Background

REDD+ (reducing emissions from deforestation and forest degradation in developing countries; and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries) is a recent global policy initiative to tackle climate change threats. The main goal of REDD+ is to prevent forest degradation and deforestation, and promote forest conservation through offering results-based payments as financial incentives to developing countries.

Domestically PNG has also made significant progress to meet its international commitments in addressing climate change issues including REDD+ within the country and region. National climate change readiness began in 2008 with the establishment of the then Office of Climate Change and Environment Sustainability which phased out and was re-established as the Office of Climate Change and Development (OCCD) in 2010.

Concurrently, in 2008 the World Bank established the Forest Carbon Partnership Facility (FCPF) to specifically address this issue and support countries to develop a REDD+ Readiness Preparation Proposal (RPP) and a consecutive REDD+ Strategy, and prepare for effective implementation of proposed activities. Papua New Guinea is also a member of the FCFP Programme seeking to bridge readiness gaps under both the FCPF and the UN-REDD Programme through assistance under each Programme. In June 2014 the grant agreement between GoPNG and the World Bank was signed, after which OCCD as the implementing partner of the FCPF-RPP REDD+ Readiness Project requested UNDP to facilitate implementation.

In this context, UNDP has agreed to be the Delivery Partner for FCPF-RPP REDD+ Readiness Project in PNG and is now recruiting a Communications Officer to lead in elaboration of material for events, campaigns, advocacy activities, editorial product development, strategy formulation, and media opportunities on PNG’s REDD+ Readiness at the national, regional and global levels. The Communications Officer will be supervised by the National Project Manager under direct guidance by and coordination with the International Technical Advisor (ITA). Reporting is to the ITA.

Duties and Responsibilities

To lead in ensuring that information on the REDD+ Readiness project under PNG’s REDD+ Programme is communicated effectively to other stakeholders in PNG and internationally.

Lead and provide guidance on updating and implementing a communication, consultation and participation strategy for the PNG REDD+ Programme:

  • Set up and develop communication tools and information for the FCPF and national readiness process;
  • Coordinate engagement with the media and act as a focal point for enquires;
  • Support measures to ensure full and effective participation of all stakeholders in the FCPF project and PNG REDD+ Programme;
  • Prepare an overview of existing information and harmonize planned information dissemination material;
  • Update the existing information plans and/or Communication Strategy;
  • Develop an action / implementation plan;
  • Coordinate internal activities and participate in external discussions;
  • Support the FCPF Team in other relevant activities.

Set up and develop communication tools for the FCPF and national readiness process:

  • Manage the PNG REDD+ Web site (oversight of development, responsible for maintenance);
  • Manage the REDD+ PNG Facebook page and Twitter account;
  • Prepare project updates;
  • Prepare and assist in providing radio broadcasts or other communication outputs.

Coordinate engagement with the media and act as a focal point for enquiries:

  • Coordinate with other organisations and initiatives in the dissemination of information on the PNG REDD+ Programme;
  • Provide regular updates on the PNG REDD+ Programme progress to stakeholders at the sub-national, national and international level;
  • Design and produce key outputs and their dissemination to stakeholders;
  • Develop and review quality of outputs intended for wider circulation produced by consultants or other contracted entities;
  • Develop and translate information for distribution to key stakeholder groups;
  • Work closely with the project’s Stakeholder Engagement Officer and Consultation Technical Working Group to identify communication needs and lead the development and updating of the communication, consultation and participation plan;
  • Develop communication materials that can reach the different stakeholders group on the different issues (e.g. policies and measures, MRV, benefit sharing distribution system, etc.).

Support measures to ensure full and effective participation of all stakeholders in the REDD+ Readiness Project and PNG REDD+ programme:

  •  Increase overall awareness of REDD+ and the need for consistent, inclusive and comprehensive information dissemination.

Support the REDD+ Readiness Project Team in other relevant activities:

  • Assist in preparation of work plans;
  • Support the preparation of minutes and other information sharing materials for wider circulation, and translate and interpretation for foreign project staff and consultants when required.

Required Skills and Experience

Education:

  • Diploma (Bachelor’s degree preferable) in English, Information Technology, Media or other relevant discipline.

Experience: 

  • At least 6 years of experience in developing and implementing communication strategies;
  • Experience utilising communication tools to reach varied audiences from rural communities to successful business representatives and international representatives;
  • Experience working with Government counterparts as well as representatives from development agencies;
  • Familiar with climate change issues including forest and natural resources management, and rural development is an asset;
  • Experience in working on REDD+ is an advantage;
  • Adequate computer literacy with experience of website design and maintenance and working with graphic design packages is an advantage.

Language:

  • Fluency in written and spoken Tok Pisin and English.
