Background

The government of Myanmar developed the Myanmar Action Plan for Disaster Risk Reduction (MAPDRR) during 2008 to 2010. The process was led by Relief and Resettlement Department, Ministry of Social Welfare, Relief and Resettlement with technical support provided by Asian Disaster Preparedness Centre. It aimed at ‘making Myanmar safer and more resilient against natural hazards, thus protecting lives, livelihoods and development gains’. MAPDRR is an outcome of a collective effort of the 24-member inter-agency task force (from 12 concerned Ministries). MAPDRR proposes 65 projects under seven components, which align with the five Hyogo Framework for Action (HFA) priorities and with the ASEAN Agreement on Disaster Management and Emergency Response (AADMER).

MAPDRR has been endorsed by the Government in June 2012. Since then, MAPDRR has been drawn on as a national framework on disaster risk reduction. Governmental departments and development agencies refer to it when formulating disaster risk reduction and development programmes. However, an effective mechanism to take up MAPDRR implementation does not exist yet.

 Since 2010, Myanmar has taken up a historic reform process aiming to be a modern, developed and democratic country. The four-wave reform process bring the changes in the government architecture as well as in the disaster management institutions and mandates. In addition, Myanmar is experiencing more frequent and localized disasters due to climate change impact and increasing pressure of urbanization and industrialization happening along with the socio-economic changes in the country. The disaster management context as well as development pathway have become different from the last 7-8 years when MAPDRR was being developed.

 At the global level, the Sendai Framework for Disaster Risk Reduction 2015-2030 was adopted by UN Member States on 18 March 2015 at the Third United Nations World Conference on Disaster Risk Reduction. The Sendai Framework is the first major agreement of the Post-2015 development agenda, with seven targets and four priorities for action. The Myanmar Action Plan on Disaster Risk Reduction should be reflected the new global framework on Disaster Risk Reduction along with Myanmar’s commitment to the Global Framework.

 Relief and resettlement Department, the nodal department on Disaster Risk Reduction in Myanmar, in discussion with the DRR stakeholders in the Country identified the need to review and revise the Myanmar Action Plan on Disaster Risk Reduction (2012) in the current context of global, regional and Myanmar. Myanmar Disaster Risk Reduction Working Group is collaborating with RRD for the review and revision of MAPDRR and committed to provide technical support. The Policy Technical task Force under DRR WG, where UNDP is the lead and UN-Habitat, UNICEF, ActionAid, CARE, UNOCHA, MRCS, American Red Cross, ADPC, Malteser, JICA, Plan Myanmar, MPN as members, is now recruiting an international consultant to undertake the review and revision of MAPDRR.

Duties and Responsibilities

Under the direct supervision of UNDP (Team Leader, Env. Governance and Disaster Risk Reduction) as well as in its capacity as the lead of Policy TTF of DRR WG, the international consultant will undertake MAPDRR revision, covering the following key activities and results. The designated officer of the Relief and Resettlement Department and Policy Support Technical Rask Force of DRR WG will provide technical guidance to the international consultant to ensure the quality of the deliverables under the assignment. Cultural appropriateness, inclusiveness, accessibility and appropriateness of materials for both men and women equally should be guaranteed throughout the process of MAPDRR revision.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in development studies, social science, and any other related field.

Experience:

  • Minimum 7 years of international experience in the area of disaster risk management, in Asia and developing countries.
  • Relevant experience and engagement in public awareness and capacity building on DRR;
  • Work experience in Myanmar and familiarity and understanding of DRM, climate change and related scientific, technical, institutional and legislative issues in the country will be considered as a great asset;
  • Good knowledge of the UNDP’s procedures and operational activities for development is an advantage;
  • Previous experience in UNDP, UN and/or other international agencies is desirable.

 Language:

  • Excellent language proficiency in English.
