and Human Rights Protection”.

He/she will work as a team with the Project Coordinator (National Director), and other project team members including national and international specialists, to prepare all scheduled activities. The Project Manager will be housed at the Project site, within the Ministry of Justice, Constitutional and Religious Affairs and whenever necessary will travel to projects sites.

Taking into account the complex nature of the Project “Strengthening Access to Justice, Rule of Law and Human Rights Protection”, the Project Coordination will interact with high level staff from several justice Sector institutions including the Supreme Court, the Attorney’s Office, the National Human Rights Commission, the National Penitentiary Services (SERNAP), the Free Legal Aid Services (IPAJ) and many others at national and local level.

Duties and Responsibilities

The key functions of the Project Manager include but are not necessarily limited to the following:

Formulation of Planning and Reporting Documents:

  • Formulation of Annual work plans and related budgets, to be submitted to the Project Boards;
  • Formulation of quarterly work plans and related budgets to be submitted to UNDP for funding;
  • Preparation of quarterly narrative and financial reports, according to UNDP M&E guidelines;
  • Preparation of annual narrative and financial report to be submitted to the Project Board.

Ensure Project management:

  • Formulation of TORs and contracts for service providers in consultation with Ministry f Justice;
  • Supervise the organization of a transparent and efficient financial system;
  • Supervise the procurement procedures of project equipment and material;
  • Authorize disbursements of approved project funds;
  • Coordinate project initiatives with Government and non-Government agencies;
  • Visit project sites at central and provincial level on a regular basis.

Ensure implementation of the project and procedures, focusing on achievement of the following results:

  • Full compliance of project activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies;
  • Implementation of an effective internal control, proper design and functioning of the financial resources management system.

Ensure effective and accurate management and monitoring and evaluation focusing on achievement of the following results:

  • Systematic check and monitoring on project Annual Work Plan activities as well as expenditures;
  • Proper planning, expenditure tracking and audit of financial resources;
  • Monitoring and evaluation system of project activities, identification of bottlenecks and development of solutions;
  • Setting of delivery targets and monitoring of project expenditures;
  • Consistency of National Implementation UNDP Modality financial transactions with Annual Work Plans and budgets, and full compliance with established rules, regulations and procedures.

Ensure facilitation of knowledge building, knowledge sharing and guidance to all project stakeholders, mostly in terms of formulation of plans, request for funds, its utilization, and reporting 

Provide the necessary guidance and advice to other Justice institutions on formulation of Plans, request for funding, resource utilization and reporting.

Required Skills and Experience

Education:

  • University Degree or equivalent in Law, International Relations, Public Administration, social science or related field.

Experience:

  • A minimum of 10 years of extensive working experience in the Justice sector in Mozambique;
  • Previous experience (at least 3 years) as manager in a UN agency or a donor funded project will be an advantage;
  • Demonstrated ability in coordination, leadership and group management;
  • Experience in working with civil society, will be an advantage;
  • Experience in UNDP project management will be a competitive advantage;
  • Computer literacy.

Language:   

  • Fluency Portuguese (written and spoken) required;
  • Knowledge of English will be a strong advantage.
