Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The Cluster on Climate Change and Disaster Risk Reduction focuses on integrating UNDP’s climate change, energy, and disaster risk reduction work into a coherent policy and programming framework. It seeks to provide an integrated package of services covering these three highly interlinked areas though a join approach that affords far greater opportunities in securing development gains and in building resilient societies that are better able to withstand the multiple challenges posed by rapidly increasing exposure to disaster and climate change risks. Such an approach builds on UNDP’s experience in supporting countries in these areas and provides the best possible support that is requested and needed by countries as they look to implement post-2015 agreements including the SDGs, UNFCCC Climate Agreement and Sendai Framework on DRR.

Duties and Responsibilities

Scope of Work

The consultant based in HQ is responsible for contributing to substantive advise, technical expertise, advocacy, relationship building, resource mobilization and knowledge in the thematic areas of Climate Change, Energy and Disaster Risk Reduction, within the Climate Change and Disaster Risk Reduction cluster and UNDP as a whole.  S/he collaborates with teams across UNDP’s Regional Hubs and Country Offices to support the provision of quality policy services and advance UNDP’s credibility in the thematic area. S/he reports to Chief of Profession Climate Change and Disaster Risk Reduction and Team Leaders for Climate Change, Energy, and DRR and is responsible for performing and contributing to the following:

  • Policy Research and Development
  • Policy Positioning and Representation
  • Partnerships and Resource Mobilization
  • UNDP’s Engagement in Global Conventions and Processes

 Expected Deliverables

The consultant is expected to produce the following deliverables within the proposed timeframe:

Policy Research and Development

  • Coordinate preparation of necessary background research and briefings, including in relation to UNDP’s participation in UNFCCC COPs, SE4ALL events and other global processes;
  • Develop relevant analysis and guidance, in close collaboration with Team Leaders on emerging issues of global significance and contribute to new research related to climate change, energy and DRR, including through working with the regional team leaders; and
  • Support research and conduct analysis in development and production of an integrated framework for UNDP’s work on energy, climate change, and disaster risk reduction working with various bureaus and clusters and in supporting the quality assurance process.

Policy Positioning and Representation:

  • Provide substantive and content input to contribute to mobilizing, fostering and strengthening strategic partnerships with UN entities and other relevant bodies in support of initiatives on disaster risk reduction, energy, and climate change;
  • Draft and aid the development of briefings and speeches in policy positions in relation to climate change, energy, and DRR, as applicable; and
  • Support the Chief of Profession and Team Leaders in engagements in UN interagency coordination mechanisms on climate, energy, and DRR.

Partnerships and Resource Mobilization:

  • Undertake research to support Team Leaders and Advisors in partnership building and resource mobilization, support development of papers and marketing materials, and participating in relevant internal meetings, in line with the Bureau’s partnership and resource mobilization strategy;
  • Perform analysis and research to support the implementation of partnership strategies with UN and external partner institutions, including governments, private sector, academia, NGOs, and CSOs; and
  • Participate in relevant external meetings, including resource mobilization, partnership and advocacy activities with UN partners, permanent missions, and external stakeholders.

UNDP Engagement in Global Conventions:

  • Lead internal coordination for development and execution of activities related to strategic engagements in global conventions and processes on climate change, energy, and disaster risk reduction (DRR) including UNFCCC COPs, SE4ALL Forums, and the Sendai Framework for DRR process;
  • Act as focal point for the Executive Office and BPPS Directorate, responding to requests, coordinating preparation of briefing notes, statements/speeches, bilateral meetings, and drafting agendas for senior delegation members; and
  • Act as focal point for day-to-day activities of the organizing team in the lead up to and during major events and conferences including liaising with other clusters and bureaus, partner organizations, and delegation members on issues related to thematic engagements, side events, communications, advocacy, and knowledge management.

Institutional Arrangement

The consultant will be under the overall supervision and guidance of the Chief of Profession for Climate Change and Disaster Risk Reduction. The consultant will also interact with other members of the Cluster particularly working closely with the Cluster’s Global Team Leaders on climate change, energy, and disaster risk reduction.

  • Knowledge of various programme information for research to provide recommendation and guidance to management.

Partnerships:

  • Ability to engage with other agencies, donors, and other development stakeholders and forge productive working relationships.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s or equivalent) in climate change, environment, energy, disaster management, or a closely related field.

 Experience:

  • 5 years of professional work experience in areas of climate change, energy, and disaster risk reduction;
  • Experience in engaging with global conventions/processes related to these thematic areas is an asset;
  • Work experience in an international organization is required, UNDP experience is an asset;

 Language:

  • Proven excellent oral and written communications and presentation skills in English; and
  • Knowledge of other UN languages is an asset.

Schedule of Payments

Payments will be made on a monthly basis upon submission of timesheets and approval by the supervisor of satisfactory progress on set deliverables specified in the section on Expected Deliverables and Duration of work and upon certification by the direct supervisor as stated in section on Institutional Arrangements.

Step 2:

Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in US Dollars for this consultancy to bpps.procurement@undp.org, using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal – Global Conventions and Processes Consultant" by the deadline of this vacancy.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

 Criteria for Selection of the Best Offer

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

Technical criteria weight (70%)

Financial criteria weight (30%)

Only candidates obtaining a minimum of 70 points out of 100 at the technical evaluation will be considered for the financial evaluation.

Technical Proposal (70%)

The breakdown of the evaluation of the technical proposal is as follows:

  • Masters degree in climate change, environment, energy, disaster management, or a closely related field (10 points);
  • 5 years of professional work experience in areas of climate change, energy, and disaster risk reduction  (30 points);
  • Knowledge and experience working on global conventions and processes related to to climate change, energy, and DRR (30 points);
  • Knowledge and experience of UNDP and UN system policies, rules and regulations, guidelines (10 points);
  • Excellent coordination, partnerships, and research skills (20 points).

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal (30 points)

µ = price of the lowest priced proposal
z = price of the proposal being evaluated

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
