Background

The Corporate Strategy and Governance Unit based in the Executive Office provides support to effective organisational leadership by the Administrator and Associate Administrator, including overarching organisational steering and tracking as well as organisational governance and accountability of top management. The Unit also performs coordination and monitoring of a limited number of ‘mission critical’ issues (which will change over time). In addition, the Unit maintains an underlying capacity for continuous change management over time (readiness and expertise).The Unit is composed of three teams which collaborate closely together:

Strategic Plan Design and Implementation Team. This team focuses on the development of the new Strategic Plans and provides corporate oversight of current Strategic Plan Implementation.

Organisational Governance and Accountability Team. This team is responsible for the design and development of internal organisational governance arrangements, as well as strategic management of UNDP’s engagement with the Executive Board’s decision making role. It performs the joint secretariat function for the Executive Board, the Executive Group, and Organisational Performance Group.

Organisational Strategy Team. This team provides capacity to support continuous organisational change for improved organisational effectiveness in line with strategic directions. As required, it initiates and coordinates projects to address gaps and/or innovate before handing over to the relevant business unit(s), and supports organisational level reporting on management performance to the governance bodies.

The Programme Specialist (Analysis & Monitoring) contributes to organizational, governance and strategic plan analysis, including the identification of issues, gaps, and best practices, and establishes and maintains robust data analytics tools that help to assess key aspects of governance, organization/management and strategic plan performance and effectiveness.  

Duties and Responsibilities

Summary of Key Functions:

 

  • Contribute towards organizational analysis and organizational effectiveness initiatives;
  • Support the development of organizational reporting on management performance;
  • Contribute towards the coordination of corporate planning, monitoring, and reporting exercises (e.g. Annual Business Planning);
  • Continuous, active engagement and consultations with bureaux focal points on related topics;
  • Facilitation of knowledge building and knowledge sharing.

Contribute towards governance and organizational analysis

  • Research best practices in similar organizations within the UN system and other international organizations;
  • Prepare initial drafts of technical advice and documents that responds to senior management decisions/requests;
  • Proactively identify/anticipate issues arising from various corporate initiatives, performing gap analysis, identifying possible approaches/solutions;

Support the development of organizational reporting on management performance

  • Conduct analysis of organizational initiatives underway, providing systematic support and informing decisions of senior management;
  • Develop and support robust data analytics tools that help to assess organization/management performance and effectiveness of specific change initiatives;
  • Develop reporting frameworks/models that capture the necessary datasets, outlining the quality checks/assurance of data integrity.

Contribute towards the development of new Strategic Plans and monitoring of Strategic Plan implementation

  • Undertake research and forward looking analysis to support the development of new Strategic Plans and mid-term reviews of existing Strategic Plans;
  • Support the development and implementation of monitoring mechanisms to track key aspects of strategic plan implementation (e.g. programme alignment);
  • Support regular monitoring and analysis of annual business plan implementation, tracking against overall Strategic Plan objectives;
  • Support Bureaux in operationalizing, implementing, and achieving identified results and indicators.

Continuous, active engagement and consultations with bureaux focal points on related topics

  • Consolidate inputs from various initiatives and Bureax into succinct presentations (written and verbal) for senior management;
  • Ensure continuous, cross-team communication throughout the course of the project, raising issues and concerns appropriately;
  • Discuss and anticipate risks with the Bureaux while identifying feasible solutions.

Facilitation of knowledge building and knowledge sharing

  • Facilitate knowledge building and knowledge sharing within team and other relevant colleagues;
  • Synthesize lessons learnt and best practices during various corporate/strategic plan initiatives.

Required Skills and Experience

Education: 

  • Advanced university degree in management, public administration, or other relevant discipline.

Experience

  • At least 5 years of progressively responsible professional work experience in  management, monitoring & reporting, data analysis, or other related field of work.

Language Requirements

  • Excellent verbal and drafting skills in English required;
  • knowledge of other UN languages desirable.
