Background

In 2010 the Bureau of Treasury (BTr) signed a technical cooperation agreement with the United Nations Conference on Trade and Development (UNCTAD) for the implementation of the “Strengthening Debt Management Project: PHI/OT/ABK” at the BTr. The project aims to strengthen the BTr’s ability to perform its debt management functions. It takes a holistic approach to strengthening the Bureau by addressing both the overarching organizational issues as well as the key operational tasks that impact its debt operations.

The project has 4 major objectives, including upgrading of UNCTAD’s Debt Management and Financial Analysis System (DMFAS) to its latest version. The project objectives are:

  • To implement a planned, managed, monitored and evaluated project;
  • To improve institutional arrangements with BTr and build overall human and technical capacity in support of debt management;
  • To strengthen BTr’s risk management and debt analysis (‘middle office’) functions;
  • To strengthen specific debt management functions within the Btr.

Rationale of the Project’s IT Resourcing Requirements

  • Support for Project Objectives/Outputs.

The study that provided basis for the project indicated the strong need for IT support for BTr.  To fully support the project and help ensure its successful completion, particularly Objective Nos.2.4 (Improved IT service management in support of debt management) and 4.2 (Consolidation of external and domestic debt databases), there is a need to fill the IT workforce gaps in BTr.  For this purpose, the project through its Steering Committee has deemed it necessary to hire and fund the services of eleven (11) IT experts / specialists for at least 24 months.

  • Changing IT Environment at BTr

The BTr is in the midst of a government-wide Public Financial Management Reform Program which seeks to instil efficiencies in cash and debt management.  These functions would require a more responsive and robust IT organization aptly complemented by sufficient and competent personnel.

The Bureau, however, is in process of reorganizing itself as a consequence of the anticipated adoption of the Treasury Single Account (TSA) and the implementation of a  new version of UNCTAD’s  Debt Management & Financial Analysis System (DMFAS).  Unless and until the proper approvals are obtained for the new organizational structure, the BTr cannot hire new or additional personnel into its plantilla.

Thus, the need to supplement and boost the capability of the BTr IT organization in supporting the new functions that are foreseen to be included as a consequence.

Duties and Responsibilities

Under the supervision of MISS Director, the Programmer will carry out the following tasks:

  • Assist in the operation and maintenance of DMFAS 6 and other IT Systems in BTr, including development of a database for contingent liabilities;
  • Development of new applications, including customized reports and worksheets in accordance with user requirements;
  • Documentation of completed applications, including revisions done on existing applications;
  • Maintain the link between IMAS B and DMFAS 6;
  • Perform other related MISS functions that may be assigned to him/her by MISS Director.

  • knowledge of web design, knowledge of Microsoft Windows network administration, ERP;
  • Ability to supervise and train support staff;
  • Ability to provide input to business processes re-engineering, elaboration and implementation of new systems;
  • Excellent supervisory skills.

Required Skills and Experience

Education: 

  • Bachelor’s degree or master’s degree in IT or related courses.

Experience: 

  • At least 2 years’ experience;
  • Experience with Oracle procedures, programming and data structure will be an advantage;
  • Programming with the use of PhP, .Net, or Java;
  • Experience with Oracle databases;
  • Previous working experience with a UN agency an asset.

Language requirements:

  • Fluency in the English and national language.
