Background

n 2010 the Bureau of Treasury (BTr) signed a technical cooperation agreement with the United Nations Conference on Trade and Development (UNCTAD) for the implementation of the “Strengthening Debt Management Project: PHI/OT/ABK” at the BTr. The project aims to strengthen the BTr’s ability to perform its debt management functions. It takes a holistic approach to strengthening the Bureau by addressing both the overarching organizational issues as well as the key operational tasks that impact its debt operations.

The project has 4 major objectives, including upgrading of UNCTAD’s Debt Management and Financial Analysis System (DMFAS) to its latest version.

Specifically, the project objectives and the corresponding expected outputs are stated below:

To implement a planned, managed, monitored and evaluated project

  •  A detailed project work plan and established governance structure;
  •  An effectively managed, monitored and evaluated project.

To improve institutional arrangements with BTr and build overall human and technical capacity in support of debt management:

  •  Improved organizational structure, regulatory framework and performance measurement in support of debt management;
  •  Recommendations on strengthening communications and coordination on debt management in the overall context of Asset and Liability Management;
  •  Strengthened overall HR capacity for performing debt and risk management;
  •  Improved IT service management in support of debt management.

To strengthen BTr’s risk management and debt analysis (‘middle office’) functions:

  •  Improved treasury risk management functions in support of debt management;
  •  Improved debt reporting and analysis functions;
  •  Strengthened contingent liability management for Treasury functions;
  •  Improved cash management in support of debt management.

 To strengthen specific debt management functions within the BTr:

  •  Upgrade of DMFAS system to Version 6;
  •  A consolidated data base;
  •  Improved debt information flows and data exchange;
  •  Debt data validation and training.

Background and rationale of the project's IT resourcing Requirements

Support for Project Objectives/Outputs

The study that provided basis for the project indicated the strong need for IT support for BTr.  To fully support the project and to help ensure its successful completion, particularly Project Objective No. 3 (To strengthen BTr’s risk management and debt analysis [‘middle office’] functions) and all Project Outputs under it, Project Output Nos. 2.4 (Improved IT service management in support of debt management), and 4.2 (Consolidation of external and domestic debt databases), there is a need to determine the existing IT infrastructure, capacity and IT requirements as well as future IT requirements of the BTr, develop a comprehensive IT Master Plan, and to fill the IT workforce gaps in BTr. For this purpose, the project through its Steering Committee has deemed it necessary to hire and fund the services of a Senior IT Adviser, who shall serve as the focal person for all IT-related concerns in BTr in support of project objectives 2, 3 and 4 cited above, among others.

Changing IT Environment at BTr

The BTr is in the midst of a government-wide Public Financial Management Reform Program which seeks to promote efficiencies in cash and debt management.  These functions would require a more responsive and robust IT organization aptly complemented by sufficient and competent personnel.

The Bureau, however, is in process of reorganizing itself as a consequence of the anticipated enactment of the Public Finance Management Reform Law, as well as the continuing operation and upgrades of the Treasury Single Account (TSA) and the Debt Management & Financial Analysis System (DMFAS).  Thus, the need to supplement and boost the capability of the BTr IT organization in supporting the new functions that are foreseen to be included as a consequence.

Duties and Responsibilities

The Senior IT Advisor will be supervised by the UNCTAD Project Manager, and will work under the general direction of Chief of the DMFAS Programme, and reporting directly to the Treasurer of the Philippines or senior official/s that the Treasurer will appoint.  He or she will likewise be required to attend Steering Committee meetings for any relevant decision, issue, approval, activity or deliverable that may be discussed or considered.

The Senior IT Advisor shall:

  • Develop a proposal for an IT Master Plan taking into account the current IT environment at the BTr and future needs of the BTr given new and expanding roles, and also in consideration of the overall ICT development within the Department of Finance (DoF) and other oversight agencies such as DBM;
  • Guide in the implementation of the IT Master Plan in coordination with the MISS;
  • Prepare Terms of Reference related to the implementation of the IT Master plan;
  • Develop a strategy and/or plan for systems integration at the Bureau of Treasury;
  • Perform other functions that may be required by the Treasurer.

The IT Master Plan shall:

  • Provide advice to ensure a coordinated and coherent approach to the development, deployment and support of IT services in BTr;
  • Recommend a high-quality and cost effective IT infrastructure and services that meet the BTr Business plan and that are aligned with the current and future needs of BTr;
  • Strengthen the security of BTr information and processes;
  • Provide recommendations for managing access to the BTr IT infrastructures and services for BTr staff assigned to perform asset and debt management functions;
  • Assess the human, hardware and software resources of the BTr and propose, in coordination with the HR Consultant, a comprehensive resourcing plan, including the definition of roles and responsibilities and organizational structure, training and recruitment;
  • Identify and scope projects required to make the necessary improvements in the BTr ICT environment;
  • Identify best fit standards and methodologies for ICT in the BTr;
  • Ensure coordination and consistency with other projects being implemented across the BTr, DoF and DBM among others;
  • Specify the roles and responsibilities including terms and reference of BTr ICT staff.

Deliverables and Expected Outcomes:

  • Report that reviews or evaluates the current IT environment (system and hardware) or infrastructure including manpower and staffing requirements and future IT needs of the BTr, including conclusions and recommendations. (3 months after start date);
  • Proposed IT Master Plan (6 months after start date);
  • Guidance provided in the implementation of resourcing components (HR, hardware and software) of the IT Master Plan, including preparation of TOR for recruitment and training of staff and procurement of new equipment and softwares;
  • Implementation plans, review and evaluation of implementation plans;
  • Periodic report to BTR management on the status of the implementation of the IT Master Plan, together with any suggestions for improvement;
  • Monthly progress reports for the attention of the Treasurer of the Philippines and the UNCTAD Project Manager.

Competencies

Functional Competencies:

  • Strong Management and Leadership Skills;
  • Sound knowledge in developing and implementing IT Master Plans or strategies in large organizations, preferably financial institutions;
  • Excellent knowledge of Systems and Software Architectures;
  • Excellent knowledge of computer networking, including Wide Area Networking, Local Area Networking, installation, management and maintenance issues;
  • Excellent Knowledge of Server software (Web, Email, FTP, Windows Servers), Databases (Oracle Open Source),  Operating Systems (Linux, Solaris, Windows, virtualized systems);
  • Sound experience in working with heterogeneous environment Up to date knowledge and experience of the latest IT Technologies and Tools;
  • Excellent knowledge and insight of best practices and standards Information Security is required;
  • Knowledge of local recruitment and procurement rules highly desirable.

Required Skills and Experience

Education: 

  • Bachelor’s degree in IT, Computer Science or any related fields, Master’s degree is an advantage.

Experience: 

  • Minimum 7 years’ relevant experience in the IT/Telecommunications industry, including at least 3 at the Senior Management or Advisory level Previous working experience with a UN agency an asset.

Language:

  • Fluency in the English and national language.
