Background

This position is located in the United Nations Office on Drugs and Crime (UNODC) Regional Office for West and Central Africa in Dakar (ROSEN). The National Project Officer e-learning will be contribute to e-learning activities that will be undertaken by the project “Support to ECOWAS Regional Action Plan on illicit drug trafficking, organized crime related to it and drug abuse in West Africa”. The incumbent will work under the direct supervision of the Programme Coordinator and overall guidance of the UNODC Representative.

Duties and Responsibilities

Ensures implementation of  programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of UNODC mandates at the global and West Africa regional levels,
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.

Ensures effective management of the programme within the thematic/sectoral areas assigned  focusing on quality control from formulation to implementation of the country programme achieving the  following results:

  • Number of eLearning Centers established and used
  • Target: At least 5 countries have one Center and two satellite centers equipped with the full eLearning curriculum.

Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Inclusion of West Africa in the Global eLearning designed, developed and delivered;
  • Advisory services and mentoring to governments and regional authorities, in particular with regard to training components / facilities, recommending actions to meet needs provided;
  • Capacity-building activities including infrastructure development implemented.

Duties:

  • Contribute to the inclusion of West Africa in the Global eLearning Programme, including capacity building and training, by contributing to the design, development and delivery of eLearning in UNODC mandated areas.
  • Review existing law enforcement, crime prevention, border control and related technical capacity in Member States, assessing technical assistance needs and specifically training requirements that may be met through eLearning;
  • Provide advisory services and mentoring to governments and regional authorities, in particular with regard to training components / facilities, recommending actions to meet needs.
  • Implement capacity-building activities including infrastructure development to sustain high quality training supporting law enforcement operations and other UNODC mandates areas.
  • Initiate, develop or contribute to training curricula and training materials using modern eLearning methodology to sustain programme goals and outputs.
  • Contribute to promote UNODC’s technical cooperation activities in the area of eLearning in West Africa.
  • Contribute to the preparation of written outputs, working papers, reports background papers, analysis, presentations, proposals and documents, briefings, training materials, guides, website updates etc.
  • Attend policy-making and expert group meetings to monitor, analyse and advise on the substantive issue of eLearning and participate as a resource person in this regard at workshops, seminars, training courses and meetings in West Africa.
  • Performs other duties as required.

Impact of Results:

Increased regional and international cooperation in combating transnational organized crime, illicit trafficking and illicit drug trafficking with the assistance of UNODC in accordance with its mandate.

Required Skills and Experience

Education:

  • University Degree (Master's or equivalent) in Political Science/ Economics/ Development Studies/law or related fields.

Experience:

  • A minimum of two years of professional experience in development / communications and/or public relations;
  • Understanding of development issues, in particular in UNODC areas of focus, such as crime, drugs, anti-money laundering, judicial reform and good governance in general;
  • Experience of or familiarity with the United Nations a distinct asset.

Language Requirements:

  • English and French are the working languages of the United Nations Secretariat;
  • For the post advertised, fluency in English and French (both oral and written) is required;
  • Knowledge of other UN official languages is an asset.
