Background

Under the guidance and direct supervision of the RR/RC the Communications, Advocacy and Partnerships Specialist in Tanzania, a Delivering as One (DaO) country, ensures the formulation and implementation of strategies to enhance the visibility of joint UN initiatives at normative and operational level, enhances the interface with senior government officials at central and local levels, and guides the overall outreach of the RCO and UNCT with regards to priorities of the UNCT as it enters its next UNDAP. Since 2007 Tanzania has been piloting the UN Delivering as One reform initiatives and one new area that has been adopted in the new DOCO SOPs is Communicating as One. The overall purpose of UN reforms is to unify and align UN agency programmes in order to more efficiently and effectively deliver results.

The vision of DaO in Tanzania is therefore about being a more effective partner for Government; focusing on the UN’s comparative advantage; being strategic about the development areas where the UN prioritizes support; and continuing to support Government on its development priorities. In July 2016, the UN in Tanzania will commence a new phase of programming, the UN Development Assistance Plan (UNDAP II) 2016-2021.  UNDAP II will build on the successes of UNDAP I while having to accommodate emerging and new priorities arising from the move from MDGs to SDGs, the shift of Tanzania from LIC to Low MIC, the shift to a new Five Year Development Plan in 2016, and a new administration to be elected in late October 2015.

Based in the UN Resident Coordinator’s Office, the Specialist will work closely with the inter-agency UN Communications Group (UNCG) and be the Team Leader and supervisor for the RCO Pillar on Communications, Outreach, Advocacy and Partnerships (COAP) and its four person team. COAP builds on a solid foundation of communications work a set of new objectives to reach new audiences, advocate for priority SDG and UNDAP themes, and build new partnerships with non-traditional partners.  On behalf of the UNCG, the incumbent will lead the communication component of the One Programme. The Resident Coordinator’s Office has the overall responsibility for the planning, budgeting, monitoring, implementation and reporting of the UNCG agenda including the joint communication UN COAP strategy of UNDAP II. The COAP Pillar lead interacts closely with the other Pillar Leads in RCO dealing with Policy and Programming and Human Rights with the management level of all agencies of the UNCT.

Duties and Responsibilities

Formulation and implementation of DaO Communications, Outreach, Advocacy and Partnerships (COAP) policies, strategies, products and services:

  • Guides and facilitates the overall Tanzania One UN COAP strategy for 2016-21, already being tested during the last year of UNDAP I (2015-16), with a special focus on the media;
  • Ensures the institutionalization of inter-agency collaboration in the COAP to support the operationalization of initiatives under One UN led by RCO;
  • Advises the RC and builds alliances for an enhanced UN role with both traditional and non-traditional partners and audiences.
  • Acts as primary communications focal point for the UN Country Team (UNCT), collaborating closely with the UN Information Centre (UNIC) and coordinate annual work plans, reviews and summary reports as part of One UN;
  • Supports the flow of information between the UN global systems, the RC, the UNCT and UN staff in Tanzania, ensuring that all relevant parties are kept informed of activities, initiatives and requests and facilitating any necessary follow up action;
  • Leads the implementation of internal communication initiatives fostering a joint UN identity.

Management of the RCO Pillar on COAP, facilitation of UNCG, and backstopping of the RC on engagement with national stakeholders at national and local level on the SDGs and UNDAPs I and II:

  • Ensures effective management of the four person COPA Pillar in the RCO in close collaboration with UNCT, UNIC and UNCG in line with the Communicating as One SOPs;
  • Develops and backstops the advocacy campaign for the roll-out of the SDGs in line with national priorities of the United Republic of Tanzania;
  • Develops and backstops the advocacy campaign for the roll out of UNDAP II;
  • Facilitates the RC’s direct outreach and advocacy with senior central and local government officials in support of prioritized UNCT normative goals;
  • Plays the lead role in the sub-nationalization of One UN COAP initiatives, agreed to between UN and Gov as a priority for the years ahead;
  • Manages and update the contents of the One UN website, emerging social media platforms, and photo database to ensure material is consistent and relevant to UN priorities;
  • Advise RC on crisis communications issues of sensitive nature;
  • Ensures documentation and dissemination of the UN programme experience and tangible results achieved, resulting in high visibility of the UN programmes and successes.

Facilitation of innovations on Communicating as One initiatives and knowledge building and sharing for UN Tanzania and its partners:

  • Strengthen partnerships with key traditional donor stakeholders in support of DaO reforms and to promote continued support for One UN;
  • Develops concepts for non-traditional partner engagement activities in alignment with UNDAP II (private sector, journalists, press clubs, etc);
  • Promotes the use of new information technologies and social media to pursue effective;
  • advocacy in both internal and external communications;
  • Leads efforts to promote the concept of UN spokespersons on different priority SDG and UNDAP themes;
  • Coordinates provision of content for advocacy and information materials, including the UNCT newsletter & website, press releases, statements, and talking points;
  • Participates in communication and advocacy communities of practice remaining abreast of latest development and professional norms, standards, tools and methodologies;
  • Promotes a professional image of the UN in Tanzania as well as positions the system strategically vis a vis other development actors in light of Tanzania’s changing aid system.

Resources mobilization from new partners in Tanzania to support UN communications, outreach advocacy and partnerships:

  • Raises resources for UN and RCO COAP initiatives in light of new interest by donor community on this work.
  • Enhances relationship with private sector to twin on initiatives related to corporate social responsibility
  • Further builds the RC’s resources mobilization efforts with donors for joint advocacy on shared or joint priority normative agenda topics.

The key results have an impact on the overall effectiveness and success of Delivering as One as well as UN programmatic interventions and activities in achieving the country’s development and the SDGs.  Effective implementation of communication, outreach, advocacy and partnerships strategies and approaches aim to substantially enhance the government and citizens perceptions of the value of the UN in a rapidly-changing Tanzania. This must be achieved through robust approaches to engagement with a greater set of audiences and potential stakeholders at national and local levels. Specific impact includes:

  • Strengthend positioning of the UN in Tanzania in the eyes of senior policy-makers, the public and other stakeholders;
  • UN cohesiveness in the area of of advocacy and messaging around prioritized and localized SDGs;
  • UN cohesiveness in the area of advocacy and results related to UNDAPs I and II;
  • Improved communication between UN agencies and staff in support of DaO and UNDAP;
  • Enhanced resources for COAP initiatives for RCO and UN agencies;
  • High visibility of the UN in Tanzania, its programmes and its successes.

Required Skills and Experience

Education

  • Master’s degree in Communication, Journalism, Public Relations or a related relevant discipline.

Expereince

  •  At least 7 years of relevant work experience (additional years preferred) in the area of communications, outreach, advocacy and/or partnership, including engagement at national and community levels;
  • Proven track record of working with journalists, the media and advocacy-related community organizations at national and local level;
  • Demonstrated experience networking with senior government leaders, donors and private sector executives;
  • Knowledge of the UN in Tanzania and the role of the UN Resident Coordinator system under DaO an advantage;
  • Familiarity with the aid context and development processes in Tanzania an advantage.

Language

  • Fluency in English and Kiswahili essential.
