Background

The assignment falls within the framework of the Project “Integrated Economic & Social Development Policy Framework” at the Ministry of Planning and International Cooperation (MOPIC). After launching the “Jordan 2025” document various activities became a requirement for the next phase. The drafting of the Quality of Life Index (QLI) report for the year 2013 became a necessity that requires attention on the policy level. The QLI is a multidimensional measure used in the analysis of poverty. It signifies a broader framework for assessing poverty than just using on income and expenditure. As a composite measure, it represents the degree of satisfaction of basic needs that together constitute human wellbeing. QLI has been divided into five fields (education, health, housing, neighborhood services and economic status). The above mentioned report aims to support decision makers and policy planners in their way of thinking and develop new methodologies to be adopted to be used in the high level of the government. The project also aims to define a new methodology to define multidimensional poverty using QLI where this report will be consisted of comprehensive analysis of QLI results for both years 2010 and 2013, analyzing each year alone and linking the results with the macroeconomic status of the country then analyze the trends among the fields  within the comparison years 2010 and 2013.

The QLI will be determined using data collected through the Household Expenditure and Income Survey (HEIS) carried out every two to three years by DOS, latest being the 2013 HEIS. QLI classifies the population according to five categories based on their living standards: Very Low, Low, Middle, High, and Very high. This classification will provide a tool for identifying the ‘middle class’, as sought by MOPIC.

Specifically, the index is a measure of the overall wellbeing of households which can be classified and assessed according to: urban and rural areas, governorate, household size, and proportion of children, main source of income, or the characteristics of the head of household which include sex, working status, work sector, occupation, educational level, and age.

Overall Purpose

The purpose of this consultancy is to assist policy and strategies directorate (PSD) at (MoPIC) by drafting a comprehensive and professional QLI report for the year 2015 based on the year 2013.

The Specific Objectives are as follows:

  • Draft the 2013 QLI report;
  • Validate the current methodology to be valid on the real cases of Jordan economy and to be more adequate and realistic;
  • To write professional QLI comparison chapter for the years 2010-2013 showing the trends between the fields indicators and linking the analysis with the government interventions to evaluate their impact. Also, to link the results with the country macroeconomic indicators. Finally, to prepare policy measures based on the findings of the comparison analysis to help decision makers in their tasks.

Duties and Responsibilities

Consultant is expected to undertake the following tasks:

Draft the 2013 QLI report

  • Review current QLI results, its descriptive analysis tables and figures;
  • Conduct meetings with PSD staff at MOPIC work;
  • Conduct meetings and interviews with other line ministries’ and departments’ connected to the QLI fields;
  • Study the current methodology for QLI to understand it very well and develop new thoughts support the work path;
  • Define the component of QLI report;
  • Classify the type of indicators (qualitative, quantitative);
  • Verify each indicator data (way of collecting it and how to be compared);
  • Define and test all information sheets (source) per indicator;
  • Identify and analyze tables and figures using professional way of writing (descriptive and inferential analysis) for both 2010 and 2013 QLI results;
  • Analyze 2010-2013 comparison QLI tables through observing the effectiveness of government interventions and to recommend new policy measures;
  • Linking QLI results with the country macroeconomic status;
  • Develop results oriented policy measures based on QLI;
  • Review and finalize the report.

Deliverables and Duration:

  • Inception Report outlining the understanding and interpretation of the TOR, assessment framework & methodology to be applied, a detailed work plan and table of contents for the assessment report. This is based on literature and desk review, 4 days;
  • Draft assessment report, including initial main findings and results of comparison with 2010 QLI report, in addition to any literature review findings, 20 days;
  • First draft of the QLI 2015 report, 15 days;
  • Final draft of QLI 2015 report, 4 days;
  • Debriefing sessions with the key findings to be conducted with key stakeholders, 1 day.

Required Skills and Experience

Education:

  • Post graduate in statistics, economics, social science or any other related field.

Experience:

  • Fifteen years of experience in statistics, development, economic research or any related field;
  • Experience in professional writing report;
  • Familiarity with the QLI indices;
  • Knowledge in using SPSS or any related software.

Languages:

  • Fluency in English and Arabic Languages.
