Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Regional Office for the Americas and the Caribbean is based in Panama and serves as hub to provide technical support, strategic guidance, backstopping and advisory services to field offices in countries. The team at the Regional Office is of approximately thirty members including international and national staff both at the programme and operations departments.

UN Women has currently presence in 15 countries in LAC, out of which 10 are country offices and 5 are programme presence.

UN Women is searching for an Evaluation Analyst to be based in Panama Regional Office. Under the supervision of the Regional Evaluation Specialist, the UN Volunteer will support decentralized evaluations at regional and country level, ensuring use of evaluation findings and recommendations, and supporting UN coordination on gender responsive evaluation.

Duties and Responsibilities

Under the direct supervision of the Regional Evaluation Specialist for the Americas and the Caribbean, the UN Volunteer will undertake the following tasks:

  • Support decentralized evaluations in the region, including regional and country evaluations, promoting stakeholder’s ownership and learning;
  • Provide methodological advice and quality assurance to decentralized evaluation processes, including the preparation of TOR, evaluation study, final evaluation report and dissemination strategy;
  • Support the planning, monitoring and implementation of evaluation plans in UN Women’s Regional and Country Offices;
  • Contribute to corporate level evaluation processes led by the Independent Evaluation Office (IEO);
  • Organize meetings, workshops and webinars on gender responsive evaluation at regional level;
  • Follow up the recommendations of evaluations with M&E Officers/Focal Points;
  • Collaborate with Regional Inter-agency Working Group on Monitoring and Evaluation on integrating gender equality perspective in evaluation;
  • Collaborate with regional and national networks and professional evaluation bodies in the area of gender responsive evaluation.
  • The Evaluation Analyst will perform other related duties and assignments when required.

Furthermore, UN Volunteers are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required Skills and Experience

Education:

  • Bachelor’s degree in social science, international development, evaluation or related field.

Experience:

  • A minimum of 3 years professional experience in evaluation and/or international cooperation;
  • Knowledge and/or work experience on gender equality and human rights;
  • Field work experience is an asset;
  • Experience related UN Women’s mandate and activities is an asset.

Language:      

  • Fluency in Spanish;
  • Working knowledge of English;
  • Knowledge of any other UN official language is an asset.

Conditions of Voluntary Service:

  • A monthly stipend of B/. 1,063 (One Thousand Sixty-Three Balboas with 00/100) including medical insurance for the volunteer.
