Background

Purpose of the Contract

The situation for approximately 1.7 million children affected by the ongoing crisis in Ukraine remains extremely serious. Since last year, 68 children have been killed and 182 injured, while over 1.3 million people have been displaced internally, including nearly 177,000 children. UNICEF continues to respond to humanitarian needs and advocate on behalf of children in Ukraine within and outside of the country with donors, media and the public at large.

UNICEF Ukraine is inviting an individual consultant with a profound experience in results-based reporting to support our emergency response.

Duties and Responsibilities

Objective of the Contract with expected results, outcomes, products, sub products, outputs

The objective of the contract is to support the UNICEF office in Ukraine in ensuring quality reporting to support organization’s emergency response with the following expected results:

  • Ensured timely information on progress and results is available by compiling, organizing, analyzing, monitoring, and preparing data for situation reports, fact sheets, donor reports, briefing notes, and other reporting products;
  • Drafted reports on the impact of the crisis on children as well as UNICEF’s response to support children and families in need, based on section monitoring and combined with inputs from Regional Advisers;
  • Supported the Country Office in the development of a reporting plan, including date and requirements template to facilitate effective emergency programme progress reporting;
  • Undertaken filed visits to gather the information on results related to the emergency response activities to ensure that all data from the field is captured, documented and reported in a results-based and timely manner for donors and internal purposes;
  • Supported donor relations by contributing to the production of various communication products for donors and accompanying donors during the field visits in coordination with programme and field offices colleagues;
  • Provided support to improved information and knowledge management systems by ensuring adequate frequency updates, access and standardization of information and situation analysis of women and children in Ukrainian crisis;
  • Provided high quality editing and formatting for emergency response related documents for external audience;
  • Supported sections on proposal development for donors to raise funds for the emergency response in Ukraine;
  • In coordination with Emergency Coordinator and Communication Officer, supported the development of commonly agreed sets of fact sheets, donor briefs and FAQs for the purpose of external communications;
  • Supported other partners (i.e. OCHA) in aligning reporting and info requests to avoid duplications.

Deliverables based on the work plan (to be approved by the Communication Officer):

  • Monthly UNICEF Ukraine Situation Reports are produced;
  • Weekly updates to OCHA Situation Reports are submitted;
  • Weekly internal updates are prepared;
  • Factsheets, Q&As, briefing notes are developed per the request;
  • Donor proposals, reports are developed/reviewed per the request;
  • Field visits, including monitoring and donor visits, are undertaken;
  • Regular participation in the Crisis Response Team meetings and the relevant consultations with partners.

Details of how the work should be delivered

Consultant has to submit to UNICEF all relevant documents such as: Situation Reports, Briefing Notes, Q&As in English.

Performance indicators for evaluation of results

Evaluation of performance will be based on the following indicators:

  • Technical and professional competence (will be measured by quality of consultations provided to UNICEF, as well as feedback from UNICEF’s partner organisations);
  • Quality of work, including quality of developed feedback, recommendations, advice and on-going consultations;
  • Timeliness of deliverables submission.

Such indicators as work relations, responsibility, ability to work effectively under pressure and communication will be also considered during evaluation of the consultants work.

Competencies

  • Analytical and conceptual ability; communication skills;
  • Planning and monitoring skills; ability to organize work and projects;
  • Computer skills, including internet navigation, and various office applications.

Required Skills and Experience

Education:

  • University degree in Social Sciences, international relations, communication or related technical field.

Experience:

  • Five years progressively responsible experience in humanitarian/situation reporting, report-writing, monitoring and evaluation or related field.

Language:

  • Fluency in English and another UN language required;
  • Knowledge of the local working language of the duty station is an asset.

Definition of supervision arrangements

The consultant will be supervised by the UNICEF Ukraine Emergency Coordinator, and will work closely with the Communication Officer and programme staff.

Description of official travel involved

The consultant will undertake travel to the regions of Ukraine on as needed basis. No travel shall be undertaken prior to completing the UN Basic and Advanced Security in the Field Courses.  The travel will be covered separately via Travel Authorization (TA) in accordance with UNICEF rules and regulation.

Payment settlement

Payment will be processed on a monthly basis following the submission of the report by a consultant.

UNICEF recourse in the case of unsatisfactory performance

In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager.

Support provided by UNICEF

Day-to-day support for the assignment will be provided by the UNICEF communication and CRT teams and will include relevant information sharing, briefing and de-briefing sessions, and accompanying some of the consultant’s meetings with partners, when necessary.
