Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The Consultant, Gender, Economic Empowerment based in New York will be responsible for contributing programmatic support, substantive advice and technical expertise and knowledge to the thematic area of Gender, Economic Empowerment. S/he has technical knowledge in the areas of poverty reduction, livelihoods, social protection, post-crisis/conflict economic recovery.

Duties and Responsibilities

Under the overall supervision of the UNDP Gender Team Director or her designate, the Consultant will be required to deliver the following duties:

Knowledge production

  • Coordinate and supervise policy research on gender and economic empowerment, including, but not limited to, post-crisis economic recovery and infectious diseases.

Programmatic and Advisory services:

  • Support the development of a gender and social protection line of work in collaboration with Regional gender teams;
  • Provide inputs for advisory services on gender and economic empowerment to gender team, BPPS units, Country offices, and other corporate units as needed through a mission in country or virtually (emails, webinars, trainings, etc.);
  • Provide inputs for corporate briefings, talking points and speeches as needed;
  • Provide inputs for corporate work on mainstreaming gender into the Sustainable Development Goals (SDGs);
  • Support for mainstreaming gender in UNDP’s Ebola recovery strategy by supporting gender advisors in Sierra Leone, Liberia and Guinea, providing substantive inputs and participating in meetings as necessary.

Expected Deliverables

The following deliverables will be expected:

  • Finalized drafts of knowledge products on infectious diseases and economic empowerment and gender and economic empowerment in post-crisis recovery settings;
  • Effective programmatic and advisory services on gender and economic empowerment provided.

Travel

If consultant is required to travel for a specific purpose, UNDP will arrange and cover the cost of the official travel in accordance to UNDP rules and procedures by providing tickets, travel allowances – daily subsistence allowance and terminal expenses.

Required Skills and Experience

Education:

  • Masters degree in a gender equality and development discipline (women’s studies, economics, public policy, social policy).

Experience:

  • Minimum of 7 years of comprehensive knowledge in gender and development, economic empowerment, poverty reduction, social protection or related fields;
  • Proven research and writing skills in relevant topics;
  • Experience with UNDP and strong understanding of the UNDP, operations and structures, particularly those related to gender equality and women’s empowerment and field experience.

Language:

  • Fluency in spoken and written English.
  • Ability to speak other UN language highly desirable

Step 3) Submission of Financial Proposal

Shortlisted applicants will be requested to submit all-inclusive lump sum daily fee in US Dollars for this consultancy.

Step 4) Submission of writing sample

Shortlisted candidates will be asked to submit a short single-authored writing sample

Evaluation of Applicants

Individual consultants will be evaluated based on the following methodology:

Technical Evaluation

Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.

The following criteria will be used in the Technical Evaluation:

Technical evaluation criteria will be rated with a score (totaling a maximum of 70 points).

  • Criteria A: Proven experience of policy work in gender and development, economic empowerment, poverty reduction, social protection or related fields (30 points);
  • Criteria B: Proven research and writing skills in relevant topics (25 points);
  • Criteria C: Experience with UNDP operations and structures, particularly those related to gender equality and women’s empowerment and field experience (15 points).

Only candidates obtaining a minimum of 49 (70%) points on the technical criteria will be considered for the Financial Evaluation.

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal (30 points)

µ = price of the lowest priced proposal
z = price of the proposal being evaluated
