Background

Under the overall guidance of the Security Adviser (SA) and the direct supervision of the Field Security Coordination Officer (FSCO), the incumbent renders advisory/supervisory/technical services on all emergency telecommunications matters for UN system in Nepal. The incumbent ensures that the UN Nepal Emergency Communications system functions effectively on a continuous and uninterrupted basis.

Duties and Responsibilities

Summary of Key Functions:

  • Provide telecommunications advice to Security Management System (SMT) through Security Adviser (SA) UNDSS;
  • Coordinate all issues related to United Nations Nepal emergency telecommunications network;
  • Liaise with UN agencies and local/national regulatory authorities in Nepal on the issues of UN emergency communications system;
  • Install, repair and maintain emergency telecommunications equipment;
  • Plan and organize training on emergency telecommunications systems to UN personnel;
  • Ensure technological upgrading and cost saving measures on the part of UN emergency communications system.

Provide Telecommunications Advice to SMT through SA DSS in ensuring the following activities:

  • Providing effective and realistic recommendations on emergency telecommunication matter, in proper consultation and coordination with UN Nepal Telecommunications Working Group (UN TWG);
  • In liaison with UN TWG, produce and recommend cost estimate to operate, repair and maintain UN emergency communications network;
  • In liaison with UN TWG, assist the SA towards designing, institutionalizing, and upgrading UN Emergency Communications System commensurate to UN Security Plan in Nepal.

Coordinate Technical, Administrative and Operational Issues of UN Emergency Communications Network in Nepal ensuring the following activities:

  • Coordinate deployment of UN Nepal emergency communications networks and supporting infrastructures. e.g. HF/VHF radios, satellite voice and data communications, telecommunications towers and corresponding power supply system;
  • Coordinate technical, logistical, and administrative support to UN emergency communications system to ensure its reliability, robustness, efficiency and continuity;
  • Coordinate stock of emergency telecommunications equipment and its distribution including list of available telecommunications staff (emergency) to support UN emergency response plan;
  • Coordinate staffing requirement of UN radio rooms to ensure its’ smooth functioning;
  • Identify and coordinate telecommunications support available from vendors/service providers to UN organizations in Nepal requiring such assistance.

Liaise with UN Agencies and Local/National Regulatory Authorities on the Issues of Emergency Communications System ensuring the following activities:

  • Liaise with the local/national regulatory authorities on behalf of UN SMS/UN AFPs for radio frequency licensing and other issues of UN Nepal emergency communications system e.g., radio frequency interference, sharing of premises and infrastructures and etc in consultation with concerned UN agency;
  • Liaise with UN agencies in Nepal to establish UN Nepal telecommunications working group (TWG) in order to provide effective advice to UN SMT and UN AFPs;
  • Liaise with UN agencies in Nepal to ensure its’ full compliance with  MOSS requirements spelled out under  telecommunications elements of MOS;
  • Liaise with UN agencies in Nepal in order to maximize inter agency collaboration and implement the standard operating procedures in the field of emergency telecommunications;
  • Liaise with UN agencies in Nepal to ensure that their telecommunications systems are compliant to the relevant frequency and call sign allocations to ensure network discipline and also to coordinate changes on radio frequency, radio channel arrangement and call sign allocations across the operational area.

Install, Repair and Maintain Emergency Telecommunications Equipment:

  • Overall responsible for the proper installation and technical effectiveness of emergency telecommunications equipment installed in UN radio rooms, UN offices and UN vehicles in Nepal;
  • Establish control system to ensure that all UN Nepal emergency telecommunications equipments are in proper repair and working order;
  • Maintaining and updating inventory list of Emergency Communications system.

Provide Training to Operate, Maintain, and Troubleshoot Emergency Telecommunications Equipment ensuring the following activities:

  • Collaborate with UN organizations in Nepal regarding the training of all UN personnel on the use of emergency telecommunications equipment e.g. HF/VHF radio, sat phone, satellite IP modem, GPS and also UN Nepal Voice Procedure and Radio Room Reporting Procedure;
  • Liaise with UN Nepal Telecommunications Working Group to train agency staff/technician on operating and troubleshooting of emergency telecommunications equipment as required;
  • Provide training to UN Emergency Communications Assistants to operate, maintain and troubleshoot radio room equipments.

Ensures Technology Upgrading and Cost saving Measures  focusing on the achievement of the following results:

  • Identify and test new software and hardware for improving and upgrading system performance; make recommendations to all UN agencies in Nepal and supervise installation of any technology upgrades as required;
  • Maintain and analyze telecommunications data and statistics to be able to identify, recommend and implement cost saving measures;
  • Identify appropriate standards common to all UN organizations in Nepal to procure telecommunications equipment at the least cost and the most expedient manner.

Required Skills and Experience

Education:

  • Completion of Bachelor level degree in Telecommunications/Electronics/Electric.

Experience:

  • At least 3 years of professional experience in design, implementation, operations and maintenance of radio telecommunications networks is required;
  • Knowledge and experience in providing technical support in a 24/7 emergency telecommunications environment is required;
  • Experience in management of security communication in an international organization is preferred;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);

Language Requirements:

  • Fluency in written and spoken in English and Nepali languages.
